<p>The owner of a superette in the Hutt Valley suburb of Wainuiomata says he’s not sure if sandbags will be enough to stop rising flood waters.</p>
<p><a href="https://www.rnz.co.nz/news/weather/592805/live-weather-state-of-emergency-in-wellington-as-more-rain-arrives-after-floods-slips" rel="nofollow">A state of emergency</a> was declared in the Wellington region after it was hit with <a href="https://www.rnz.co.nz/news/weather/592805/live-weather-state-of-emergency-in-wellington-as-more-rain-arrives-after-floods-slips" rel="nofollow">torrential rain</a> with heavy rain warnings in Wellington and Wairarapa being upgraded to red until Tuesday night.</p>
<p>Earlier on Monday afternoon Hutt City Council urged residents at the northern end of Konini Street – up the road from Konini Superette – to evacuate.</p>
<p>Owner Jay Gandhi said he’s been putting sandbags in place ahead of closing up for the night.</p>

<p>“Once we close the shop we’re going to put sandbags on our front door as well. That’s all we can do – we have almost 45 sandbags at this stage – but I don’t know if that’s going to save us or not,” Gandhi said.</p>
<p>Gandhi said waters were quickly building up about a bridge which crosses the creek near his store.</p>

<p>He said the vegetation around the creek needed to be cleaned as it was the reason there had been so much clogging under the bridge.</p>
<p>MetService had said the forecast rain presents a threat to life from dangerous river conditions, significant flooding and slips.</p>

<p>An orange heavy rain warning remained in place for the Tararua District while Wairarapa and Wellington excluding Porirua were under a red heavy rain warning until 9pm Tuesday.</p>
<p>Other areas such as the Horowhenua, the Kāpiti Coast and Porirua, Hawke’s Bay south of Cape Kidnappers, Taihape, Whanganui and Manawatū were under a heavy rain watch.</p>

The exhibition is divided into six specialized sections, covering green vessel innovation, China debuts of international brands, and intelligent water sports equipment, among others. While top-tier global luxury yacht brands remain a major draw, the industry’s most compelling highlights this year lie elsewhere: the rapid rise of domestic yacht manufacturing, the commercial deployment of green new energy technologies, and the growing integration of yachting into everyday lifestyle.</p>
<p>International luxury yacht brands made a strong showing at the event, with renowned names like France’s Lagoon, Italy’s Azimut, the United Kingdom’s Sunseeker, Canada’s Bombardier, Germany’s Bavaria, and the United States’ Sea Ray unveiling their latest models. Five superyachts, each exceeding 80 feet in length, docked at the marina, becoming a highlight of the event.</p>

<p><strong>Growing into New Cities and Markets</strong><br />Ascott’s development pipeline will extend its footprint into around 20 new cities across Southeast Asia, taking the company beyond established gateway markets and deeper into emerging leisure and business destinations. New cities entering the Ascott portfolio include Phu Quoc and Nha Trang in Vietnam; Phuket and Hat Yai in Thailand; Labuan Bajo and Medan in Indonesia; Davao and Biñan in the Philippines; and Johor Bahru and Langkawi in Malaysia.</p>
<p><strong>Driving Speed to Market through Conversions and Brownfields</strong><br />About 30% of the development pipeline in Southeast Asia will be delivered through conversions, reflecting Ascott’s capability to reposition existing assets under its brands and accelerate market entry. <p>A 74-year-old woman’s cancer diagnosis was delayed by nine months after three biopsies missed signs of cancer, and she died the following year.</p>
<p>The Health and Disability Commissioner has found Awanui Labs, and the doctors responsible for her care, erred in their treatment.</p>
<p>Mrs A, a retired nurse and caregiver for her husband, was in “excellent health of body and mind”, until in 2021 she was referred to Southland Hospital by her GP for recurrent gastrointestinal bleeding.</p>
<p>Biopsies in April, June and October 2021 came back as benign, with no malignancy. But a fourth in December 2021 confirmed gastric adenocarcinoma – stomach cancer.</p>
<p>Following that diagnosis, a review of the earlier samples found cancer cells were present in April and October, but had been missed.</p>
<p>“Sadly, despite [her doctor’s] urgent referral and the cancer treatment received after her diagnosis had been confirmed, Mrs A passed away on 17 May 2022.”</p>
<h3>Response from Awanui Labs</h3>
<p>In response to the commissioner’s investigation, Awanui Labs, known at the time as Southern Community Laboratories, acknowledged there were errors in diagnosis in May and October 2021.</p>
<p>“[The] May diagnosis missed a subtle area of cancer. The diagnosis of limited (small) amounts of poorly differentiated gastric adenocarcinoma is difficult.”</p>
<p>Regarding the incorrect diagnosis in October, it said its pathologists had been influenced by a lack of clinical suspicion for cancer in the referral, alongside the two previous negative results.</p>
<p>“Anatomical pathologists cannot perform optimally unless they have access to all relevant clinical information, and if the request forms had been more fulsome, it is likely that the negative slides would have had more scrutiny back in May 2021 and the correct diagnosis of gastric adenocarcinoma made at that time.”</p>
<p>The doctors responsible for the misdiagnoses individually apologised for the mistakes, with one saying she wished she “could go back to that time and change things”.</p>
<p>Health NZ Southern responded that the underlying reason for providing a biopsy was to establish a diagnosis.</p>
<p>“It is not reasonable to suggest that the request for analysis of a biopsy not stating a high suggestion of cancer is at the root cause of the cancer not being identified.”</p>
<p>However, it did acknowledge that the work was challenging and “always made easier in hindsight”.</p>
<p>Ultimately, Mrs A’s treatment was delayed by nine months. Experts note in the report even a two-month delay would have led to “clinically meaningful cancer growth”, due to the aggressive nature of her cancer.</p>
<p>In her final report, Deputy Health and Disability Commissioner Vanessa Caldwell recommended those at fault provide written apologies to Mrs A’s family.</p>
<h3>HDC finds breaches of code</h3>
<p>Awanui Labs was found to be in breach of code for failing to ensure its pathologists provided the right diagnosis.</p>
<p>But only one doctor – the lead GI pathologist – was found in breach of code. The others had either sought a second opinion, or made mistakes that other doctors would have made, according to a blind review.</p>
<p>The surgeon should have noted his suspicions for cancer in his biopsy request, it found, which would perhaps have made the pathologists more cautious.</p>
<p>Since the incident, the doctors involved had sought additional training, or changed their practices to include more information in requests.</p>
<p>Awanui Labs said all pathologists were now required to look up the patient’s endoscopy report at the time of the biopsy, to make sure it had all the relevant information regarding suspicions of cancer.</p>

