On Monday 10 May 2021 Her Excellency the Governor-General, Patsy Reddy, gave Royal Assent, passing in to law, Orders in Council establishing the six Workforce Development Councils.
The establishment of the WDCs was enabled by the passing of the Education (Vocational Education and Training Reform) Amendment Act on 1 April 2020, with the secondary legislation (Orders in Council) giving formal effect to each.

Public consultation on the six WDC Order in Council proposals took place between 16 December 2020 and 5 February 2021.
Consultation sought feedback from industry, and others interested in WDCs and vocational education and training from an industry and employer perspective, on each WDC’s proposed name; the industry coverage; and governance arrangements.

Developing the proposals
The industry-led interim Establishment Boards, appointed in June 2020, worked with the Tertiary Education Commission and industry sectors, peak bodies, educators, Māori business and industry, to engage and provide advice to develop draft content for WDC Order in Council proposals.
The WDC interim Establishment Boards oversee the industry coverage of:
