China’s Professional Hair Care Brand ISYUN Announces Victoria song as Global Brand Ambassador, Accelerating Global Expansion with Strategic Focus on Southeast Asia
For consumers across Southeast Asia and beyond, Victoria is widely recognized as an influential Asian artist boasting immense popularity and public affinity. Having debuted early in her career as the leader of the top-tier girl group f(x), she established a profound fan base and widespread public recognition throughout Southeast Asia, backed by her solid performance skills, refreshing yet sophisticated personal image, and distinct style identity. Throughout her career, Victoria has consistently approached her artistic endeavors with a rigorous and professional attitude, expanding her footprint into diverse fields including acting, music, and fashion. By continually pushing her own boundaries across Asia, she has cemented her status as a powerhouse of both substance and aesthetic style through her exceptional fashion expression and steady delivery of high-caliber work. Whether effortlessly pulling off sharp, sophisticated professional looks or interpreting dynamic, trendy styles, her daring spirit to break boundaries and pursue meticulous detail perfectly aligns with ISYUN’s brand DNA of “Professionalism, Fashion, and Texture,” while echoing the brand’s dedicated craftsmanship in the hair-coloring sector. As Global Brand Ambassador, Victoria will join hands with ISYUN to champion the brand philosophy of “One Step Closer to Hair Color Freedom,” enabling more consumers—including those in Southeast Asia—to experience the convenience and joy of salon-quality hair care at home.
A Decade of Professional Excellence and Omni-Channel Growth
Since its inception in 2013, ISYUN has consistently focused on addressing the core pain points of consumers’ at-home hair coloring experiences, deeply cultivating the niche sector of trendy hair dyes while dedicating itself to creating professional, cutting-edge hair-coloring products tailored to Asian skin tones. Over the past decade, the brand has maintained deep insights into the personalized hair color demands of diverse consumer groups, keeping pace with global beauty trends to continuously expand its trendy color matrix. Currently encompassing six major color families with over twenty distinct shades—ranging from versatile everyday brown tones to highly personalized trendy hues—the brand fully satisfies expression needs across varying scenarios and styles.
Driven by stable product quality and an exceptional user experience, ISYUN has earned widespread recognition and affection from millions of young consumers in the Chinese market. In terms of channel layout, the brand has built an integrated omni-channel sales network: its offline footprint has successfully entered over 10,000 mainstream trendy retail stores nationwide, covering core consumer touchpoints, while its online presence maintains a leading position within the hair-dye category across major e-commerce platforms, backed by sustained sales leadership and stellar user reputation. Furthermore, ISYUN serves as the exclusive official designated professional hair care brand for the China Fashion Week, a testament to its industry-wide product acclaim.
Get Victoria’s Look: Catching the Trend with the All-New “Oxygen Cool Brown”
In tandem with the global ambassador announcement, ISYUN is concurrently launching the exact hair color worn by Global Brand Ambassador Victoria: the “Oxygen Cool Brown.” Addressing the industry-wide pain point where traditional hair dyes cause damage during coloring, ISYUN’s product development has always centered on the core concept of “Hair Dyeing and Care in One.” Utilizing the brand’s proprietary essential oil special blending technology, plant-derived extracts such as argan oil, jojoba seed extract, and camellia seed oil are packaged in independent capsules, ready to be poured and mixed directly into the color cream during application. This delivers a simultaneous dyeing and conditioning experience that leaves hair smooth and lustrous post-application, effectively taming frizz and ameliorating post-dye dryness.
The newly introduced “Oxygen Cool Brown” shade—matching Victoria’s stunning hair look—is crafted precisely around the product’s superior color-rendering advantages. The translucent cool brown base blended with natural misty undertones flatters all skin tones while brightening overall complexion, seamlessly adapting to both daily commuting and leisure gatherings as a versatile, high-end, yet practical trendy color. Accompanied by an elegant floral fragrance, the product comprehensively optimizes the at-home coloring sensory experience, breaking public stereotypes regarding pungent chemical odors associated with hair dyes.