<p>Residents of a Newtown boarding house found their rooms swamped by metre-high floodwaters during the <a href="https://www.rnz.co.nz/news/weather/592805/live-weather-state-of-emergency-in-wellington-as-more-rain-arrives-after-floods-slips" rel="nofollow">early morning flash flood</a> in Wellington on Monday.</p>
<p>The Duckworth Lewis guesthouse, formerly the Caledonian Hotel, is across the road from the Basin Reserve cricket grounds. The torrential downpours flooded nearby streets and cars were submerged for at least half an hour.</p>
<p>One resident Mōkena Spooner-Hokianga, whose room is on the ground floor, said he woke up around 4am to find metre-deep water in his bedroom.</p>
<p>“It came up to the window, it was pretty high. All our rooms had been completely saturated by the flood water that came through… the whole hallway was full of water and heaps of rubbish.”</p>

<p>Another resident, Mike, said he heard something go “pop, saw foot-high water in my room and coming in through the front door. It was a deluge.” He woke other residents up. “It was quite dangerous, the water was up past my knees. I’ve never seen anything like that before. At that stage the water was only six inches high but I couldn’t open the door.”</p>
<p>Video footage filmed by Spooner-Hokianga showed the metre-deep water right across the four-lane stretch of Adelaide Road. “It’s receded now, but there was no warning, and some of us were asleep and were none the wiser to what was happening.”</p>

<p>About 35 to 40 residents live at the two-storey guesthouse, half of them on the ground floor. The residents went upstairs to take shelter during the early morning deluge before cleaning up.</p>
<p>But they had no idea where they would sleep tonight, he said. “I haven’t thought that far.”</p>

<p>The Public Service Association says a faulty fire alarm system at a Dunedin hospital is an unacceptable risk to staff and patients.</p>
<p>The union says the alarm system at Helensburgh House, which caters to people with intellectual disabilities and mental illness, was damaged about a month ago and is still not working properly.</p>
<p>National secretary, Fleur Fitzsimons, said there was currently no early warning fire system or evacuation system in place at Helensburgh House.</p>
<p>“This is an adult inpatient unit and what we are seeing in response is increased security, more smoke alarms and air horns being used,” said Fitzsimons.</p>
<p>“These are all temporary measure but it should never have come to this. We need to see Te Whatu Ora act urgently to make sure there is a fire alarms system at Helensburgh House that is working.”</p>
<p>“This poses a serious risk to patient and staff safety. Fire alarms are criticial and we know the results can be tragic, that’s why Te Whatu Ora needs to act urgently.”</p>
<p>Health New Zealand said it would replace the system as soon as it can.</p>
<p>Health New Zealand Te Waipounamu Regional Director of Infrastructure Rob Ojala said Health New Zealand identified an issue with the smoke detection and evacuation panel notification systems at Helensburgh House on March 30.</p>
<p>“We immediately put in place an interim fire and emergency response plan and updated evacuation plan to ensure the safety of our staff and patients.” said Rob Ojala.</p>
<p>He said that appropriate signage had been erected to inform anyone visiting the site after-hours, and signage was also posted on fire alarm call buttons to notify of the need to manually call 111 in an emergency.</p>
<p>“We are working urgently to replace the systems as quickly as possible and have commissioned a contractor to undertake this work.” said Ojala.</p>
<p>“This will include upgrading call points, smoke detectors, annunciators, and remote-control units throughout the building, as well as the main fire panel.”</p>
<p>Rob Ojala said that as part of Building Warrant of Fitness compliance requirements, external assessors regularly assess alarm systems, and the Helensburgh House system was on the list for replacement, but had passed monthly testing prior to the recent events.</p>
<p>“Prior to this incident, we were already progressing urgent scoping work to replace the fire panel and associated components, as routine testing had identified that we could not be fully confident in the reliability of the system. This incident confirmed those concerns were well-founded and reinforced the need to continue working closely with staff and fire safety specialists on appropriate interim measures while the replacement programme is completed.”</p>

<p>Southland-based Niagara Sawmilling Company has begun a $115 million expansion of its timber processing operations, marking the largest growth phase in the company’s 91‑year history.</p>
<p>The investment includes construction of a new state‑of‑the‑art sawmill at Niagara’s Kennington site, on the outskirts of Invercargill.</p>
<p>The sawmill is being built in Canada and is expected to be installed and operational by late 2027.</p>
<p>Alongside the South Island expansion, Niagara is also expanding in the North Island through the acquisition of Ōtorohanga Timber Company (OTC), a 94-year-old timber processor based in the Waikato.</p>
<p>Niagara managing director Ross Richardson said the expansion was the next step in the company’s long‑term strategy and would significantly lift processing capacity.</p>
<p>“These investments support Niagara’s long-term strategy of growing and strengthening our remanufacturing business,” Richardson said.</p>
<p>In the timber industry, remanufacturing means turning basic sawn timber into ready‑to‑use building products, such as smooth, finished boards or engineered wood.</p>
<p>Once complete, the new sawmill will allow Niagara to more than double its current output, increasing log intake to over 500,000 tonnes a year.</p>
<p>The increased capacity is aimed at allowing more timber to be processed locally, rather than being exported offshore in raw form.</p>
<p>Richardson said that would enable Niagara to “remanufacture more premium timber products in Southland and add value to logs locally, rather than seeing them exported and processed overseas”.</p>
<p>Over the past decade, Niagara has invested heavily in its Kennington operations, building what it describes as world‑class remanufacturing facilities.</p>
<p>Group sales manager Jamie Barton said the combination of Niagara and the newly acquired Ōtorohanga Timber Company would strengthen Niagara’s market position in New Zealand and Australia.</p>
<p>“With OTC’s product mix complementing that of Niagara’s, we are now able to offer an even wider range of quality timber products to both our domestic and export customers,” Barton said.</p>
<p>The expansion is also expected to deliver broader economic benefits to the Southland region.</p>
<p>Niagara currently employs nearly 400 people, and Richardson said the increased production capacity would support continued growth, giving more job security to its employees.</p>
<p>“Niagara has longstanding roots in Southland and has an ongoing commitment to the region and its workforce,” he said.</p>

