Every HK$1,000 increase in airfare was associated with an increase of around HK$22 in the add-on premium, while similar coverage via an insurance comparison platform cost around HK$262, about one-quarter of the airline’s highest quote.</strong></p>
<p>HONG KONG SAR – Media OutReach Newswire – 19 August 2026 – Adding travel insurance when booking a flight is a common practice among many Hong Kong travellers. However, the latest test by 10Life’s Research and Data Analytics team found that the same coverage may not always come at the same price.</p>
<p>Using the profile of one Hong Kong adult traveller, 10Life compared airline embedded travel insurance for a 14-day Hong Kong to New York trip across two departure dates and three economy fare classes, covering six scenarios in total. Each scenario involved the same travel insurance plan, coverage level, coverage details and benefit limits. Despite this, premiums ranged from HK$859 to HK$1,153, with the highest quote 34% higher than the lowest.</p>

<p><strong>1. Premiums appear to move with airfare, rather than being priced solely by coverage</strong><br />Across the six tested scenarios, higher airfares were consistently associated with higher add-on travel insurance premiums. 10Life’s analysis found an almost linear relationship between airfare and premium: for every HK$1,000 increase in airfare, the add-on travel insurance premium rose by around HK$22.</p>
<p>Travel insurance premiums should generally be priced according to factors such as trip duration, destination, traveller age and coverage details, as these are the factors that typically determine risk. For the same departure date, destination and trip duration, the likelihood of an accident or medical claim should not increase simply because the airfare is higher.</p>
<p>It is also worth noting that higher fare classes usually offer more flexible change, cancellation or refund arrangements, which could theoretically reduce part of the trip cancellation risk. However, in the test, premiums for higher fare classes increased instead of decreasing. During the booking process, consumers may not easily notice these fluctuations in the travel insurance premium.</p>
<p><strong>2. Other purchase channels did not show similar price fluctuations, with premiums up to 77% lower</strong><br />10Life also reviewed two travel insurance products in the market offering similar coverage, referred to here as Product A and Product B. The findings showed that, whether purchased directly through an insurer’s website or via an insurance comparison platform, premiums were generally calculated based on trip details, such as destination, trip duration and traveller age. They did not appear to vary according to airfare.</p>

<p>The airline booking page’s highest quote was HK$1,153, while Product A, which offers similar coverage, was quoted at HK$287 on the insurer’s website and HK$262 through an insurance comparison platform — approximately 75% and 77% lower respectively. Even compared with the airline booking page’s lowest quote of HK$859, Product A was still approximately 67% and 70% lower through the two channels.</p>
<p>Product B showed a similar trend. It was quoted at HK$553 on the insurer’s website and HK$442 through an insurance comparison platform, which were approximately 52% and 62% lower than the airline booking page’s highest quote, and approximately 36% and 49% lower than its lowest quote. Unlike the airline booking page, quotes from insurer websites and comparison platforms did not appear to vary according to airfare, suggesting that the convenience of one-click add-on may come at a higher cost.</p>
<p><strong>3. 10Life view: Convenience should not come at the expense of pricing transparency</strong><br />Airlines have increasingly separated flight-related charges, with services such as seat selection, baggage and ticket changes priced individually. Consumers can usually understand these differences because the service itself varies.</p>
<p><strong>Dexter Ng, Head of Research and Data Analytics at 10Life, said: “Consumers generally understand why seat selection or baggage fees may differ, because the service itself is different. But if it is the same travel insurance plan, with the same coverage and the same benefit limits, the premium should not rise simply because the airfare is higher. In our test, the same coverage rose from HK$859 to HK$1,153 across different booking scenarios, a difference of nearly HK$300. From a consumer perspective, pricing the same insurance coverage based on airfare is difficult to justify.”</strong></p>
<p>10Life believes that when the same insurance plan is priced differently across fares or booking scenarios without a clear explanation, consumers may find it difficult to judge whether the premium is reasonable. This lack of transparency is unfair to consumers. The key question is simple: should travel insurance premiums be based on the coverage provided, or on the price of the flight ticket?</p>
<p><strong>4. Three travel insurance tips from 10Life</strong></p>
<ol>
<li><strong>Compare other purchase channels before adding travel insurance</strong><br />Before confirming a one-click travel insurance add-on, consumers can take 30 seconds to open another tab and check similar products on insurer websites or insurance comparison platforms. Consumers may find plans with similar, or even better, coverage at a lower premium. In 10Life’s test, the premium difference could amount to several hundred Hong Kong dollars.</li>
<li><strong>A higher premium does not necessarily mean better coverage</strong><br />When choosing a plan, consumers should compare key benefit limits, including medical expenses, trip cancellation, baggage and personal accident coverage. They should also read the claim conditions and exclusions carefully.</li>
<li><strong>A higher airfare does not necessarily mean more expensive travel insurance is needed</strong><br />Trip cancellation cover is usually subject to a fixed benefit limit, meaning a higher airfare does not automatically result in a higher payout. Consumers should compare the actual benefit limit against their ticket cost, and review exclusions carefully, especially if the trip involves family travel, self-driving, diving, skiing, cruise holidays or other activities that may be subject to specific conditions.</li>
</ol>