Tapping into the Booming Southeast Asian Beauty Market
In recent years, Southeast Asia’s beauty and personal care market has experienced continuous expansion, with the rise of younger consumer cohorts driving rapid growth in personalized cosmetic demands. Among these segments, at-home hair care products have emerged as a prominent growth driver in the Southeast Asian market, favored for their operational flexibility, high cost-performance ratio, and diverse stylistic expressions. Simultaneously, Southeast Asian consumers are raising their expectations for hair-dye formulations: demanding both precise color rendering optimized for Asian skin tones and integrated nourishing properties to minimize hair damage. ISYUN’s launch of its global ambassador strategy—exporting mature hair-dye and care portfolios to international markets—precisely meets the soaring demand for professional at-home hair solutions across Southeast Asia.
A senior spokesperson for ISYUN stated, “Signing Victoria as our Global Brand Ambassador marks a vital milestone in our journey toward broader international markets. Victoria’s professional attitude and fashion influence enable us to precisely connect with our core consumer demographic, infusing fresh, trendy vitality into the brand. Leveraging her cross-cultural influence across Southeast Asia, ISYUN will more efficiently engage local youth demographics and communicate our core professional ethos and product value.”
Looking Ahead: Expanding Global Horizons
Looking ahead, ISYUN will continue to collaborate with Global Brand Ambassador Victoria to uphold its brand DNA of “Professionalism, Fashion, and Texture,” continually sharpening its product competitiveness and color innovation. The brand remains committed to delivering diverse hair-coloring solutions that integrate trendiness with deep nourishment, bringing the founding vision of “One Step Closer to Hair Color Freedom” to life. As its global footprint steadily expands, ISYUN will continue monitoring the hair characteristics and aesthetic demands of consumers across different global regions, continuously optimizing its offerings to bring professional, convenient, and healthy at-home hair care experiences to more consumers worldwide, collectively exploring new frontiers in home hair-styling aesthetics.

2. Tune Protect Launches TPXtra, Bringing Customisable Protection, Greater Value, and Ancillary Services into One Digital Ecosystem
October 15, 2026
Source: Media Outreach
New consumer-centric platform gives customers a single digital account for protection, services and lifestyle benefits, supported by a growing ecosystem of merchant partners
KUALA LUMPUR, MALAYSIA – Media OutReach Newswire – 15 October 2026 – Tune Protect Group Berhad (“Tune Protect” or “the Group”) announced the launch of TPXtra, a new consumer-centric digital platform that gives customers a single account for insurance protection, value-added services and lifestyle experiences, while establishing a direct and ongoing relationship with Tune Protect beyond the point of purchase.
How Kim Lian, Group Chief Executive Officer of Tune Protect Group Berhad
TPXtra brings these experiences together. Through a single Tune Protect account, customers can access their protection, services and entitlements in one place at any point in time. It is an open platform that extends beyond insurance, currently connecting customers with a range of travel, mobility, and lifestyle services.
At its core, TPXtra puts customers in control through customisation, allowing them to tailor their protection to their needs and budget, while offering complementary ancillary services, and deliver greater value when purchased together. This flexible approach gives customers more relevance and control over what they choose to protect, access and experience.
Powered by White Label Sdn. Bhd. (“White Label“), Tune Protect’s technology arm, TPXtra serves as the digital platform underpinning the Group’s Beyond Insurance strategy. While Tune Protect has traditionally engaged customers through partner booking platforms, TPXtra creates a direct-to-consumer relationship, enabling the Group to support customers throughout their journey rather than at a single transaction point.
Mr How Kim Lian (“How”), Group Chief Executive Officer of Tune Protect Group Berhad, said, “A digital ecosystem is only as valuable as the reasons it gives customers to come back. We are looking to work with merchant partners who can enrich the consumer journey by integrating relevant lifestyle solutions and experiences into the platform. Each partnership strengthens our direct relationship with customers, and it is this relationship, rather than any single product, that we are building for the long term.”
Tune Protect has been expanding its merchant network across connectivity, airport lounges, ground transfers and mobility, and soon venturing into telehealth, motor care and everyday lifestyle services, creating a broader ecosystem designed around customers’ needs throughout their travel and everyday experiences.
The first offering within TPXtra is Travel Beyond, a travel protection and services proposition designed around flexibility and choice. Customers can customise their coverage based on their travel needs and budget, selecting only the protection and benefits relevant to them. By bringing protection and value-added services together, TPXtra gives customers greater value through a broader range of benefits and experiences in one place. Beyond insurance, Travel Beyond integrates a range of travel services that support each stage of the journey, including eSIM connectivity, Delay Pass benefits, airport lounge access and airport transfers, allowing customers to select solutions that suit their individual needs and preferences, with these services bookable and redeemable through the same account.
How added, “For many, insurance is something they purchase quickly at checkout and rarely think about again. Meanwhile, other lifestyle essentials such as connectivity, lounge access or airport transfers are purchased and managed through separate platforms. They can choose the services that best suit their needs, add services as their plans evolve, and access them throughout their journey, whether they are planning from home, at the airport or already on the move. When they travel again, their account is ready with their existing information and services, making it easier to manage their travel needs from one place.”
For merchant partners, TPXtra provides them the access to customers at relevant touch points within the platform. Through TPXtra and Tune Protect’s wider regional distribution channels, partners can reach customers without having to build the same distribution infrastructure independently. Several partners are already live, with Tune Protect continuing to welcome merchants and service providers that can add value to customer experience while expanding the range of solutions available on the platform.
Looking ahead, Tune Protect plans to expand TPXtra beyond travel, with Motor Beyond and Home Beyond set to launch from the end of 2026 onwards. For customers, this means the same account will extend into mobility and home solutions, enabling them to manage multiple aspects of their lifestyle through a single profile and ongoing relationship with Tune Protect.

4. Levy reduction for cruise industry
October 16, 2026
Source: New Zealand Government
Cruise ship passengers will pay significantly lower Border Processing Levy rates from 1 July 2027, Customs Minister Casey Costello said today.
From 1 July 2027, cruise passengers will see a net reduction of NZ$19.91 per person through the combined arrival and departure levy rate changes. The Border Processing Levy for arriving cruise passengers will lower from NZ$27.14 to NZ$7.20, while the levy for outgoing passengers will increase by three cents per person.
“The levy system is working as intended. Where forecast costs support a lower rate, travellers should receive that benefit,” Ms Costello says.
“Cruise passengers will pay less, while Customs continues to provide secure and efficient border services.”
The Border Processing Levy recovers costs related to Customs services for risk assessment, processing, investigations and compliance, and to facilitate the safe and efficient movement of people across New Zealand’s air and sea border. The Levy is forecast to recover $124.3 million in Customs’ border processing costs in 2026/27.
New Border Processing Levy rates for air travellers, (technically, ‘non-cruise travellers’), will result in a small overall increase of 32 cents per passenger. This reflects a decrease in the rate for departing air travellers, combined with a small increase for arriving passengers.
Border Processing Levy rates are reviewed regularly to ensure they reflect forecast costs and passenger volumes and support the requirement for the levy accounts to balance over time. The new rates set by the Comptroller of Customs will apply from 1 July 2027 and better reflect forecast passenger volumes and the expected costs of providing border services.
“Providing early notice of future levy settings helps the travel and tourism sectors plan ahead before the new rates take effect next year,” Ms Costello says.

5. Miss Universe Hong Kong Winner Jen Zhou — On the Road to Puerto Rico
October 16, 2026
Source: Media Outreach
– 16 October 2026 – With less than six weeks to go until the 75th Miss Universe World Final, this diamond anniversary celebration — widely regarded as the “Olympics of beauty pageants” — will take place on 24 November at the José Miguel Agrelot Coliseum in San Juan, Puerto Rico (U.S.), where delegates from over 120 countries and regions will compete on the same stage. Representing Hong Kong is Jen Zhou (@jen.zhou), who is currently in Hong Kong for her final stage of intensive preparation.