<p>According to statistics from the China General Administration of Customs, emerging markets in Asia, Africa, and Latin America have become a key driver of export growth. However, underdeveloped local financial infrastructure, incomplete cross-border payment systems, and shortages of foreign exchange mean buyers often struggle to access U.S. dollars. As a result, exporters in these markets frequently face low settlement efficiency, slow cash recovery, and risks such as account freezes.</p>
<p>To address these collection challenges, XTransfer has developed a comprehensive set of cross-border collection solutions. <strong>In 2025, payment collections from emerging markets in Asia, Africa, and Latin America rose 106% year-on-year. By region, collections increased 273% in Africa, 82% in Southeast Asia, and 94% in Latin America.</strong></p>
<p>Over the same period, customs statistics show that in 2025, China’s total goods exports to Asia, Africa, and Latin America increased 14.6% year-on-year, with exports to Africa, Southeast Asia, and Latin America up 26.6%, 14%, and 8%, respectively. XTransfer’s significantly faster growth in collections compared with export growth <strong>suggests exporters are accelerating the shift from informal channels to secure, compliant collection methods, and that market recognition of high-quality cross-border payment services continues to rise.</strong></p>

<p><strong>Release of XTransfer PMI</strong><br />At the Canton Fair, XTransfer partnered with the Yicai Research Institute to publish the <strong>“China Small and Medium Enterprises (B2B) Merchandise Export Purchasing Manager Index” (XTransfer Export PMI)</strong>, offering operational guidance and decision-making reference for small and micro export-oriented businesses.</p>
<p>This edition draws on a sample survey of XTransfer’s 800,000 SME users, selecting over 3,000 companies nationwide. It covers the full export process across export orders, pricing, procurement, logistics, staffing, and cash flow. <strong>The report shows that the March 2026 XTransfer PMI was 51.56%, indicating export conditions for SMEs are generally improving.</strong> Despite a complex external environment, SMEs have remained resilient and steadily strengthened their pricing power in international markets. <strong>Meanwhile, demand structures in emerging markets are reshaping, with export focus shifting toward intermediate goods and higher value-added products.</strong></p>
<p><strong>Resilience Amid Geopolitical Disruptions</strong><br />Customs data show that in the first quarter, China’s goods exports reached RMB 6.85 trillion, up 11.9% year-on-year, marking a strong start to the year and benefiting SMEs. <strong>The XTransfer PMI also shows expansion in the export order index (53.85) and the export price index (56.15).</strong> While seasonal factors like the Spring Festival affected the short term, the underlying “volume and price rising together” trend suggests SMEs are accelerating their shift from “low-price internal competition,” strengthening pricing power through technology upgrades and improved quality.</p>
<p>Geopolitical disruptions have also extended delivery times, pushing the logistics time PMI down to 37.50. In contrast, the sales collection (receivables) index rose to 68.59, showing a pattern of <strong>“goods moving slower, money returning faster”.</strong> This suggests overseas buyers remain strongly tied to China’s high-quality supply chain and are willing to raise prepayment ratios or shorten payment terms to secure capacity. <strong>One exhibitor, Mr Wang, said, “A Southeast Asian customer increased its deposit from 30% to 70% to lock in production,</strong> <strong>worried our capacity would be booked by others.</strong><strong>“</strong></p>
<p><strong>Emerging Markets Demand Trends Toward “High-End” Upgrading</strong><br />The report highlights a shift toward higher-end demand in emerging markets. <strong>Africa’s export orders index (57.55)</strong> points to rising infrastructure-related demand; <strong>Latin America’s export orders index (56.47)</strong> and <strong>price index (57.81)</strong> signal opportunities in electromechanical and optical medical equipment; and <strong>Southeast Asia</strong> is absorbing components and semi-finished goods, calling for SMEs to move from finished-goods suppliers to supply-chain partners.</p>
<p>As industrialisation accelerates in emerging markets, demand for high-quality intermediate goods, complete electromechanical equipment, and technical services is rising. SMEs are moving from “low-end capacity exports” to “exports of technology and supply chain support”.</p>

For the full year, system-wide sales (SWS) grew by 16.6%, with the international business expanding by 27.0%.<br /><strong>Ernesto Tanmantiong</strong>, Global Chief Executive Officer of JFC, shared the following statement on JFC’s performance:<br />“Our strong fourth quarter sales momentum translated into an even more meaningful expansion in operating income, which grew by 41.9% for the quarter – marking our strongest fourth-quarter operating performance in JFC’s history.</p>
<p>We closed 2025 with 16.6% systemwide sales (SWS) growth and healthy performance across both our Philippine and International businesses, reflecting the continued relevance of our brands in a dynamic consumer environment. The coffee and tea segment remained a key growth driver, growing SWS by 44.9% and contributing meaningfully to overall store network growth. Jollibee International delivered strong double-digit growth for the year, driven by the strong momentum in Vietnam, Jollibee’s largest overseas market by store count, which delivered 40.4% SWS growth and 23.9% Same Store Sales Growth (SSSG) alongside continued network expansion.</p>
<p>Throughout 2025, we continued to scale across our key markets, reinforcing the depth and resilience of our global platform. We opened 1,126 stores during the year, the highest annual store opening level in our company’s history, further strengthening our long-term growth runway.</p>
<p>These results reflect the dedication of our teams and the continued trust of our customers. As we enter 2026, we remain focused on sustaining profitable growth, enhancing operational efficiency and creating long-term value for our stakeholders.”</p>

<p>Consolidated revenues increased by 9.8% for the quarter and 13.0% for the full year, reflecting sustained consumer demand and continued strength across JFC’s core markets.</p>
<p>The strong fourth quarter performance builds on the momentum highlighted in JFC’s earlier preliminary announcement, which reported robust SWS and SSSG for Q4, underscoring the resilience and broad-based growth of the business across both domestic and international operations.</p>
<p>For full year 2025, SWS for the Philippine business increased by 9.6%, supported by strong contributions from Jollibee (+10.4%), Chowking (+6.1%) and Mang Inasal (+15.6%). The International segment expanded by 27.0%, led by standout performances from Europe Middle East, Asia, Australia (EMEAA) PH brands (+22.1%), Compose Coffee (+217.0%), Highlands Coffee (+15.7%), and Jollibee US (+17.3%).</p>
<p>SSSG for the full year 2025 remained solid at 4.8%, led by the Philippine business with a robust 5.2% increase. International markets likewise delivered healthy performance, with SSSG reaching 4.2%, anchored by contributions from Jollibee North America (+10.2%), EMEAA (+9.0%), and China (+2.1%). This reflects the continued effectiveness of product innovation, targeted marketing initiatives, and operational enhancements in strengthening customer engagement and driving sustained demand.</p>
<p>JFC increased its footprint by 5.9% to 10,341 – Philippines (3,504) and International (6,837) – 576 in China, 348 in North America, 437 in EMEAA, 985 with Highlands Coffee mainly in Vietnam, 1,079 with CBTL, 357 with Milksha, 2,972 with Compose Coffee, and 83 with Tim Ho Wan.</p>
<p>The Jollibee Group’s SWS performance and new store openings exceeded its 2025 guidance, while SSSG remained within the guided range.</p>
<p>Earnings before interest, taxes, depreciation and amortization (EBITDA) for the quarter increased by 18.7% to Php9.9 billion (approx. US$169.0 million), while full-year EBITDA rose by 13.8% to Php41.8 billion (approx. US$727.4 million), reflecting solid operational execution and sustained business momentum across key markets.</p>
<p>Operating income recorded a significant increase of 41.9% in the fourth quarter to Php4.1 billion (approx. US$70.6 million) representing the highest fourth-quarter operating income in JFC’s history, with operating income margin expanding by 110 basis points year-on-year. The growth was supported by revenue momentum and improved expense efficiencies, including better optimization of general and administrative and advertising and promotion expenditures during the period.</p>
<p>For the full year, operating income expanded by 19.3% to Php20.1 billion (approx. US$350.4 million), accompanied by a 30-basis-point year-on-year improvement in operating income margin, reflecting sustained cost discipline and operating leverage across the business.</p>
<p>Net income attributable to equity holders of the Parent Company grew by 20.1% to Php2.2 billion (approx. US$37.8 million) in the fourth quarter and by 5.4% to Php10.9 billion (approx. US$189.0 million) for the year. The difference in growth rates relative to operating income primarily reflects higher financing costs and tax provisions during the period.</p>
<p>Basic earnings per share (EPS) increased by 20.8% to Php1.902 (approx. US$0.032) for the quarter and by 6.0% to Php9.386 (approx. US$0.163) for the full year, continuing to demonstrate the Company’s commitment to delivering value to its shareholders.</p>
<p>These robust financial results, together with the double-digit growth in consolidated system-wide sales, underscore the Company’s resilience and strong market position both in the Philippines and international markets.</p>

<p>While quarterly margins may vary depending on the investment timing and business mix, we remain focused on sustaining healthy profitability through balanced revenue growth and prudent expense management over the long term. At the same time, we continue to invest strategically in our brands, digital capabilities, and long-term growth platforms while maintaining financial discipline.</p>
<p>For 2026, we are targeting continued top-line momentum and further operating income expansion, supported by strong cash generation and disciplined capital allocation. We remain confident in our ability to build on this momentum and deliver sustainable, profitable growth for our shareholders.”</p>
<p><strong>Full Year 2026 Guidance</strong></p>
<p>Based on its target for 2026, JFC projects full year system-wide sales growth to be in the range of 8%-12%, with same store sales growth of 4%-6% and store network increase of 5%-10%. Operating income growth will be in the range of 15%-18%.</p>
<p>JFC plans to expand network by 1,200 to 1,300 stores (gross) in 2026 and expects capital expenditures (CAPEX) range to be further reduced to Php13.0 to 16.0 billion.</p>
<p><strong>Corporate Action</strong></p>
<p>On March 9, 2026, the Board of Directors approved the declaration of a regular cash dividend of Php10.60125 (approx. US$0.178) per share for Series B preferred shares, for a total payout of Php95.4 million (approx. US$1.6 million). The regular cash dividend will be given to the JFC stockholders of record as of March 24, 2026 (ex-dividend date of March 23, 2026). Payment date is April 15, 2026.</p>
<p><strong>Other Developments</strong></p>
<p>On February 13, 2026, JFC announced the signing of definitive agreements, under which its 70% owned subsidiary, Jolli-K Co. Ltd. shall fully acquire Alldayfresh Co., Ltd. The transaction remains subject to customary regulatory approvals and closing conditions.</p>
<p>This acquisition reinforces JFC’s commitment to its Chinese Cuisine Segment and franchising initiatives, while opening a gateway to the rapidly expanding international hot pot market, one of the fastest-growing dining segments in Asia and globally and an industry experiencing robust global momentum as consumers gravitate toward healthier, interactive, and communal dining experiences.</p>
<p>Alldayfresh was established in October 2014 and is primarily engaged in the franchise business and food service operations of “Shabu All Day”, a hot pot and eat-all-you-can restaurant brand, headquartered in Seoul, Korea, with 169 stores nationwide as of January 2026.</p>