<p>Recognising the need to strengthen early detection and public awareness across the Cardio-Kidney-Metabolic (CKM) spectrum, Alpro Group, in collaboration with AstraZeneca Malaysia, announced the launch of <strong>#AreYourKidneysOK+?</strong>, a nationwide awareness campaign dedicated to encourage early detection, promoting kidney health, and raising awareness of hyperkalemia.</p>
<p>This nationwide initiative aims to empower Malaysians to better understand the connection between their heart, kidney and metabolic health, while bringing greater attention to hyperkalemia as an often-overlooked complication associated with chronic kidney disease.</p>
<p>At the heart of the campaign is a subsidised blood screening programme aimed at encouraging more Malaysians to take an earlier and more proactive approach to their health. Eligible individuals will receive <strong>subsidy on selected blood test packages</strong>, to reduce financial barriers in screening and to support the earlier identification of potential Cardio-Kidney-Metabolic and health risks.</p>
<p>The campaign aims to reach <strong>12,550 individuals across Malaysia</strong>, a shared commitment by Alpro Group and AstraZeneca Malaysia to turn public health awareness into meaningful action.</p>
<p>Beyond providing financial support for screening, the campaign creates a more accessible pathway for Malaysians to learn about their potential health risks, undergo appropriate screening and speak to their healthcare professionals about the next steps they may need to undertake.</p>
<p>To extend the campaign’s reach beyond physical pharmacy locations, the initiative is supported by a <strong>dedicated digital health education platform</strong> containing trusted and easy-to-understand information about hyperkalemia, including its causes, risk factors, possible warning signs and relationship with chronic kidney disease.</p>

HEIDELBERG is setting the course for future growth with a number of strategic initiatives. Besides expanding its core business by taking over manroland sheetfed lifecycle business and POLAR production operations, the company is also tapping into additional potential by taking advantage of new market opportunities arising from energy storage systems and the European defense sector.</p>

<p>Integration of the <strong>manroland sheetfed</strong> Group’s lifecycle business and global sales and service companies, together with full acquisition of <strong>POLAR</strong> postpress systems, has further enhanced the strategic position of HEIDELBERG as a <strong>systems integrator in its core business</strong>. As part of the manroland sheetfed transaction, HEIDELBERG has also secured the intellectual property rights for the Roland 900 / Cartonmaster in the large-format sheetfed offset segment. The first press of this model has already been sold, and HEIDELBERG is currently looking into further production and development options for this system at a low-cost location. In this way, the company is reinforcing its leading position in the printing and packaging sector.</p>
<p><strong>Live Hub opened to demonstrate integrated drone defense</strong></p>
<p>At the recent international aerospace trade show ILA Berlin, ONBERG signed a Memorandum of Understanding for a further joint venture – with the Ukrainian <strong>drone developer Skyeton</strong>. The Skyeton portfolio includes high-tech, combat-proven surveillance drones, which are being combined with the HEIDELBERG unmanned ground vehicle (UGV) to create an autonomous system of systems. The unmanned air-ground systems that are currently being developed in rapid innovation cycles in Ukraine are increasingly regarded as a future defense solution. In July, ONBERG opened a <strong>Live Hub</strong> to demonstrate integrated counter-UAS capabilities at its Brandenburg site, where decision-makers from public authorities, operators of critical infrastructure, the armed forces, and industry can see exactly how integrated protection from enemy drones works in practice.</p>
<p>The move by HD Advanced Technologies into the production of <strong>sodium-ion battery storage systems</strong> is also opening up new potential. The company has teamed up with Swiss business <strong>PHENOGY</strong> to collaborate on a technology and industry platform in this sector. As an initial step, HD Advanced Technologies will start handling the industrial manufacturing of complete energy storage systems for PHENOGY – from procurement and production through to rollout, installation, service, and maintenance. The two companies are also laying the groundwork for a <strong>joint venture</strong> focusing on the development and industrial manufacturing of sodium-ion battery cells based on PHENOGY’s cell chemistry and a specific printing process from HEIDELBERG.</p>
<p>“This financial year at HEIDELBERG is all about investments in line with our strategic agenda. We are looking to further strengthen the company’s market position and tap into new potential. This will create the basis for profitable growth and sustainable value enhancement in the coming years,” says Jürgen Otto, CEO of HEIDELBERG.</p>
<p><strong>Solid start to FY 2026/2027</strong></p>
<p>During the first quarter of financial year 2026/2027 (April 1 to June 30, 2026), underlying conditions continued to be challenging for HEIDELBERG. Despite this, the <strong>incoming orders</strong> figure of € 537 million was only slightly down on the equivalent quarter of the previous year (€ 559 million) and therefore laid a solid foundation for further business development. The phasing-out of a state-subsidized investment program in Italy had a massive impact in the first quarter, reducing incoming orders there by over € 60 million compared with the corresponding quarter of the previous year. The positive developments in China and the rest of Asia only partly compensated for this.</p>
<p><strong>Sales</strong> totaled € 404 million and, as expected, were therefore below the figure for the equivalent period of the previous year (€ 466 million). Sales were significantly higher in China, the UK, and Brazil, but lower elsewhere, especially in the EMEA region. Adjusted for special items, the <strong>EBITDA margin</strong> for the first quarter of financial year 2026/2027 was 0.2 percent (corresponding quarter of previous year: 4.4 percent), primarily due to the lower volume of sales. As is normally the case at this point in the financial year, the <strong>free cash flow</strong> after the first three months was negative, at € -77 million (equivalent period of previous year: € -68 million). The <strong>net result after taxes</strong> for the first quarter amounted to € -32 million (corresponding period of previous year: € -11 million).</p>
<p>The HEIDELBERG <strong>Technology</strong> segment’s incoming orders and sales after three months exceeded the level recorded in the equivalent period of the previous year. Adjusted EBITDA remained stable at € -4 million. A partly expected downturn in the EMEA region was a particular factor contributing to the <strong>Print &#038; Packaging Equipment</strong> segment’s lower incoming orders and sales. In the <strong>Digital Solutions &#038; Lifecycle</strong> segment, incoming orders after three months were around 5 percent up on the equivalent quarter of the previous year, while sales matched the previous year’s quarterly figure.</p>
<p>“In our core business, we are targeting our investments toward growth markets, which is also boosting our service, consumables, and spare parts business,” says Dr. David Schmedding, Chief Technology &#038; Sales Officer at HEIDELBERG. “At the same time, we can increase the proportion of repeat sales and better balance out new machine business, which tends to depend on economic trends,” he adds.</p>
<p><strong>Forecast for financial year 2026/2027 confirmed</strong></p>
<p>The <strong>forecast</strong> for financial year 2026/2027 remains unchanged. The company is expecting <strong>stable Group sales</strong> matching the previous year’s level in financial year 2026/2027 and a <strong>noticeable improvement in the adjusted EBITDA margin</strong> compared with the previous year. It is assumed that there will be no substantial changes in relevant exchange rates for business activities.</p>

