The latest BusinessNZ Planning Forecast shows that New Zealand’s economy has regained its momentum, with solid growth forecast through to 2028.

BusinessNZ Chief Economist John Pask says despite an earlier dip, the economy is showing resilience across a range of indicators.

“The ongoing conflict in the Middle East and heightened geopolitical tensions elsewhere continue to have an impact, but New Zealand’s economy has fared better than expected with annual growth nearing three percent by 2028.”

Pask says while uncertainty surrounding the upcoming general election has made investors more cautious, it hasn’t materially affected investment behaviour yet.

“Businesses are conscious of the risks both at home and abroad, but for the most part are getting on with business. Confidence is holding up, credit activity is increasing and both the Performance of Manufacturing Index and Performance of Services Index have returned to expansion.”

Sectoral performance is also improving. Agriculture remains the standout performer, supported by strong international commodity prices, while manufacturing, construction, tourism and services are showing signs of recovery.

Pask says growth is becoming more broadly based.

“Manufacturing has strengthened considerably and tourism is moving beyond its post-Covid recovery into a genuine growth phase. New Zealand’s substantial infrastructure pipeline should also create opportunities for domestic and international investment over the coming years.”

Inflation remains a concern, particularly given elevated fuel prices and other persistent cost pressures. However, inflation expectations have eased and headline inflation is forecast to move back within the Reserve Bank’s target band during 2027.

Pask says while the near-term direction is encouraging, sustained growth will depend on New Zealand addressing deeper structural and long-term challenges.

“Our three-year electoral cycle can encourage short-term thinking and policy reversals, our ageing population has major implications for how retirement incomes and healthcare will be delivered and funded, and an increasingly complex geopolitical environment leaves New Zealand exposed to decisions made by major international players such as the United States and China.

“How we respond to these issues now will determine whether we can secure stronger, sustained growth over the long term.”

The BusinessNZ Economic Conditions Index (ECI) is a measure of some of NZ’s key economic indicators. It sits at 13 for the September 2026 quarter, up 13 points on the previous quarter, and up 10 points on a year ago. An ECI reading above 0 indicates that economic conditions are generally improving overall; below 0 means economic conditions are generally declining.

Minister for Regulation David Seymour and Minister for Tourism and Hospitality Louise Upston have today welcomed the completion of the Ministry for Regulation’s Hospitality Sector Review, which will make it easier and cheaper for hospitality businesses to open, and easier for them to do business.

“Everybody has a favourite café, bar or restaurant they wish was still open. Today’s announcement is about cutting red tape and getting rid of dumb rules which can contribute to closures,” Mr Seymour says.

“If we are going to unlock New Zealand’s potential, we need to let Kiwi businesses get on with business. 

“The sector was hit hard by Covid. Red tape and dumb rules made It hard for the sector to bounce back. The rules and regulations are imposed by so many departments that they’re difficult to fix. That’s why we set up a Ministry with a mandate for cutting red tape; to fix the problems no one else can.

“For example, the Review heard from a food truck which considered setting up in Australia because the process in New Zealand was so bureaucratic. On exploring this option with Australian regulators, they were given one contact and a clear pathway to set up the business. In New Zealand, they had to meet with 13 different officials from 8 different central and local government agencies. They said the pathway to set up was incredibly confusing and complex.”

The Review identified a number of problems with how the sector was regulated, including: 

  • businesses have to provide the same information multiple times, often to the same regulator (i.e. councils)
  • some decisions take too long, and businesses have little certainty about timeframes
  • alcohol licensing and renewal processes can be inefficient, disproportionate to risk, and ineffective in some cases
  • fees for licensing and registration are too high for some hospitality businesses, not always transparent, and are not covering the costs for regulators 
  • food safety requirements are not always effective, efficient, or proportionate to risk
  • food safety checks and compliance practices may not be effective, efficient, nor proportionate
  • disproportionate regulatory barriers affect the provision of transport services
  • building consent and planning requirements can create unnecessary costs and delays for temporary structures such as marquees.

“Now, we’re fixing those problems. In the coming weeks Ministers will be deciding which recommendations to accept, and the next steps,” Mr Seymour says. 

“Our hospitality sector plays a vital role in New Zealand’s economy – it supports jobs, local communities and the experiences of domestic and international visitors across the country,” Louise Upston says. 

“The hospitality sector is a $21.4 billion industry, employing more than 193,000 people across the country. We’re backing Kiwi businesses and supporting a stronger visitor economy.

“As several of the recommendations highlight, hospitality issues often span multiple portfolios and agencies. That is why I will develop a Hospitality Action Plan to provide a coordinated framework for priority hospitality initiatives across government.

“I intend to continue working in partnership with the sector to remove barriers to growth, support businesses and workers, and ensure hospitality can thrive as part of a growing New Zealand economy.”

“The Food Safety Basics training modules launched just four months ago have been well received by food businesses,” says Mr Hoggard.

“More than 7,000 people have accessed the first module introducing food safety and over 3,000 the most recently launched one on hygiene.

“Food businesses are a critical part of our economy, and the Government is committed to finding and removing obstacles to their success.