<p>The Green Party are calling on the Government to immediately activate the Civil Defence Payment across the Wellington region, after a regional state of emergency was declared this afternoon. </p>
<p>“A state of emergency has now been declared across the region. The Civil Defence Payment exists for exactly this situation,” says Green Party MP for Wellington Central, Tamatha Paul. </p>
<p>“The Government needs to activate it now, and it needs to be available in every community affected, including those outside the declared emergency area who have still lost belongings.” </p>
<p>“MSD should take a high-trust approach. People who have just been evacuated shouldn’t have to produce paperwork to prove they need help replacing their food or their bedding.” </p>
<p>Green MP for Rongotai, Julie Anne Genter, says people across the region need to know support is on the way today. </p>
<p>“Communities across Wellington are in the middle of a civil defence emergency right now. People need practical support, and they need it today,” says Genter. </p>
<p>“Activating the Civil Defence Payment is the most immediate thing the Government can do to help people cover the basics: food, bedding and clothing, while they work out their next steps.” </p>
<p>“We’re calling on the Government to activate the payment across the entire affected region without delay, and to make sure support reaches people quickly and without unnecessary barriers,” says Genter. </p>

<p>The Prime Minister says comments from Shane Jones warning of a “butter chicken tsunami” coming to New Zealand after the signing of the free trade agreement with India are unhelpful – but stopped short of saying whether he thought they were racist.</p>
<p>New Zealand First does not support the India FTA, meaning National needs Labour’s support to pass it through the House.</p>
<p>In a video circulating online, the New Zealand First deputy leader said his party would “never accept” the FTA, and that “unfettered immigration” would drive down the value of wages, clog up roads, and overwhelm the health system.</p>
<p>“I don’t care how much criticism we get. I am just never going to agree with a butter chicken tsunami coming to New Zealand,” Jones said.</p>

<p>At his post Cabinet media conference on Monday, Christopher Luxon said he had not seen Jones’ comments, but thought they were a “gross misrepresentation” of what the FTA was about.</p>
<p>“I don’t know. I’m just saying the immigration story that they are scaremongering around is absolutely false. We have taken them through the data, we have taken them through the details of that deal. We’ll continue to do so, because we would love them to rethink their position,” Luxon said.</p>
<p>“I appreciate they’ve got a pretty hard no against anything around free trade agreements. I just think that makes New Zealand poorer.”</p>
<p>Pushed on whether he thought Jones’ comments were racist, Luxon said it “doesn’t sound right,” and it was “alarmist” and “unhelpful” language.</p>
<p>“You can call it racist, you know, the colourful language from Shane Jones, we’re used to Shane Jones doing lots of oratorial flourishes as he is prone to do. But the bottom line for me is he’s wrong. There is not going to be an influx of immigration. This deal is well thought through.”</p>
<p>Luxon said he appreciated New Zealand First had its own position on the FTA, but that the position was “frankly wrong”.</p>
<p>“It creates huge opportunity for people that I would have thought New Zealand First would have cared about. Foresters, aquaculture, our farmers, our horticulturalists. This is a great deal.”</p>
<p>Standing next to Luxon, Immigration Minister Erica Stanford said the comments were “not helpful.”</p>

<p>The large-scale physical search for missing Karori man Philip Sutton has concluded for the day.</p>
<p>Search and Rescue teams have spent hours at Philip’s Karori South Road residence, clearing the property and nearby areas, says Wellington District Prevention Manager Inspector Fleur de Bes.</p>
<p>“They have operated in challenging conditions but unfortunately have been unable to find him.”</p>
<p>Emergency services were notified about 7.15am today by a concerned family member, and efforts have been made through the day to locate Philip.  His Karori South Road residence was found to have been affected by floodwaters and debris.</p>
<p>“We have cleared his residence, but the weather has hampered aspects of the search and made searching some flooded areas too dangerous. We will continue to make enquiries and will resume the search as soon as conditions allow.”</p>

<p>A man considered a “person of interest” in relation to the deaths of his wife, baby and toddler is unconscious in hospital.</p>
<p>A homicide investigation, dubbed Operation Train, is under way after emergency services were called to a property on Avenue Road East, Hastings about 6am Sunday, after reports of several people being seriously injured.</p>
<p><a href="https://www.rnz.co.nz/news/crime-and-justice/592806/two-children-under-3-and-woman-killed-at-hastings-home" rel="nofollow">Three people died</a> – a woman and her two children, a 3-month-old girl and a 17-month-old girl.</p>
<p>The woman’s husband, who is the father of the children, is in Wellington Hospital.</p>

<p>On Monday, Coroner Bruce Hesketh granted an <a href="https://www.rnz.co.nz/news/crime-and-justice/592874/coroner-grants-order-preventing-naming-mother-and-children-killed-in-hastings" rel="nofollow">interim non-publication order</a> in relation to the names, or any particulars likely to lead to the identification, of any of the four people.</p>
<p>Coroner Hesketh’s ruling said the mother and children died of stab wounds.</p>
<p>The Coroner said police were yet to speak to the man, who also suffered stab wounds.</p>
<p>“He is currently unconscious and in Wellington Hospital.</p>
<p>“Police wish to speak to [the man] so he can assist with their inquiries. He is considered a person of interest”.</p>
<p>Police also wanted to speak to extended family members, including both the man and woman’s former partners.</p>
<p>Coroner Hesketh made the orders until 4 May.</p>