<div>“Federated Farmers raised some serious concerns about the workability of the new planning system, but today’s announcements appear to address many of those issues.</div>
<div>“We’re welcoming this afternoon’s announcement as a positive step forward that will cut red tape, unlock investment, and help grow our export-led economy.”</div>
<div>Hooper says the Natural Environment Bill and Planning Bill represent a fundamental shift in the way New Zealand manages natural resources.</div>
<div>Agriculture is the major driver of the national economy so unnecessary red tape puts a drag on productivity, economic growth, and the income of every New Zealander.</div>
<div>“The Government’s changes will address some of the real world, on the ground challenges farmers have been grappling with under the badly broken RMA system.</div>
<div>“Having a resource management system that’s practical and easy to implement will help cut costs, improve productivity and grow the economy.</div>
<div>“It will also support the great environmental work farmers already doing, while removing the unnecessary cost, complexity and uncertainty of consenting processes.</div>
<div>“There’s plenty of good work going on out there, but unfortunately the system pulls the handbrake more often than it presses the accelerator.”</div>
<div>Federated Farmers are particularly pleased to see confusingly drafted resource cap provisions dropped from the proposed legislation.</div>
<div>“The resource caps aimed to describe the maximum amount of a resource that could be used before an environmental limit was breached,” Hooper says.</div>
<div>“This implied councils would set out caps on things like fertiliser, stock numbers or even the amount of land in pastoral production.</div>
<div>“Those are incredibly restrictive controls that would have been an absolute nightmare for farmers and rural communities to grapple with.”</div>
<div>Federated Farmers are welcoming a clarification that action plans are the primary mechanism for managing resource use when a limit is at risk of being breached.</div>
<div>“This is great news. Action plans allow the complexity of individual catchments to be addressed rather than just applying blanket regulations and hoping for the best.</div>
<div>“We’re also pleased to see our calls for unworkable ‘existing use’ provisions to be extended from six months to a much more practical 12-month period.</div>
<div>“In reality, farmers operate on a cyclical agricultural season, so an ‘existing activity’ often means something you did 12 months ago.”</div>
<div>Significant changes have also been made to the proposed goal of ensuring ‘no net-loss’ of biodiversity.</div>
<div>“That goal was unclear and risked land use targets put on farmers. Focusing on protecting significant biodiversity is much more pragmatic approach to take.”</div>
<div>Hooper says today’s announcement marks an important milestone in New Zealand’s resource management reform, but it’s only the halfway point in the process.</div>
<div>“The bills set out the framework, but we still need to work through the national direction and national standards,” he says.</div>
<div>“Newly established councils will then need to develop new policy and plans, which could take years to put in place.</div>
<div>“There’s a long road ahead before the system is up and running, but there are things the Government could do to speed up the benefits of these reforms.</div>
<div>“For example, they could pick up Federated Farmers’ policy of introducing 10 new national standards to make basic farming activities a permitted activity.”</div>
<div>The Government is due to release Amendment Papers for these proposed changes tomorrow, Thursday 20 August.</div>

<p><p>Police can confirm one person has died following a crash in Wallacetown on 21 July.</p>
<p>The two-vehicle crash on Riverton/Wallacetown Highway was reported at around 5:20pm.</p>
<p>One person was critically injured, they have since passed away as a result of their injuries in hospital.</p>
<p>A second person was seriously injured in the crash.</p>
<p>Enquiries into the circumstances of the crash remain ongoing.</p>

<p><p><span>The Government is taking targeted action to provide certainty for farmers and growers in the Waikato and Manawatū-Whanganui while we transition to a new planning system, RMA Reform Minister Chris Bishop, Agriculture Minister Todd McClay, and Associate Environment Minister Andrew Hoggard say.</span></p>
<p><span>“After 14 years of hearings and appeals, Plan Change 1 to the Waikato Regional Plan is set to land on farmers in a way that is complex, costly, and duplicative,” Mr Bishop says. </span></p>
<p><span>“PC1 arrives at the very moment our new planning system is replacing the RMA. Without action, Waikato farmers face duplicative consenting requirements colliding with the new system: rules written under a law being repealed, old farm plans layered on new farm plans, and consents that may be redundant within a few years.</span></p>
<p><span>“To provide certainty for Waikato farmers, the Government intends to prevent the restrictive elements on Plan Change 1 from applying during the transition period to the new planning system,” Mr McClay says.</span></p>
<p><span>“Farmers in the Waikato and Waipā catchments will be able to continue operating under PC1’s permitted activity rules during the transition period, while existing controls on land use change and intensification that have applied since 2016 when PC1 was notified remain in place to help safeguard freshwater.</span></p>
<p><span>“Our new planning system will reduce duplication, cut red tape, and drive simplification. PC1 is on a collision course with these priorities,” Minister Bishop says.</span></p>
<p><span>“The Government recognises the significant work already undertaken by iwi, Waikato Regional Council, farmers, growers and other parties through the PC1 process. </span></p>
<p><span>“To ensure that this work is not wasted, the Government also intends to legislate to require the new natural environment plan for these catchments under the new planning system to have particular regard to PC1.”</span></p>
<p><span>The Government is also changing some requirements in Horizons’ Plan Change 2 relating to prescribed nitrogen discharge reductions and consenting pathways.</span></p>
<p><span>“Horizons Plan Change 2 is in a similar situation, and will likely become operative during the transition to the new system, causing chaos and uncertainty for farmers and growers in Manawatū-Whanganui,” Mr Bishop says.</span></p>
<p><span>“As with PC1, the Government wants to avoid these farmers and growers having to meet requirements that will soon be replaced under the new planning system,” Mr McClay says.</span></p>
<p><span>“To smooth the transition for PC2, farmers and growers will still be required to make ongoing environmental improvements, but the prescribed nitrogen reductions will no longer apply.”</span></p>
<p><span>“New Zealand is grappling with economic challenges, including the cost of living. It is intolerable for any planning instrument to worsen our economic prospects irrespective of its origins,” Mr Jones says.</span></p>