“With food safety training costing anywhere from $50 to $200 a staff member, these free resources are not only providing an important line of defence for consumers but also saving businesses money.”

The third module in the series of six is ‘Maintaining a food safe workplace.
The content covers cleaning and sanitising, pest control, and how maintenance, storage, and managing waste can affect food safety.

The Food Safety Basics course has been developed with input from the Restaurant Association, Hospitality NZ, restaurants, cafes, and local authorities. The remaining modules – which cover handling food safely, allergens, and traceability and recalls – should all be available online by early next year. 

“This free training is just one part of ongoing practical changes to make food safety simpler and smarter for food businesses of all sizes,” says Mr Hoggard. 

Other recent changes by the Government include:

levelling the playing field for food businesses with multiple sites by applying consistent verification rules across the country
changing the rules for small-scale meat processors so they cut costs thanks to reduced sampling and testing requirements, while maintaining current high food safety standards
reducing costs for home-based cake makers by removing ongoing verification and revising registration requirements
introducing new rules so food exporters whose products meet the requirements of the importing country no longer needed to apply for special exemptions from New Zealand rules.

Civilian and military experts share their knowledge

When the international defence industry comes together for the first time at the Euro Defence Expo (EUDEX) at Messe Essen from 22 to 25 September 2026, the focus will not be limited to technologies and solutions. With the ‘EUDEX Conference by CPM’, the trade fair will feature an exclusive conference format that addresses current security policy challenges and, in particular, highlights cooperation between military and civilian stakeholders. The conference will take place on 22 and 23 September, running alongside the trade fair, and is organised by CPM Verlag.

More than 350 exhibitors from 19 countries are expected to attend the premiere of EUDEX. As a new international trade fair for the defence industry, it brings together companies, procurement organisations, the Bundeswehr, government agencies and other stakeholders in the security and defence sector. The event gains a distinctive profile by being held concurrently with Security Essen. This brings civilian and military security together in a shared exhibition environment—two sectors whose challenges, technologies and solutions are increasingly overlapping.

Think civil and military security together

It is precisely these interfaces that are at the heart of the EUDEX Conference by CPM. Over the course of two days, high-ranking representatives from the Bundeswehr, politics, public administration, industry, the healthcare sector and civil protection will discuss how Germany can strengthen its defence capabilities and the resilience of society as a whole. The programme will then go on to explore, amongst other things, the potential that civilian and military actors can unlock for one another and how cooperation must work in real life in the case of an emergency. Participants in the panel discussions include State Secretary Paul Höller from the North Rhine-Westphalia Ministry of Economic Affairs, Industry, Climate Protection and Energy; Lieutenant General Thorsten Poschwatta, Commander of Air Component Command; and Udo Schröder-Hörster, full-time member of the regional executive board of Johanniter-Unfall-Hilfe e.V., North Rhine-Westphalia regional association.

From NATO strategy to crisis management: a focus on resilience

On the second day of the conference, the focus will be, as well as other topics, on NATO’s military-strategic development, healthcare provision in times of crisis, and cooperation between the state and industry in the field of security prevention. Speakers will include, for example, retired Air Force Lieutenant General Jürgen Knappe, former Commander of the NATO Joint Support and Enabling Command; Gerd Friedsam, former President of the Federal Agency for Technical Relief; and Niklas Kull, Head of Development & Testing at Kärcher Futuretech GmbH.

The grassroots farming organisation is welcoming comments from Labour leader Chris Hipkins that his party will not campaign on taxing agricultural emissions.

Feds is also backing Labour’s plans to tackle the incentives driving productive farmland into forestry, but it has serious questions about wider plans for the Emissions Trading Scheme (ETS).

“The Labour Party has campaigned on taxing farm emissions in some form in every election since 2003,” Federated Farmers climate spokesperson Richard Dawkins says.

“Credit where credit is due, they’ve clearly listened to farmers’ views, looked at the evidence, and been open to changing their position. That’s a significant policy shift.

“We now need Labour to go one step further and categorically rule out any emissions tax on farmers as part of potential coalition negotiations.”

Dawkins says the change hasn’t happened by chance.

“For the last three years we’ve hosted an annual two-day meeting with the Labour caucus to build their understanding of these kinds of issues,” he says.

“It should come as no surprise that climate policy, particularly issues around methane and forestry, have been a major focus of these meetings.

“We’ve also worked hard to get Labour leaders out on farm to see the impacts of whole-farm carbon forestry conversions with their own eyes.

“That work has clearly had an impact that’s now flowing through into Labour’s policy.”

Dawkins says Labour is right to recognise the current ETS settings can make planting exotic forests more attractive than producing food.

“It’s really encouraging to see Labour acknowledge the current settings can incentivise the loss of productive farmland to exotic forestry.

“We support Labour’s commitment to pause new forestry registrations, review forestry’s role in the ETS and develop rules to prevent whole-farm carbon forestry conversions.”

Dawkins says Federated Farmers isn’t opposed to production forestry, or to farmers making their own decisions about how their land is used.

“We strongly support property rights. If forestry genuinely is the best use of a particular property, farmers should be able to make that choice.