<p>Detective Inspector Martin James earlier said on arrival one person was found dead.</p>
<p>“Two others were found to be in a critical condition and one in a serious condition, and were transported to Hastings Hospital.”</p>
<p>The two critically injured people had since died.</p>
<p>On Monday, James said police could now confirm the three victims were a woman and two young children who lived at the property.</p>
<p>The woman’s family declined to comment to RNZ on Monday.</p>
<p>A man who lived at the property was also transported to hospital and was undergoing surgery on Monday, James said.</p>
<p>“Police are not seeking anyone else in relation to the incident, however no charges have been laid at this time.</p>
<p>“A team of 30 is working on the homicide investigation, and a scene examination will continue today.”</p>
<p>James earlier said police appreciated it was a “distressing incident that will no doubt be concerning to nearby residents”.</p>
<p>“I would like to reassure the community that this was an isolated incident, contained to this specific group of people, and there is no risk to the wider public.”</p>

<div>It is one year since the Mental Health Bill was returned to Parliament for its second reading, and Te Hiringa Mahara is calling on the Government to ensure this is passed into law this year.</div>
<div>On 17 April 2025, the Health Select Committee handed the Bill back to Parliament to be finalised. Since then, we have not seen movement in this critical area.</div>
<div>“Behind this Bill are 5000 voices who shared their experiences during the government’s Inquiry into Mental Health and Addiction back in 2018,” says Te Hiringa Mahara Director of Mental Health and Addiction Sector Leadership, Sonya Russell.</div>
<div>“The message was received loud and clear; the current Mental Health (Compulsory Assessment and Treatment) Act 1992 is outdated and in need of a review. Repealing and replacing the law is one of 40 recommendations made in the Inquiry report.</div>
<div>“While some changes don’t need to wait for the law to pass, the updated law will set a new standard for care. Delays are putting the intended commencement date, currently set for July 2027, at risk.</div>
<div>“Still, too many people experience compulsory community treatment and seclusion in our mental health services, and there is wide variation between districts with persistent inequities for Māori and Pacific peoples that must be addressed.</div>
<div>“We need to see a shift in the system to ensure human rights are upheld in practice. A new Mental Health Act is needed to support the reduction and ultimately the end of seclusion and enable clear pathways for safe and rights-based alternatives.</div>
<div>“Te Hiringa Mahara is urging all parties to come together, take on board the voices of the public that will improve things for people receiving support and their whānau, and move this Bill forward,” says Ms Russell.</div>

<p>Legal verification of the New Zealand-India Free Trade Agreement (FTA) has been completed with both countries agreeing its signing on 27 April in New Delhi in front of a large contingent of Indian and New Zealand businesses, Trade and Investment Minister Todd McClay says.</p>
<p>“This once-in-a-generation agreement gives our exporters unprecedented access to 1.4 billion people and an economy set to become the third-largest in the world,” Mr McClay says.</p>
<p>“With so much global unrest, a trade agreement with India has never been more important for New Zealand’s prosperity.</p>
<p>“Signing the FTA allows New Zealand to initiate a formal parliamentary treaty examination and means the public can scrutinise the agreement in full.</p>
<p>“Signature also ensures we remain on track to benefit from a Most Favoured Nation clause for wine and services exports. The European Union has secured better access for wine and services which will automatically be extended to our exporters if our agreement enters into force first. This will be worth tens of millions of dollars in extra exports for the New Zealand economy,” Mr McClay says.</p>
<p>The historic agreement was concluded in December and eliminates or reduces tariffs on 95 per cent of New Zealand’s exports – among the highest of any Indian FTA. Almost 57 per cent of our exports will be duty-free from day one including lamb, wool, coal, leather, most forestry and industrial products. This will increase to 82 per cent when fully implemented including infant formula, a kiwifruit quota almost four times our current exports and seafood. The remaining 13 per cent including kiwifruit, apples, mānuka honey, wine and some dairy is subject to sharp tariff cuts.</p>
<p>Mr McClay confirmed the Government will follow the established parliamentary treaty examination process for the India FTA, allowing all parties to continue considering their support as the public also scrutinises the agreement.</p>
<p>Signing will activate the standard parliamentary process, allowing Parliament and the public to scrutinise the agreement through the Select Committee. The FTA text and National lnterest Analysis will be tabled in Parliament the day after signing and referred to the Foreign Affairs, Defence and Trade Committee (FADTC).</p>
<p>Once FADTC has completed its examination, enabling legislation will be introduced and will follow the usual legislative process. This approach is consistent with that taken for the TPP, CPTPP, and agreements with the United Kingdom, European Union, and United Arab Emirates.</p>
<p>“The business community, the primary sector, the services sector and many New Zealanders have expressed their strong support for this important trade agreement,” Mr McClay says.</p>
<p>“The benefits of the New Zealand-India FTA will be available to all Kiwis for many generations to come.”</p>

<p>The Green Party is condemning the Government’s weakening of Te Tiriti o Waitangi provisions across multiple pieces of legislation. </p>
<p>“Pushing through these sweeping changes in secret shows this Government is a dishonourable Treaty partner,” says Green Party MP Tamatha Paul. </p>
<p>Documents seen by Paul outline Cabinet’s decision to amend Treaty provisions across 23 pieces of legislation.  </p>
<p>Under the changes, the standard of Treaty obligation would be reduced to no higher than “take into account”.  </p>
<p>Treaty references in other laws would be repealed entirely. The decisions were made in February but never publicly announced. </p>
<p>“The Government’s changes diminish the mana of Te Tiriti by making it a mere consideration as opposed to something that must be honoured.” </p>
<p>“It also conflates Te Tiriti o Waitangi with the Treaty of Waitangi, but these two documents are worlds apart in their meaning.” </p>
<p>“The fact that the Government tried to do this without telling anyone speaks volumes. They know this is wrong.” </p>
<p>“Provisions that currently require decision-makers to ‘give effect to’ or ‘honour’ the principles of Te Tiriti will be gutted.” </p>
<p>“No one was consulted in this process. Māori, iwi, hapū, even the general public, have been left out. </p>
<p>“It’s abhorrent that this Government consistently makes sweeping decisions about Te Tiriti without engaging its Treaty partners.” </p>
<p>“The Waitangi Tribunal found the Crown’s process would breach Te Tiriti and said the review should be refocused with full engagement and inclusion of Māori in decision-making. The Government ignored both warnings.” </p>
<p>“The Green Party will continue, as we always have, to uphold Te Tiriti and the promises that were made over 180 years ago,” says Paul. </p>