<p><span>Both sets of proposed changes would be progressed through an Amendment Paper at the next stage of the Planning and Natural Environment Bills, expected later this month.</span></p>

<p><p><span>Councils will lose the ability to make rules for fishing and fishery resources already managed under the Fisheries Act in changes to legislation going through Parliament, Oceans and Fisheries Minister Shane Jones says.</span></p>
<p><span>The Planning Bill and Natural Environment Bill which are progressing through Parliament, will replace the Resource Management Act and implement a new planning system that allows greater primary sector growth while still protecting the environment.</span></p>
<p><span>“This is good news for fishers – recreational, customary and commercial &#8211; and aquaculture operators. They will no longer have to suffer uncertainty and confusion caused by overlapping legislation,” Mr Jones says.</span></p>
<p><span>“For our wild catch fisheries, the changes will remove the ability of councils to make rules about fishing or fishery resources that are managed under the Fisheries Act, meaning fishing will be managed through one national system.</span></p>
<p><span>“This makes it simpler for fishers, and councils won’t need to spend time and resources developing fisheries controls that are more effectively managed by central government.”</span></p>
<p><span>While the change affects who can regulate fishing activities, the requirements under the Fisheries Act to manage fishery resources sustainably remains.</span></p>
<p><span>“Our fish stocks cross council boundaries so it makes sense to have a nationwide approach for managing them,” Mr Jones says.</span></p>
<p><span>“Our national fisheries system already allows for local communities to actively take part in protecting their rohe moana, this will not change.”</span></p>
<p><span>Mr Jones says the aquaculture sector will also benefit from changes that simplify the consent process for open ocean aquaculture projects, supporting the sustainable and strategic growth of the sector.</span></p>
<p><span>“New Zealand has ambitious goals for aquaculture growth, aiming to reach $3 billion in annual revenue by 2035,” Mr Jones says.</span></p>
<p><span>“Open ocean aquaculture, which has the potential to deliver a large part of this growth, will have a simpler consent process. This includes removing the need to consider outstanding natural landscapes or features, or areas of high natural character, for activities more than three nautical miles offshore.”</span></p>
<p><span>The legislation will also create the ability for ministerial decision-making on aquaculture space allocation where appropriate, giving marine farmers more certainty, even before they are granted a consent.</span></p>
<p><span>“This will help attract greater investment in the sector and help the enormous potential for growth,” Mr Jones says.</span></p>
<p><span>“Together, these changes will help ensure New Zealanders have access to more kaimoana, as well as allowing us to meet global demand for our seafood and bring economic and employment opportunities for the country.”</span></p>
<p><span>Council fishing rules currently in place and proposed council fishing rules going through council planning processes will continue until all the new system plans are operative, expected to be in 2030.</span></p>

<p><p>The Government is making targeted changes to the new planning system to create a more practical system for food and fibre production, RMA Reform Minister Chris Bishop, Agriculture Minister Todd McClay, Associate Environment Minister Andrew Hoggard and RMA Reform Under-Secretary Simon Court say.</p>
<p>“The Planning Bill and Natural Environment Bill will replace the Resource Management Act with a faster, clearer and less costly planning system that better supports housing, infrastructure, primary production and economic growth, while protecting the natural environment,” Mr Bishop says.</p>
<p>“The changes will remove unnecessary complexity, better reflect real-world farming and horticultural practices, and provide greater certainty for investment and day-to-day operations.”</p>
<p>Mr Bishop says the changes include simplifying the Natural Environment Bill’s environmental limits framework by removing resource cap provisions and simplifying action plan provisions.</p>
<p>“These changes clarify our intent that action plans are the primary mechanism for managing resource use when a limit is at risk of being breached,” Mr Court says.</p>
<p>“This is about making the framework less prescriptive. It allows greater precision and flexibility through national instruments, without materially altering the intent or requirements of the environmental limits framework.”</p>
<p>“This will make requirements easier to apply on the ground for farmers and growers, while not reducing core environmental protections,” Mr McClay says.</p>
<p>The Government will also expand what counts as an existing use to better account for seasonal activities. Existing uses will now include lawfully established activities carried out in the past 12 months, up from 6 months.</p>
<p>“Farmers and growers operate in the real world, where activities are often seasonal and do not always fit neatly into a six-month window,” Mr McClay says.</p>
<p>“Extending the existing use period to 12 months better reflects how food and fibre production works, including activities such as crop rotation.”</p>
<p>The definition of long-lived infrastructure will also be amended to include water storage and distribution, meaning a minimum 35-year duration will apply to permits for water infrastructure. This will apply to building the relevant infrastructure, not the taking of water.</p>
<p>“Water storage and distribution infrastructure is critical for productive and resilient rural communities,” Mr McClay says.</p>
<p>“Longer consent durations will provide greater certainty for investment in the infrastructure farmers and growers rely on.”</p>
<p>The Amendment Papers also include changes to sections 70 and 107 of the Resource Management Act. These changes will enable councils to permit, or grant consent for, activities in the transition period where adverse effects are already occurring in a waterbody, as long as the permitted activity or consent includes requirements to reduce those effects over time.</p>
<p>“This will allow councils to recognise situations where improvement is already being built into the rules or consent conditions,” Mr Hoggard says.</p>
<p>“Where effects are already occurring, the law should support activity continuing where there are clear requirements to reduce those effects over time.”</p>
<p>Mr Hoggard says the package responds to concerns from farmers and growers about how the new planning system will work on the ground.</p>
<p>“Food and fibre producers need rules that are clear, proportionate and practical. These changes will help reduce unnecessary complexity while maintaining a focus on environmental improvement.”</p>
<p>The Amendment Papers also include changes to strengthen environmental protections in the Bills, such as amending the indigenous biodiversity goal in the Natural Environment Bill, replacing “no net loss in indigenous biodiversity” with “protect significant indigenous biodiversity”.</p>
<p>“We’ve heard feedback about the workability of the ‘no net loss’ approach and we’re making this change to ensure biodiversity protections are focused where they are needed most.”</p>
<p>Mr Bishop says the changes make the Bills more workable without changing their overall direction.</p>
<p>“The new planning system is designed to be faster, clearer and more enabling, while protecting the natural environment.</p>
<p>“These targeted changes will help ensure the system works in practice for farmers, growers and other New Zealanders who rely on natural resources.”</p>
<p>The Amendment Papers will be considered during the Committee of the Whole House stage.</p>
<p>The Government is also announcing related changes to make freshwater farm plans more proportionate and cost-effective, and targeted action on Plan Changes 1 and 2 to provide respective certainty for farmers and growers in the Waikato and Manawatū-Whanganui while the new planning system is put in place.</p>

