The Government will formally open Registrations of Interest for the first stage of the Northland Expressway at this week’s NZ Infrastructure Investment Summit, Transport Minister Chris Bishop says.

“Connecting Northland to the Auckland region through a resilient, safe and efficient new expressway will unlock economic growth, boost productivity and drive higher living standards for Northlanders and Aucklanders.

“The Waikato Expressway delivered by the last National-led Government has been a game changer for the Waikato region. The Northland Expressway is a genuinely transformational opportunity to boost jobs and growth in an area rich with potential and link Northland to New Zealand’s biggest city.

“The upper North Island is the economic powerhouse of New Zealand. Northland, Auckland, Waikato, and Bay of Plenty collectively account for 53.7 per cent of New Zealand’s population (2.7 million people), and 55.5 per cent of GDP ($215 billion). This isn’t just an investment into Northland – it’s an investment into the broader upper North Island area.

“The first stage of the project is Warkworth to Te Hana, a 26km long four-lane road built to expressway standard, connected to the new Pūhoi to Warkworth expressway. The indicative design includes an 850m long twin bore tunnel in the Dome Valley and three interchanges located at Warkworth, Wellsford and Te Hana.

“The Warkworth to Te Hana section of the corridor is the most advanced in terms of designation, consents and property acquisition. This enables physical works to begin earlier than the other sections of the corridor and it will resolve the critical resilience challenges in the Dome Valley.

“NZTA is progressing planning and design for the remaining sections of the corridor. Decisions on the emerging preferred corridor for Sections 2 and 3, including an alternative to the Brynderwyn Hills, will be announced soon.

Cabinet has now approved NZTA to move to the next stage of procurement, and agreed that the project will be delivered as a Public-Private Partnership (PPP).

“Formal procurement will begin this week with the Registration of Interest process. Registered parties will be invited to submit a formal Expression of Interest (EOI). “Detailed design and construction for the Warkworth to Te Hana RoNS is expected to start in late 2026. A completion date for the project will be confirmed following procurement, but is expected to be around 2034.

“The Northland Expressway is expected to make use of the Fast-track Approvals Act as well as the Public Works Act changes for critical infrastructure announced yesterday.

Our thoughts are with the family of the deceased, we know that this will be a difficult time for them and we’re working hard to determine the circumstances of this incident.

The community may notice an increased Police presence in the area as we conduct further enquiries.

Rangitikei farmer sent to prison for 28 months, disqualified from being in charge of farm animals indefinitely

A Rangitikei farmer has been jailed for 28 months and banned from being in charge of farm animals indefinitely over the preventable deaths of lambs and sheep.

Peter James Valentine (63) was sentenced in the Taihape District Court today, on 12 charges under the Animal Welfare Act, following a successful prosecution by the Ministry for Primary Industries (MPI). 3 of these charges were wilful ill treatment of animals – the highest level under The Act. Along with the prison sentence, Mr Valentine was ordered to pay $10,710 in costs for veterinary services and mustering fees.

“All farmers or people in charge of animals are responsible for the welfare of their animals at all times. This includes providing quality feed and timely veterinarian attention. A lot of animals died from being afflicted with flystrike and other parasites. Most farmers do the right thing for their animals, but Mr Valentine failed to live up to this responsibility,” says MPI Regional Manager Animal Welfare and NAIT Compliance, Gray Harrison.

When Animal Welfare Inspectors visited Mr Valentine’s Taihape property they found 24 dead lambs and 3 others that had to be euthanised. The remaining 173 lambs were affected by parasites, flystrike, emaciation and were generally too small in size. They found the pasture the animals were grazing on was unsuitable for their nutritional and welfare needs.

Peter Valentine is an experienced farmer and farms about 2,360 hectares across 6 hill country properties. He claimed to have recently drenched the lambs when MPI intervened, but a veterinary report following postmortem examination found most lambs died from significant gastrointestinal parasitism, concluding the animals could not have been drenched.

A later follow up inspection of Mr Valentines 5 other properties found a similar situation, with a number of sheep suffering from flystrike, 6 of which had to be euthanised. He was advised, provided written warnings, and directed under the Animal Welfare Act to crutch (dagging) all lambs, treat fly struck sheep, dip all lambs, and shear and dip all ewes, to manage a growing flystrike problem.

“We returned within 2 weeks and found very little had been done to improve the welfare of his animals, finding 18 dead sheep and 4 others that had to be euthanised because they were suffering from severe flystrike.

“These animals were subjected to unreasonable distress and pain because of a failure by Mr Valentine to properly address the welfare of his animals by ensuring effective parasite controls were in place. The death of these animals was entirely avoidable,” says Gray Harrison.

Mr Valentine was also directed to dehorn his cattle because of the threat of ingrown horns. It took 2 notices of direction before he dehorned a steer that had a horn growing into its face, causing the animal pain and distress.

A further inspection at Mr Valentine’s properties found 57 recently dead lambs caused by a lack of nutrition and parasite problems.

“Our message to those farmers who do not take appropriate action to care for their animals is that we will take action in the interest of the animals and where appropriate place the matter before the court,” says MPI Regional Manager Animal Welfare and NAIT Compliance, Gray Harrison.

Prime Minister to visit India

Prime Minister Christopher Luxon will travel to India next week, visiting New Delhi and Mumbai. 

Mr Luxon will be accompanied by one of the largest delegations a New Zealand Prime Minister has ever travelled with, comprising senior New Zealand business leaders, a community delegation of prominent Kiwi Indians, representatives from across Parliament, and the Ministers for Tourism and Hospitality, Trade and Investment, and Ethnic Communities: Hons Louise Upston, Todd McClay and Mark Mitchell.

“Since coming into office, I have signalled that strengthening our relationship with India is a key priority for my Government,” Mr Luxon says.

10 March 2025 – The Reserve Bank of New Zealand – Te Pūtea Matua welcomes the release of Te Ōhanga Māori 2023 report from the Ministry of Business, Innovation, and Employment and Business and Economic Research Limited. The report highlights that the Māori Economy continues to be a strong, growing, unique, and diversified component of the New Zealand economy.

“The ongoing development of the Māori economy is an essential component to the future growth and resilience of New Zealand. We recognise the economic potential of the Māori economy and are collaborating with others on improving Māori access to capital to help fully realise this potential,” Simone Robbers says.

The Māori economy had contributed $32 billion to Aotearoa New Zealand’s GDP in 2023, up from $17 billion in 2018, with the Māori asset base growing to $126 billion. The Māori economy is diversifying beyond traditional sectors such as agriculture, forestry, and fishing, with real estate, property services, and professional services now leading growth. It also highlights progress in Māori entrepreneurship, high-skilled employment, and workforce participation.

Te Ōhanga Māori 2023 report builds on a series of reports that deepen our collective understanding of the Māori economy, and will inform and shape ongoing RBNZ initiatives, including Māori access to capital research and dashboard, facilitating lending on whenua Māori, the Māori data pilot, Te Waka Hourua, our Te Ao Māori strategy, and related financial inclusion workstreams.