<p><em>Analysis:</em> A new poll showing National sitting on just 30 percent, and the coalition unable to govern, has set the stage for a crucial week in Christopher Luxon’s prime ministership.</p>
<p>This result is National’s worst in the <em>1News-Verian</em> poll since Luxon became leader in November 2021.</p>
<p>Labour is up five points on 37 percent, while National’s 30 is down four points since February.</p>
<p>For the other parties in the coalition, New Zealand First is steady on 10 percent, while Act has dropped two points to seven.</p>
<p>On the other side of the house the Greens and Te Pati Maori are both unchanged on eleven and two, respectively.</p>
<p>It gives the centre-left bloc of Labour, the Greens and Te Pati Maori the seats needed to govern with 66 compared to the coalition’s 58, if an election was held today.</p>
<p>Luxon’s personal favourability has taken a decent hit in this poll too, down four points to 16 percent, while Labour’s Chris Hipkins is down one to 19 percent.</p>
<p>The results follow several polls in recent weeks showing National on about 29 percent – the party’s official result in Sunday night’s poll was 29.7, but rounded up to 30.</p>
<p>The prime minister told <em>TVNZ</em> on the back of those results he hadn’t considered resigning.</p>
<p>This latest poll headache comes after a torrid Friday for the prime minister where he was again forced to defend his leadership.</p>
<p>Poor polling, including <a href="https://www.rnz.co.nz/news/political/590348/rnz-reid-research-poll-bleak-numbers-for-luxon-but-no-obvious-successors" rel="nofollow">record- low personal favourability</a>, has been dogging Luxon for months.</p>
<p>A <em>NZ Herald</em> story <a href="https://www.rnz.co.nz/news/political/592637/christopher-luxon-adamant-he-ll-remain-national-leader-amid-speculation" rel="nofollow">on Friday morning</a> reported senior whip Stuart Smith tried and failed to get hold of Luxon before Easter to warn him there were rumblings about his leadership from within caucus.</p>
<p>The article reported multiple anonymous sources saying Luxon had evaded Smith, despite the pair both being at Parliament during a sitting week.</p>
<p>RNZ has confirmed with a senior Beehive source that meeting was attempted by Smith, but both Luxon and his office have denied it.</p>
<p>Luxon insisted at a media conference on Friday that he had had the “numbers” and the “full support” of his caucus. He also maintained the coalition could still govern on public polling – not the case however after Sunday’s poll, nor was it the case in RNZ-Reid Research’s poll last month where the result was a hung parliament.</p>
<p>The 1News-Verian poll was in the field until Wednesday, so didn’t capture Friday’s problems for the prime minister.</p>
<p>It has been two weeks since the caucus met at Parliament due to the school holiday recess, and that support will be tested when they gather in Wellington on Tuesday morning.</p>
<p>Luxon will also have to explain, if asked, why he publicly denied the Smith reports.</p>
<p>In recent weeks it’s not only National MPs who have been leaking their unhappiness with the direction of travel the party is heading in, but <a href="https://www.rnz.co.nz/news/political/592679/analysis-prime-minister-christopher-luxon-s-loosey-goosey-retort-may-come-back-to-haunt-him" rel="nofollow">staff have also been unhappy</a> about how they’re being treated.</p>
<p>Some staff feel they were a victim of a <a href="https://www.rnz.co.nz/news/political/592727/transport-minister-chris-bishop-brushes-off-leadership-bid-questions" rel="nofollow">point-scoring reshuffle</a> by Luxon that has seen a number off them “evented”, which means they have lost their jobs and could potentially apply for a new one, but not necessarily in the office they have been working in.</p>

<p><em>Analysis:</em> A new poll showing National sitting on just 30 percent, and the coalition unable to govern, has set the stage for a crucial week in Christopher Luxon’s prime ministership.</p>
<p>This result is National’s worst in the <em>1News-Verian</em> poll since Luxon became leader in November 2021.</p>
<p>Labour is up five points on 37 percent, while National’s 30 is down four points since February.</p>
<p>For the other parties in the coalition, New Zealand First is steady on 10 percent, while Act has dropped two points to seven.</p>
<p>On the other side of the house the Greens and Te Pati Maori are both unchanged on eleven and two, respectively.</p>
<p>It gives the centre-left bloc of Labour, the Greens and Te Pati Maori the seats needed to govern with 66 compared to the coalition’s 58, if an election was held today.</p>
<p>Luxon’s personal favourability has taken a decent hit in this poll too, down four points to 16 percent, while Labour’s Chris Hipkins is down one to 19 percent.</p>
<p>The results follow several polls in recent weeks showing National on about 29 percent – the party’s official result in Sunday night’s poll was 29.7, but rounded up to 30.</p>
<p>The prime minister told <em>TVNZ</em> on the back of those results he hadn’t considered resigning.</p>
<p>This latest poll headache comes after a torrid Friday for the prime minister where he was again forced to defend his leadership.</p>
<p>Poor polling, including <a href="https://www.rnz.co.nz/news/political/590348/rnz-reid-research-poll-bleak-numbers-for-luxon-but-no-obvious-successors" rel="nofollow">record- low personal favourability</a>, has been dogging Luxon for months.</p>
<p>A <em>NZ Herald</em> story <a href="https://www.rnz.co.nz/news/political/592637/christopher-luxon-adamant-he-ll-remain-national-leader-amid-speculation" rel="nofollow">on Friday morning</a> reported senior whip Stuart Smith tried and failed to get hold of Luxon before Easter to warn him there were rumblings about his leadership from within caucus.</p>
<p>The article reported multiple anonymous sources saying Luxon had evaded Smith, despite the pair both being at Parliament during a sitting week.</p>
<p>RNZ has confirmed with a senior Beehive source that meeting was attempted by Smith, but both Luxon and his office have denied it.</p>
<p>Luxon insisted at a media conference on Friday that he had had the “numbers” and the “full support” of his caucus. He also maintained the coalition could still govern on public polling – not the case however after Sunday’s poll, nor was it the case in RNZ-Reid Research’s poll last month where the result was a hung parliament.</p>
<p>The 1News-Verian poll was in the field until Wednesday, so didn’t capture Friday’s problems for the prime minister.</p>
<p>It has been two weeks since the caucus met at Parliament due to the school holiday recess, and that support will be tested when they gather in Wellington on Tuesday morning.</p>
<p>Luxon will also have to explain, if asked, why he publicly denied the Smith reports.</p>
<p>In recent weeks it’s not only National MPs who have been leaking their unhappiness with the direction of travel the party is heading in, but <a href="https://www.rnz.co.nz/news/political/592679/analysis-prime-minister-christopher-luxon-s-loosey-goosey-retort-may-come-back-to-haunt-him" rel="nofollow">staff have also been unhappy</a> about how they’re being treated.</p>