<p><p><span><strong>Achieving competitive urban land markets in new system</strong></span></p>
<p><span>The government will establish an independent economic umpire to ensure councils achieve competitive urban land markets through the new planning system, Housing and RMA Reform Minister Chris Bishop and RMA Reform Under-Secretary Simon Court say.</span></p>
<p><span>An amendment paper to the Government’s Planning Bill will establish the role of an independent Urban Land Market Officer to determine whether urban land markets are competitive, to monitor and report on land market performance, and to advise central government and councils on actions to increase competitiveness.</span></p>
<p><span>“For too long, the Resource Management Act (RMA) has acted as a handbrake on growth and opportunity. It is directly responsible for New Zealand’s housing crisis by limiting the supply of urban land and housing – driving up costs for New Zealanders,” Mr Bishop says.</span></p>
<p><span>“Our new planning system will deliver the most significant pro-housing reforms in a generation. It will give homeowners more freedom and give prospective homeowners and renters more choice. It will also speed up consenting and create clear and consistent rules across the country. Additionally, private plan change requests will be made much easier.</span></p>
<p><span>“A specific goal of the new Planning Bill is for the system to enable competitive urban land markets by making land available to create abundant development opportunities for residential and business use.</span></p>
<p><span>“This creates a statutory obligation on councils to ensure that the supply of urban land is responsive to demand such that land prices do not materially or persistently reflect scarcity premiums. In other words, councils will need to be conscious that their planning rules do not create an artificial scarcity of developable land which in turn pushes up land prices. </span></p>
<p><span>“This is fundamental to improving housing affordability, supporting economic growth, and accelerating productivity.</span></p>
<p><span>“To ensure councils fulfil this obligation, Cabinet has agreed to establish a new Urban Land Market Officer. They will provide independent assurance to government that planning decisions made locally support competitive urban land markets – getting these critical decisions out of the hands of central government politicians and into the hands of experts.</span></p>
<p><span>This new officer will focus on monitoring and advising on urban land market competitiveness. It will have functions to:</span></p>
<ul>
<li><span>develop a framework which would include any thresholds for determining competitiveness set in line with national instruments</span></li>
<li><span>monitor and report on the competitiveness of urban land markets </span></li>
<li><span>require information from local authorities to enable an assessment as to the competitiveness of their urban land markets</span></li>
<li><span>assess the extent land use regulation is impacting the competitiveness of urban land markets</span></li>
<li><span>make formal determinations on whether a land market is competitive or not.</span></li>
<li><span>advise the government on actions to increase competitiveness in land markets</span></li>
</ul>
<p><span>If the Officer makes a determination that a local authority’s actions under the Planning Act have contributed to a non-competitive urban land market, then the local authority will need to take action to address this, such as by progressing a plan change to enable more capacity for housing. </span></p>
<p><span>“Monitoring in other markets that have monopolistic characteristics drives better outcomes for New Zealanders – like the Commerce Commission and regulated utilities. Urban land markets are similar as a council effectively controls the supply of urban land and development capacity in an urban market.</span></p>
<p><span>“What happens in our land markets matters a great deal to growth, productivity and prosperity and deserves appropriate independent scrutiny.</span></p>
<p><span>“This is one of the final pieces in the puzzle of Pillar One of our Going for Housing Growth agenda. The independent officer will help ensure that every council is zoning enough land for housing.</span></p>
<p><span>Mr Bishop says that the overriding statutory obligation on councils to ensure competitive urban land markets is on top of agreed government policy to make it easier for cities to expand up and outward through:</span></p>
<ul>
<li><span>the abolition of rural-urban boundaries, </span></li>
<li><span>Housing Growth Targets which will set a requirement for councils to enable 30 years of feasible development capacity, </span></li>
<li><span>new standardised zones which will provide for a mix of uses across urban areas and not allow for minimum floor areas or balcony requirements, and</span></li>
<li><span>a requirement to upzone around transport corridors. </span></li>
</ul>
<p><span>These policies will be developed through National Policy Direction and National Standards in the new system.</span></p>
<p><span>“The government is throwing the kitchen sink at sorting out the fundamentals of housing supply.”</span></p>
<p><span>Mr Court says the Officer adds another important accountability mechanism to make sure councils turn the corner from the RMA and start making the decisions needed to deliver the step change these reforms are designed to achieve.</span></p>
<p><span>“Regulatory relief and the Planning Tribunal are already key safeguards against the over-regulation that became synonymous with the RMA.</span></p>
<p><span>“The Urban Land Market Officer is another lever for driving culture shift, with a clear focus on whether councils are actually enabling enough land for growth.</span></p>
<p><span>“For too long councils have been able to weaponise an ever-growing list of ‘effects’, or game theoretical capacity targets, while constraining real development and driving land and house prices to eye-watering levels.</span></p>
<p><span>“The Urban Land Market Officer will bring independent expertise, scrutiny, and transparency to that problem. If a council is choking off land supply, there will now be an independent umpire to call it out and require action — without putting those decisions back into politicians’ laps.”</span></p>
<p><span>“This is a significant shift that will help ensure the planning system supports rather than hinders the delivery of homes,” Mr Bishop says.</span></p>
<p><span>“We’ve also removed all barriers to private plan change applications, allowing developers to request these at any time. In addition, we expect the National Policy Direction to require that where land markets have been found to be uncompetitive by the Independent Officer, the assessment for residential private plan changes will put the ‘finger on the scale’ towards development.</span></p>
<p><span>“It is about making sure New Zealand has enough land for homes, businesses, and infrastructure. Being more transparent on planning rules which are holding us back from growth, will help create the conditions for more housing, lower costs, and ultimately better opportunities for New Zealanders.”</span></p>