Preparation for the 75th Miss Universe competition is now in full swing. According to the organiser, the event will comprise three main activities: the National Costume Show on 21 November, the Preliminary Competition (swimsuit and evening gown segments) on 22 November, and the Final Competition and Coronation on 24 November.
Earlier this month, delegates from 17 countries arrived first in Puerto Rico (U.S), embarking on a four-day cultural immersion trip. The Puerto Rico Tourism Company estimates that the event will attract approximately 65,000 visitors, including 350 to 400 international media journalists.
Jen Zhou (@jen.zhou) Representing Hong Kong: The Final Sprint
Jen Zhou’s preparation schedule is demanding. Having just concluded the Miss Universe Hong Kong 2026 pageant, she has immediately turned her attention to charity work, contributing her efforts to help Hong Kong’s underprivileged communities.
Costume and styling preparation has taken up considerable time. The Miss Universe competition has strict requirements for contestant attire, covering national costume, evening gown, swimwear, and various official event outfits. The Miss Universe Hong Kong team and Jen Zhou (@jen.zhou) are working with designers and brands to ensure each segment presents a look that combines Hong Kong characteristics with international aesthetics.
Stage training and interview preparation are also daily essentials, requiring repeated rehearsal. Jen Zhou (@jen.zhou) already has pageant experience — at 17, she entered the Miss Asia pageant and reached the final; in 2023, she competed in Miss Hong Kong and again reached the final. Now, after three years away from the pageant stage, she returned and finally won the crown. She hopes to maintain her best form.
A Journey That Began Long Ago
For Jen Zhou (@jen.zhou), the road to Puerto Rico did not begin at the moment she was crowned. Her background itself has laid the groundwork for this international journey. Raised in Hong Kong with experience of living in the United States, she speaks both English and Chinese. Her fluent English and educational background — the USC School of Cinematic Arts and Marshall School of Business, and a master’s degree in journalism from Columbia University — have given her the communication skills and depth of thinking needed when facing media and judges. Her three years of experience in investment banking have cultivated a professionalism that maintains precision and discipline under pressure.
Together, these experiences form Jen Zhou’s three-dimensional image as a “modern Hong Kong woman.” She does not attempt to portray herself as a one-dimensional pageant contestant, but rather to present a contemporary woman who has achieved in multiple fields.
Looking Ahead: More Than a Competition
As November approaches, Jen Zhou (@jen.zhou) will depart in early November for Puerto Rico, joining delegates from 120 countries and regions to participate in official activities, filming, and rehearsals. Before the official competition, she will also have the opportunity to take part in cultural exchange and community activities organised by the pageant.
For Hong Kong, which has been absent from this top-tier global pageant for many years, Jen Zhou’s participation carries significance beyond personal honour. On a platform that draws the world’s attention, she represents not only her own elegance and beauty, but also the image, culture, and spirit of a city. Hong Kong’s story — its resilience, its diversity, its unique position between East and West — will be conveyed to audiences around the world through her words, her style, and her expression.
With less than six weeks until the Final, every day Jen Zhou (@jen.zhou) spends in Hong Kong is a day of building strength for that stage.

Under the MOU, the two parties will actively work to integrate Green SM’s mobility services into Elife’s global network, enabling Elife’s partners to offer Green SM services directly through their own platforms. This will allow users to conveniently book rides and access Green SM services through their preferred apps without switching between multiple platforms. The integration is planned for rollout across Southeast Asia, Europe and the US.
Through this partnership, Green SM will expand its access to Elife’s global customer network, particularly international travelers visiting Vietnam. Elife’s partner platforms collectively serve approximately 100 million monthly active users (MAU) worldwide. This presents an opportunity for Green SM to connect with a broader base of travelers and meet their demand for high-quality, reliable and seamless mobility experiences at their destinations.