“Our concern is when the ETS artificially tips the scales towards whole-farm conversion because the financial returns from carbon outweigh the returns from producing food.

“That is a distortion created by policy – and it desperately needs fixing.”

Dawkins says Federated Farmers is also open to reviewing the wider role of forestry in the ETS, but Labour must be careful about throwing the baby out with the bathwater.

“We agree with the underlying problem identified by the Parliamentary Commissioner for the Environment, but that doesn’t mean we automatically agree with every recommendation.

“We would favour a more targeted approach, particularly to exotic plantation forestry, rather than simply writing off all exotic species.

“There are forms of planting, like spaced poplars and willows, that can deliver real on-farm benefits, including erosion control, alongside carbon sequestration.

“We need an ETS that recognises those wider environmental benefits rather than treating every tree as if it’s the same.”

Dawkins says any changes must also protect farmers who’ve already made decisions and investments under the existing rules.

“Farmers who have acted in good faith and invested under the current ETS settings shouldn’t be left carrying the can when governments change the rules.

“Any reform needs to provide certainty and avoid retrospectively undermining existing registrations or investments.”

Dawkins says the bigger concern is Labour’s commitment to use the ETS to put New Zealand on track to meet its existing and overly ambitious Paris Agreement targets.

“Fixing the forestry problem is one thing, but using the ETS to pursue an unchanged Paris target at the same time is another. It’s a serious risk for New Zealand.

“If we remove a major source of cheap units from the ETS while continuing to chase the same level of emissions reduction, there’s going to be a lot of economic pain.

“The obvious risk is a much higher carbon price and much greater pressure on the rest of the economy – including energy, fuel, and food production.

“That could be bad news, not only for farmers, but for everyday Kiwi families who are already struggling with cost of living.”

We need to be very careful that fixing one distortion in the ETS doesn’t simply create another, Dawkins says.

“We can’t just lump the costs of unrealistic climate ambition on hardworking families, farmers and other productive business who keep our economy moving.

“New Zealanders want to see an emissions policy that actually works for our country, our communities, our economy, and the environment.

“That means recognising the difference between long-lived carbon dioxide and short-lived biogenic methane, and protecting our ability to keep producing food for the world.

“Labour has put some good ideas on the table around emissions and forestry – and we welcome that as an incredibly positive step forward.

“But before anyone starts celebrating the ETS as fixed, we need to see much more detail on how the wider system would work and what it would mean for farmers.”

An independent review into mental health and addiction telehealth services has been released today, alongside new initiatives that respond directly to its findings, Mental Health Minister Matt Doocey has announced.

“We are acting swiftly to implement the findings of the review, accepting all recommendations. Today I am announcing further immediate actions we are taking to respond to the report, building on the recently announced telehealth package,” Mr Doocey says.

“We are acting swiftly to implement the findings of the review, accepting all recommendations. Today I am announcing further immediate actions we are taking to respond to the report, building on the recently announced telehealth package,” Mr Doocey says.

“The review provides reassurance that core safety systems are in place, including triage, risk assessment, escalation processes, and clinical governance.

“But it also makes clear there is more work to do. Too many people are not getting through quickly enough, and we do not always have enough visibility of what happens after someone is referred or escalated to another service.

“Safety is not only about what happens within one provider. It is also about whether someone can get through, whether their risk is understood, whether escalation is consistent, and whether they are connected to the right next step.

“That’s why we are immediately responding with three key initiatives:

Expanding peer support through 1737: Peer support availability will be expanded from 2pm–10pm to 9am–midnight, seven days a week. Five additional full-time equivalent peer support workers will support the expanded hours, with the service expected to provide an additional 15,000 to 20,000 contacts a year.
A 1737 follow-up call pilot: Health New Zealand will commission Whakarongorau to pilot proactive follow-up calls for up to 1,000 people experiencing acute distress after an initial telehealth interaction. The pilot will test how an additional point of contact can improve continuity of care and support.
A dedicated 24/7 national suicide prevention crisis line function: The review found there is currently no clearly designated 24/7 national suicide prevention crisis line function within the commissioned telehealth system. Health New Zealand will provide  this function through the upcoming procurement of national mental health and addiction telehealth services.
Implement a dedicated telehealth target: I have also asked officials for advice on introducing a new mental health and addiction telehealth target to drive improvements in wait times.

“We are clear, and there are no exceptions to the rule; when someone reaches out for help, they should be able to access the support they need without waiting too long.

“Just recently we announced more than $10 million of telehealth investment, which will provide around 20,000 additional mental health and addiction contacts and help providers respond to growing demand across phone, text and digital channels.

“Lifeline, Youthline and Whakarongorau have received funding as part of this investment to help them respond to people in need.

“Telehealth services are often the first place people turn when they need support. When someone reaches out, they deserve to know they will be heard, supported and connected to the right help.

“The review is consistent with what we have already heard from telehealth providers that too many New Zealanders are waiting too long for support, with higher call volumes, more complex needs, and some people unable to connect when demand is high.

“My message to New Zealanders is simple: if you need mental health or addiction support, please keep reaching out. These services are there to help, and we are working to make sure they respond faster.”