<li><span>An Amendment Paper will shortly be released to create the role and set out its functions and powers in the Planning Bill that will replace the RMA.</span></li>
<li><span>The Officer will be an independent statutory officer within the Ministry for Cities, Environment, Regions and Transport.</span></li>
<li><span>The Officer will develop and publish a framework for assessing urban land market competitiveness. Using the framework, the Officer will make formal determinations on whether a land market is competitive and publish the reasons for those determinations. Councils will be required to respond to any determinations that find that the council has contributed to a lack of competitiveness.</span></li>

<p>Police are appealing for information on the whereabouts of Sione Maile Tonga, 28, who has a warrant to arrest and is wanted by Police. </p>
<p>It is believed Tonga may be in the Waikato or Bay of Plenty area. </p>
<p>If you see Tonga, please do not approach him and instead call Police on 111 immediately with as much information as safely possible. </p>
<p>Information regarding his whereabouts can be provided to Police online at 105.police.govt.nz or by calling 105. </p>

<p>The iconic and picturesque campsite is used by Coast to Coast racegoers and support staff in February every year and is incredibly popular, drawing thousands annually.</p>
<p>Aerial photos show extensive damage to the area from four-wheel drive (4WD) vehicles, believed to have occurred on 1 August just before 4 pm.</p>
<p>DOC Operations Manager Leeann Ellis says it’s incredibly disappointing.</p>
<p>“The vehicles have left deep tyre tracks over a large area, compacting the soil, creating wide ruts and making the site much more susceptible to erosion in heavy rain,” she says.</p>
<p>“They have also destroyed plants and opened the area up for weeds to grow and take over. It’s ruined what was a fantastic place and created the potential for a muddy mess in heavy rain.”</p>
<p>Leeann says DOC staff are working with police to try and identify the vehicles and welcomes any information from the public.</p>
<p>It is illegal to damage the natural or historic features of any national park, and to drive vehicles off formed roads. Offenders can face heavy penalties, including infringement fines and prosecution.</p>
<p>“We appreciate four-wheel driving is an increasingly popular recreational activity. There are some fantastic tracks where drivers can challenge their skills and access some beautiful locations like the Edwards Valley and Maling Pass 4WD tracks in the St James Conservation Area. Our plea is don’t go off road and cause damage to areas which are protected for a reason.”</p>

<h2>Restoring whenua, guided by the past</h2>
<p>At <a title="Learn more baout biodiversity in Selwyn Waihora" href="/your-region/your-environment/biodiversity-and-biosecurity/biodiversity/nature-in-your-area/selwyn-waihora-zone-biodiversity">Kaitorete</a>, clues from the past are helping shape the future of the landscape.</p>
<p>Recent soil samples identified pollen from several native species, including miro, tōtara, kahikatea and mataī, helping build a picture of what once grew at the wetland and informing restoration efforts today.</p>
<p>For Tāwhaki, however, success is measured by more than the plants that return. It is also about helping whānau reconnect with whenua.</p>
<h2>Reconnecting whānau to whenua</h2>
<p>When Tāwhaki purchased whenua on Kaitorete in 2021, it represented an important step in reconnecting the rūnanga with whenua from which it had been largely alienated for more than 160 years.</p>
<p>For many whānau, projects such as planting at Kaitorete provide an opportunity to reconnect with places that sustained their tīpuna for generations.</p>
<p>“The healing part is important. It’s about recognising the pain that comes with losing land and losing the opportunities that land provides.”</p>
<p>“We made a commitment to connect our whānau to the land. Planting is a beautiful way to do that.”</p>
<h2>A shared vision in action</h2>
<p>Partnership has been central to the project from the beginning. Environment Canterbury has supported <a title="Learn more about our biodiversity work" href="/your-region/your-environment/biodiversity-and-biosecurity/biodiversity/our-biodiversity-work">restoration, pest management and wider environmental work</a> across Kaitorete alongside other organisations, whānau and community partners.</p>
<p>Planting partners included Wildlands Ecology and Restoration, Pest Free Banks Peninsula, the Department of Conservation, Environment Canterbury and aerospace operators Dawn and Kea, who joined whānau on the day.</p>
<h2>A blueprint for the future</h2>
<p>For Julian, one of the most significant outcomes has not just been the number of plants established, but the relationships formed along the way.</p>
<p>“If you have mana whenua in the mix, they can help convene people around a shared vision. It’s a great blueprint for how we could be looking after some of our special places moving forward.”</p>
<p>As the restoration programme continues, he hopes the project will keep building momentum while recognising the contributions of those helping bring the vision to life.</p>