In turn, partners across Elife’s network will be able to add Green SM’s electric mobility services to their offerings, enhancing the experience they deliver to users. Operating a fleet consisting entirely of VinFast electric vehicles, Green SM provides quiet, relaxing and zero-tailpipe-emission journeys. The comfortable interiors and smooth, quiet performance of electric vehicles help ensure a pleasant experience, even on longer trips.
Beyond service integration, Green SM and Elife will collaborate on promotional offers for international travelers and strengthen their communications efforts across online and offline channels. Through these initiatives, the two parties aim to increase brand awareness, bring their brands closer to customers and unlock further growth opportunities in international markets.
Ms. Tran Thi Thu Phuong, Director of Sales at GSM, said: “Our partnership with Elife marks another step in Green SM’s global expansion strategy, creating opportunities to strengthen ties with reputable partners and bring our brand closer to a broader international customer base. Through Elife’s global partner network, Green SM aims to expand its reach and make electric mobility more accessible and convenient, helping advance the adoption of green transportation in Vietnam and international markets.”
Mr. Dan Deng, Chief Executive Officer of Elife, said: “Our mission is to help our partners deliver trusted mobility services wherever their users travel. Integrating Green SM’s fully electric fleet into our global network will enable our partners to expand their range of high-quality green mobility options directly through their own platforms, while retaining their distinct brand identities. Through this collaboration, we aim to help elevate the travel experience for people around the world.”
The partnership comes amid strong growth in the global electric taxi market. According to Mordor Intelligence, the market is projected to grow from USD 29.54 billion in 2025 to USD 110.56 billion by 2031, representing a compound annual growth rate (CAGR) of 24.6%. Notably, the airport transfer and tourism segment is forecast to grow even faster, with a CAGR of 27.6% over the same period.
Founded in Vietnam in 2023, Green SM has developed a green mobility ecosystem across Vietnam, Laos, Indonesia, the Philippines, India, Kazakhstan, Denmark, the Netherlands and the US. As part of its international expansion, Green SM has completed approximately 850 million rides, covering nearly 6 billion kilometers and helping reduce more than 800,000 tonnes of CO₂ emissions, equivalent to the amount of carbon absorbed by approximately 36 million trees.
The partnership between Green SM and Elife further strengthens the connection between international travel platforms and green mobility solutions, delivering more convenient and reliable travel experiences for people worldwide. The agreement also supports the broader adoption of electric mobility solutions, contributing to a greener and smarter future for the tourism and transportation sectors.

7. Angel Health Releases Psychiatric Consultation Information Covering Private Clinics and Public Referral Arrangements
October 15, 2026
Source: Media Outreach
Drawing on doctors’ and medical institutions’ official websites, government healthcare directories and other public sources, the compilation presents professional backgrounds, consultation locations, contact details, published fees and appointment arrangements. Private clinic information is organised by Kowloon, Hong Kong Island and the New Territories, alongside information on first consultations and public services. Readers are encouraged to confirm individual arrangements directly with the relevant healthcare providers
People considering psychiatric care for low mood, anxiety, insomnia, attention difficulties or other mental health concerns may need information about specialist qualifications, patient groups, consultation arrangements and costs. Angel Health’s compilation brings these details together for reference and does not assess, rank or compare the doctors listed.
Information relevant to children and adolescents is also included. According to the Department of Health’s Student Health Service Annual Health Report for 2024/25 School Year, 1.0% of students attending Student Health Service Centres during that school year were referred to clinical psychologists within the service, Hospital Authority specialist clinics or other organisations for further assessment and management of psychosocial and behavioural problems. This figure relates specifically to referrals among students attending those centres.
Four Practical Considerations Before a First Consultation
The compilation covers four main considerations: specialist qualifications and patient groups, consultation duration and fee arrangements, clinic location, and follow-up arrangements.