<p><p><span>The Government is making changes to freshwater farm plans to create a simpler, cheaper system focused on real risk, Agriculture Minister Todd McClay and Associate Environment Minister Andrew Hoggard say.</span></p>
<p><span>&#8220;Farmers told us this system was too costly and too complicated for the risk involved on many properties. These changes fix that,” Mr McClay says.</span></p>
<p><span>“An Amendment Paper to the Natural Environment Bill, will ensure that where certification is required, it will apply only on the part of the farm where higher risk activity occurs.” </span></p>
<p><span>Regulations will now be drafted that deliver on the ACT-National Coalition commitment to improve farm plans, so they are more cost effective and pragmatic for farmers.</span></p>
<p><span>“We can now get on with the regulations that will implement the new farm plan system. These regulations will specify the higher risk activities that will trigger the need for a farmer to have their plan certified and audited.” Mr Hoggard says.</span></p>
<p><span>Certification and audit will only be required where higher-risk activities are carried out, such as: </span></p>
<ul>
<li><span>dairy farming </span></li>
<li><span>grazing pigs </span></li>
<li><span>commercial vegetable growing </span></li>
<li><span>using land for feedlots </span></li>
</ul>
<p><span>Other features of the new Freshwater Farm Plan Regulations are:</span></p>
<ul>
<li><span>trigger points for sheep and beef farming to be considered high risk and need certification and auditing are intensive winter grazing or irrigation on more than 50 hectares or 10 percent of the farm, whichever is greater</span></li>
<li><span>removing unnecessary mapping requirements so that only relevant factors need to be identified,</span></li>
<li><span>streamlining action plan reporting and clarifying the purpose and content of council developed catchment context,</span></li>
<li><span>clarifying the competencies needed for those who can carry out the certification and auditing of plans and removing unnecessary training requirements for practitioners,</span></li>
<li><span>simplifying the audit grading approach with a pass/fail and &#8216;partially meets&#8217; grade. </span></li>
</ul>
<p><span>“The improved regulations will also allow farmers and industry organisations five years, from when the system is switched on, to develop freshwater farm plans and have them certified, or declared to councils. A re-certification of the plan will only be required every six years, up from the current five-year cycle, with an audit only required once in that six-year cycle.” </span></p>
<p><span>This builds on the freshwater farm plan package already announced in </span><a href="https://www.beehive.govt.nz/release/farming-get-easier-improved-freshwater-farm-plans" rel="nofollow" target="_blank"><span>August</span></a> <span>2025, including lifting the thresholds for requiring a farm plan up from 20ha to 50ha for pastoral and arable farms, and introducing risk based certification. </span></p>
<p>  <span>“All farms that meet the threshold will still need to prepare and hold a farm plan, and declare it to their council, but they will not need it certified or audited if they fit into the lower risk category.” </span></p>
<p><span>“We&#8217;ve also set up a pathway for Industry Organisations to provide certification and audit services to their members when their plans are delivering equivalent outcomes, avoiding duplication. As a farmer I hate having to do a job twice, especially if it involves paperwork”.</span></p>
<p><span>&#8220;Once the regulations are in place, we&#8217;ll be helping farmers get their plans sorted so they&#8217;re ready to go under the new planning system, where they will play a key role.” Mr Hoggard says.</span></p>
<p><span>&#8220;Taken together, these changes result in a system that is risk-based, focuses on managing those actual water quality risks, avoids unnecessary duplication, and reduces costs,&#8221; Mr McClay and Mr Hoggard say.</span></p>

By developing advanced recycling networks, digital traceability, and high-value recycled plastics, Chery has recovered over 10,000 tonnes of waste plastics, reduced approximately 9,000 tonnes of CO₂e emissions, and advanced sustainable automotive manufacturing.</p>
<p>Further advancing circular economy practices, SUS ENVIRONMENT won the Circular Economy Leadership award for its City-Benefiting Low-Carbon Solid Waste Management Model, demonstrated through the Xi’an Gaoling Project. <p>Police are appealing for information after several brass memorial plaques were removed from central Christchurch last week.</p>
<p>The plaques were taken from the Latimer Square and the Bridge of Remembrance areas sometime overnight on Tuesday 11 and Wednesday 12 August.</p>
<p>Police are working to locate the plaques and establish what has happened to them.</p>
<p>As part of our enquiries, Police would like to identify and speak with the man pictured, who may be able to assist with the investigation.</p>
<p>If this is you, or if you know who this person is, please get in touch.</p>
<p>We are also keen to hear from anyone who was in the Latimer Square or Bridge of Remembrance areas on these nights, or anyone who may have CCTV, dashcam footage, or information about the whereabouts of the plaques.</p>