Before making an appointment, prospective patients can check whether a doctor is listed on the Specialist Register under Psychiatry and enquire about the doctor’s patient groups and clinical scope, such as adult, child and adolescent, or older adult mental health.
An initial psychiatric assessment generally involves a detailed discussion of symptoms, medical and medication histories, and personal and family circumstances. Patients can ask about the expected consultation duration, how fees are calculated, and whether follow-up consultations, medication or additional assessments incur separate charges.
Clinic location and follow-up arrangements are also practical considerations. Some mental health conditions require ongoing assessment and regular follow-up, making accessibility and appointment availability relevant when considering a consultation.
Private Psychiatric Outpatient Information by Location
The following information is based on publicly available material as at 14 October 2026. The order of presentation does not indicate ranking or medical endorsement. Clinic opening hours do not necessarily correspond to an individual doctor’s consultation sessions. Appointment availability, service arrangements and fees should be confirmed directly with the relevant doctor or institution before booking.

Patients should confirm the appropriate service location and arrangements with the relevant institution.

The following locations are included in the compilation and grouped geographically. The list is not exhaustive.
| Region | Hospitals and outpatient centres |
| Hong Kong Island | Queen Mary Hospital; Pamela Youde Nethersole Eastern Hospital; David Trench Rehabilitation Centre |

| New Territories | Prince of Wales Hospital; Alice Ho Miu Ling Nethersole Hospital; North District Hospital; Tseung Kwan O Hospital Psychiatric Outpatient Clinic; psychiatric outpatient services associated with Kwai Chung Hospital; West Kowloon Psychiatric Centre; Tuen Mun Hospital; Tuen Mun Mental Health Centre |

West Kowloon Psychiatric Centre is listed at 2/F, Main Block B/C, Kwai Chung Hospital. Patients should attend the location specified in their latest appointment notification.
Pamela Youde Nethersole Eastern Hospital and Prince of Wales Hospital list adult, child and adolescent, and old age psychiatry services. Queen Mary Hospital lists psychosis services and child and adolescent psychiatric outpatient services. Referral and consultation arrangements should be confirmed with the relevant hospital or clinic.
Referral and Triage Arrangements
New patients attending public psychiatric outpatient services generally require a referral from a Hong Kong registered medical practitioner.
Following referral, cases are assessed through the Hospital Authority’s clinical triage system. New referrals are usually screened first by a nurse and then reviewed by a specialist doctor in the relevant specialty. Cases are classified as urgent, semi-urgent or stable according to clinical circumstances to determine appointment priority.
Public outpatient consultations and follow-up appointments are arranged according to hospital service provision and clinical triage. This differs from making a direct enquiry to a private clinic about an appointment with an individual doctor. The attending doctor, appointment date and location are subject to the hospital’s arrangements and notification.
Public Specialist Outpatient and Psychiatric Day Hospital Charges
Under the Hospital Authority’s standard charging arrangements effective from 1 January 2026, the relevant charges are as follows.
| Service | Eligible Persons | Non-eligible Persons |
| Specialist outpatient consultation | HK$250 per attendance | HK$850 per attendance |

8. NZ First to increase funding and support to NZ Coastguard
October 15, 2026
Source: New Zealand First
span>New Zealand First will increase government funding of NZ Coastguard, ensuring this vital frontline service has the resources it needs to continue protecting New Zealanders on the water.
Coastguard’s annual budget (NZ$30–34m) is roughly 40% funded by the New Zealand Government and 60% by public support.
Under New Zealand First, Crown funding will increase to 70% of Coastguard’s operating costs – an increase of $12 million a year.
This investment will provide greater funding certainty and ensure Coastguard can meet growing demand while maintaining the high standards of service New Zealanders rely on.
Coastguard is New Zealand’s primary maritime search and rescue organisation. It has more than 2,000 volunteers operating from 62 units nationwide, Coastguard responds to emergencies across our coastlines, harbours, rivers and lakes, bringing thousands of New Zealanders safely home every year.
In the 2024/25 year alone, Coastguard responded to 2,785 incidents, assisted 6,792 people and saved 61 lives.