<div>The project to replace thousands of shingles on New Zealand’s oldest building is underway.</div>
<div>Workers have carefully removed the weathered wooden roof tiles from 204-year-old Kemp House in Kerikeri – and are finding out what lurks beneath.</div>
<div>And the news is basically good.</div>
<div>“The shingles might be on their last legs, but the wooden structure underneath – including the original kauri beams that were shaped by carpenters over two centuries ago – are in incredibly good condition for their age,” says Heritage New Zealand Pouhere Taonga Northern Assets Manager, Boris Bogdanovich who is overseeing the project.</div>
<div>“There is a bit of old borer damage, but that will be fixed in a way that respects the heritage fabric of the original timbers.”</div>
<div>Henwood Construction Ltd of Kerikeri is leading the re-roofing project, which began with the covering of Kemp House with a white waterproof membrane to protect the building while the new roof is being installed. The company has had extensive experience working on historic buildings and has worked with Heritage New Zealand Pouhere Taonga in the past.</div>
<div>“We’ve had a fairly dry winter so far which has been really good. It would be great if that weather were to continue, but if not, our waterproof covering will protect the house from any rain damage,” says Boris.</div>
<div>Built in 1821-22 by missionary carpenters and Māori sawyers, Kemp House is an important remnant of early contact between Māori and Pakeha. The mission was established by the Church Missionary Society in 1819 under the protection of influential rangatira Hongi Hika. Two centuries later, the house still embodies this early shared history.</div>
<div>Kemp House and its gardens were passed down through the Kemp family – descendants of missionaries James and Charlotte Kemp – until Ernest Kemp generously gifted them to the nation through the then New Zealand Historic Places Trust/Pouhere Taonga in 1974.</div>
<div>Today it is a Tohu Whenua and one of a number of significant historic places cared for by Heritage New Zealand Pouhere Taonga around the country.</div>
<div>“As the earliest surviving building in New Zealand, Kemp House has national and international significance, as a built marker of the foundational relationships developed between local Māori and the British in the 20 years prior to the signing of the Treaty at Waitangi,” says Boris.</div>
<div>“Kemp House has high public esteem as a cradle of nationhood, and attracts large numbers of local and international visitors every year. It’s great to see the project underway, and we hope to reveal Kemp House’s new roof in time for summer.”</div>
<div>An appeal to raise funds for the roof restoration project was launched earlier this year among Heritage New Zealand supporters, and now the organisation is looking to widen its approach to the general public for support.</div>
<div>“Unanticipated price hikes in the cost of materials caused by rising fuel prices have stretched the budget for this project to the limit,” says Boris.</div>
<div>The nature of this kind of work also throws up surprises which he says are impossible to anticipate and budget for.</div>
<div>“For example, where there’s deterioration, we’re using traditional and 21st century techniques and materials to sensitively re-introduce lost strength where its needed. We’re also wanting to stabilise and repair fabric with the least loss, greatest respect for its context and best durability. And that’s where the original budget gets stretched. Every little bit of support from Kiwis really helps, and we’re so grateful to all those people who have already donated.”</div>

<p>The Royal New Zealand College of General Practitioners (the College) welcomes the Government&#8217;s announcement that Health New Zealand will adapt the RANZCOG Australian Living Evidence Guideline: Endometriosis for use in Aotearoa New Zealand.</p>
<p>The College says the guideline is a positive step for women&#8217;s health but warns that it will only improve outcomes if it is backed by funding, equitable access to services and education across the whole health workforce.</p>
<p>College Medical Director Dr Prabani Wood says the College supports any change in women&#8217;s health practice that leads to better outcomes for patients. However, she says the way the change has been described risks giving the public the impression that general practice has not been part of endometriosis care until now.</p>
<p>“GPs are already diagnosing and treating endometriosis every day, and have been for years,” says Dr Wood. “What we do not have is easy, funded access to the wider services these women need. Pelvic physiotherapy and other allied health support are essential for the many women who need more than medication to manage their symptoms.”</p>
<p>The College&#8217;s greater concern is the gap between the guideline and the system that has to deliver it. Access to diagnostic imaging, gynaecology services and allied health support varies sharply across the country, and in many places those services are only available if the patient pays for them privately. That means a woman&#8217;s ability to get timely care still depends on her postcode and her income.</p>
<p>“We cannot ask general practice to shorten diagnosis times and improve management without also fixing what sits behind the diagnosis,” says Dr Wood. “A clinical diagnosis is only useful if the woman can then access the imaging, the treatment and the support services she needs. At the moment that depends far too much on where she lives and what she can afford. That is an equity issue, and a guideline on its own does not resolve it.”</p>
<p>The College also notes that surgery is not always the best option for women with endometriosis, and that understanding of contemporary diagnosis and management needs to improve across the entire medical profession, not only in general practice.</p>
<p>Health New Zealand&#8217;s commitment to training is welcome, and the College is willing to work on that education. It needs to be properly funded, developed for the New Zealand context, and extended across primary, secondary and allied health care.</p>
<p>“We want to see a guideline that works in a New Zealand context for New Zealand women in New Zealand practices,” says Dr Wood. “Equity of access and cost should be a large consideration of that work, given the health care inequities we face as a country.”</p>
<p>The College has recently supported the work of the Ministry for Women and Health New Zealand through their women&#8217;s health resources campaign and says that momentum should now be matched with investment in the services that sit behind it. Better outcomes for women require a whole-of-system approach, from the first appointment in general practice through to imaging, specialist care, allied health and long-term support.</p>
<p>“General practice is ready to play its part, as it always has,” says Dr Wood. “But a guideline is a document. What changes women&#8217;s lives is a funded, connected system that lets us act on it.”</p>

<p><p>A joyride through central Wellington on a stolen dirt bike ended abruptly on Monday after the rider crossed paths with an alert on-duty police officer. </p>
<p>The officer was arriving at Police Maritime base on Wellington waterfront when he heard reports of dirt bikers riding erratically on Taranaki Street and heading into the waterfront area. He estimated the riders’ likely route and positioned himself to intercept them if possible. </p>
<p>A short while later, two dirt bikers came toward his position.  The officer moved onto the road and signalled the riders to stop. On attempting to U-turn, one of the riders fell from the bike sending it uncontrolled toward bystanders before it instead hit a concrete bollard. The rider absconded on foot after a helpful member of the public tried to assist by attempting to knock him over. The officer ran after him, catching up to and detaining him on Customhouse Quay with the assistance of the Wellington beat team.</p>
<p>Inspector Paul Hamlyn says it was fortunate that no one was injured by the bikers’ behaviour.</p>
<p>“Were it not for the quick actions of the officer, this could have turned out worse. Thankfully, we’re now able to return the $22,000 motorcycle to its owner.”</p>
<p>A 31-year-old is due to appear at Wellington District Court on 24 August on charges of unlawfully getting on a motorcycle, driving in a dangerous manner, and failing to stop when required. Further inquiries into the matter are ongoing.</p>