The additional funding will support critical maintenance and capability investment, including upgrades to New Zealand’s VHF maritime communications network, vessel procurement and replacement, and the purchase of essential rescue equipment.
It will also strengthen Coastguard’s volunteer workforce through improved training, capability development, and practical support measures such as subsidising volunteer travel costs.
In addition, New Zealand First will also improve coordination between Coastguard New Zealand, New Zealand Police, New Zealand Search and Rescue, Fire and Emergency New Zealand, Health New Zealand and the New Zealand Defence Force. Better cooperation between agencies will improve capital procurement, strengthen interoperability, reduce duplication, and ensure emergency services can respond more effectively when lives are at risk.
Coastguard volunteers give their time freely to keep New Zealanders safe.
New Zealand First believes the Government must ensure this essential national service has the funding, equipment, and support it needs to continue saving lives of New Zealanders.
-
NZFirst will review Coastguard’s funding arrangement to lift baseline funding and establish a contracting model that will ensure they receive:
-
Adequate access to capital for critical maintenance and capability investment,
-
Improved workforce capability, and
-
Volunteer support for training, wear and tear, and call out support
-
-
NZFirst will also review arrangements across Land Search and Rescue New Zealand, Surf Life Saving NZ, and St Johns to ensure that their volunteers are adequately supported.
-
NZFirst will investigate the establishment of an ‘Emergency Response Capital Grants Fund’ so that charitable organisations involved in emergency response have a secure funding option when making decisions about replacing equipment.
-
NZFirst will conduct a review of emergency management services – Coastguard, NZ Police, NZSAR, Fire and Emergency NZ, Health NZ, Civil Defence and the NZ Defence Force to improve response coordination and interoperability between services.

9. Climate News – El Niño tightening grip in Northland
October 15, 2026
Source: Northland Regional Council
El Niño is starting to tighten its grip across Taitokerau with Northlanders urged to take action now ahead of what could be a long, dry summer.
Northland Regional Council Monitoring Manager Jason Donaghy says the region’s average rainfall for last month was 62 mm, roughly half the usually expected rainfall for September.
“September river flows for Northland range from ‘below normal’ to ‘extremely low’ across the region.
“River flows are generally lower through eastern, mid-north and southern parts of the region, although there has been some recovery of northwestern levels reflecting September’s rainfall distribution.”
Mr Donaghy says lower September rainfall totals had also contributed to less groundwater recharge. “Most levels are ‘below normal’ or ‘low’ for most of the region for this time of year.
He says regional soil moisture is also below normal for this time of year with most sites now below ‘field capacity’. (Field capacity is the amount of water the soil holds after rain has soaked in and the excess has drained away.)
Earth Science New Zealand’s Climate Outlook for October-December 2026 also indicates that rainfall, soil moisture, and river flows are most likely to be below normal, warning there is a ‘moderate’ risk of drought conditions developing in Northland over the next three months.
It says El Niño’s influence on Northland’s weather patterns is becoming more apparent and is expected to be a dominant driver of climate patterns over that period.
Mr Donaghy says El Niño is expected to peak in late spring or early summer, with the potential for this event to have major impacts and likely to rank among the strongest on record.
He says at this point, although El Niño’s effects are already being felt, the region is effectively at a crossroads in terms of a potential drought. “If we have a dry October and a dry November then we’re likely to slip into a drought in at least parts of Northland.” “We’ll have a pretty good idea by the end of spring.”
However, in the meantime, the council is urging people to think ahead and take a few sensible precautions, a message it often repeats in the lead up to summer in Northland.
“Small steps taken now can make a real difference if the dry conditions develop as forecast.”
For homeowners these include:
- Know where your water comes from and how long your stored supply is likely to last.
- Have a contingency plan in case your usual water supply becomes unavailable.
- Monitor tank levels closely and book refills early, as there can be delays when water haulers get busy.
- Regularly check tanks, pumps, pipes and taps for leaks.
- Keep gutters and tank inlets clear so you can capture rainfall.
- Use washing machines and dishwashers only when you have a full load.
- Take shorter showers and turn off taps when they are not needed.
- Use collected rainwater or suitable household greywater for gardens where it is safe to do so.
- Follow any water restrictions in your area.
More water-saving ideas are available from https://bewaterwise.org.nz/.
On farms and horticultural properties
- Include drought and extended dry conditions in business, feed and water-supply planning.
- Monitor feed, soil moisture and water supplies regularly.
- Identify alternative water and feed sources before they are needed.
- Check troughs, tanks, pumps and pipes for leaks.
- Make early decisions about stock numbers, feed requirements and animal welfare.
- Seek advice early from your industry organisation, veterinarian or farm adviser.
- Plan for the health and welfare of workers, whānau and animals.
If you hold a resource consent to take water
Make sure you:
- Understand and comply with the conditions of your resource consent (if in doubt, contact the Northland Regional Council on 0800 002 004).
- Monitor your water use.
- Check your water reticulation system for leaks and malfunctioning equipment.
- Check Northland Regional Council information regularly during dry periods at www.nrc.govt.nz/drought.

10. CPF Expands “Eggs for Next Gen” to 1,030 Schools, Advancing Food Security Through Better Access to Nutrition
October 16, 2026
Source: Media Outreach
Against this backdrop, Charoen Pokphand Foods Public Company Limited (CPF), in partnership with the Charoen Pokphand for Rural Lives’ Development Foundation, is expanding the “Eggs for Next Gen” program, a long-running school nutrition initiative, to 1,030 schools across Thailand, with 12 new schools joining this year. The expansion builds on nearly four decades of efforts to help children gain regular access to fresh eggs as a source of quality protein, while enabling schools to establish sustainable food production.
Launched in 1989, the program goes beyond providing food for school lunches. Participating schools receive support including poultry houses, equipment, laying hens and feed, together with technical knowledge in animal health, farm management, sanitation, production planning and egg management. Students and teachers gain practical agricultural skills, while schools can use eggs for meals and manage surplus production to generate revolving income that helps sustain future production cycles.
The initiative had reached 1,030 schools across 74 provinces, benefiting more than 229,502 students, 17,447 academic staff and2,690 communities. More than523 persons with disabilitieshave also participated in the programme, which targets approximately28 million eggs per production cycle.
Eggs for Next Gen reflects CPF’s broader view that food security depends not only on producing enough food, but on making nutritious food consistently available, accessible and sustainable over time. By helping schools produce fresh eggs locally, the programme brings quality protein closer to children, supports healthier diets, and builds practical knowledge and capabilities that allow schools to maintain food production beyond a single cycle. In this way, the initiative moves beyond short-term food support toward stronger food self-reliance at the school and community level.
As a global integrated agro-industrial and food company with operations and investments across 17 countries and products distributed in more than 50 countries, CPF advances its “Kitchen of the World” vision by placing food security at the heart of its sustainability strategy. Its global presence helps expand access to food for consumers worldwide, while its approach goes beyond producing sufficient food to strengthen quality and food safety, nutrition, responsible production and sustainable supply chains. Together, these efforts support a more resilient and sustainable food system capable of serving people over the long term.
Kobboon Srichai, Head of Corporate Affairs and Investor Relations at CPF, said:
“For CPF, food security means ensuring that people can access food that is safe, traceable and affordable today and in the future. To achieve this, we need to strengthen the entire food system, from production to access. By combining technology and automation, strong partnerships, and advances in biotechnology and nutrition, we can improve both the quality and resilience of the food system. Eggs for Next Gen demonstrates how these capabilities can be translated into practical impact, improving children’s access to quality nutrition while helping schools and communities build greater food self-reliance over the long term.”
With the program now expanding to 1,030 schools, CPF continues to translate its food expertise into practical action. Supporting healthier children, stronger communities and a more resilient and sustainable food system.