<p>The government’s attempts to shake up the supermarket sector have so far failed and something has to be done, Consumer advocates say.</p>
<p>New Zealand First said at the weekend that it was going into the election with a policy of ending the supermarket duopoly.</p>
<p>New Zealand’s grocery industry is dominated by Australian-owned Woolworths, and New Zealand co-operative Foodstuffs, which operates New World, Pak’n Save and Four Square.</p>
<p>NZ First said it would introduce legislation to break up Foodstuffs into two co-operatives, one for New World and Four Square and the other for Pak’n Save.</p>
<p>It also wanted tougher penalties and powers for the Commerce Commission and to address the supermarkets’ control over which products were stocked on shelves.</p>
<p>A potential break-up of the supermarket duopoly was raised as a prospect after the Commerce Commission’s 2022 market study into the supermarket sector, which found they were earning $1 million a day in excess profits.</p>
<p>After the 2023 election, <a href="https://www.rnz.co.nz/news/political/589872/why-the-government-backed-away-from-breaking-up-supermarkets" rel="nofollow">ministries examined structural reform options</a>, but the bulk of the policy effort focused instead on smaller regulatory fixes and market-led solutions, including work to understand what hurdles were in the way of another competitor entering the New Zealand market.</p>
<p>Officials warned that structural separation was more likely to be effective but was riskier.</p>
<p>Finance Minister Nicola Willis has said stronger intervention is possible if reforms are unsuccessful.</p>
<p>As of last year, a cost-benefit analysis was underway, she said. But similar work commissioned under the previous government found the economics of a break-up were far from straightforward.</p>
<p>A 2023 MBIE analysis suggested forced divestment could deliver competition benefits but also carried the risk of a $3.8 billion net cost over 20 years, largely due to the loss of economies of scale.</p>
<p>Consumer NZ spokesperson Gemma Rasmussen said since the Commerce Commission report, there had been a lot of tinkering around the edges of what was required.</p>
<p>“We have more regulation in the market, and more formal protections, but it’s fair to say that consumers aren’t really seeing any major changes at the supermarket. We’ve got the Grocery Industry Competition Act and the Grocery Commissioner has been created.</p>
<p>“There’s been work put in place to try and help suppliers, like the Grocery Supply Code of Conduct, and obviously there’s been the land covenant ban, which is to try and make things easier for a new entrant to come in, as well as some wholesale supply reforms. But what we’ve found, and what we’ve seen, is it seems like National has placed all of their chips on an international third party coming in, and that’s something that doesn’t seem to be a gamble that’s paid off. We’re a country with a really small population.”</p>
<p>She said the geographic isolation of New Zealand increased supply chain costs and made it harder for international players to expand here.</p>
<p>She said there were things in NZ First’s proposal that Consumer would support but there was no one solution that would fix the sector’s problems.</p>
<p>“When you potentially work to break up Pak’n Save and New World, you could potentially see an increase in operational costs which could drive up the price of food.</p>
<p>“There could be unintended consequences of the price of food going up ion the short term, or potentially the long term.”</p>
<p>She said there was also a risk that Woolworths could leave the country if it was no longer viable.</p>
<p>“Then we’d be back to square one with two small players.”</p>
<p>Rasmussen said a third player would also not necessarily guarantee lower prices.</p>
<p>In Australia, even with Aldi, the government had to introduce intervention to try to improve competition.</p>
<p>From July, the Australian government will introduce a law that bans large supermarkets from charging excessive prices.</p>
<p>This carries a penalty of up to A$10 million or 10 percent of turnover, or three times the gain from unjustified prices.</p>
<p>“This is something that would potentially be less risky. It would send a warning shot across the industry that when there have been these examples of extremely high mark-ups that they can’t be doing that.”</p>
<p>She said Consumer wanted to see more heat on supermarkets and more drastic measures taken. A move similar to Australia’s on excessive pricing could help, she said.</p>
<p>“If that wasn’t to work, then potentially to break them up. However, we do support what [NZ First] is proposing in terms of stronger powers for the Commerce Commission and the Grocery Commissioner, and we think it’s really great that they’re looking at that farm-to-shelf pathway.</p>
<p>“With what’s happening, it is a concern for us if that local grower market continues to diminish, New Zealand could be in a place where we’re actually really vulnerable to what’s happening in overseas markets.</p>
<p>“Right now, there’s a fuel crisis. If we are primarily importing our food and fuel prices go up, that’s something else that’s just going to continue to drive prices up. So really looking to ensure that our local growers are thriving is a great call and more resourcing there is welcomed by us.”</p>
<p>She said the public was frustrated that millions had been spent on a market study that found excessive prices but little had happened.</p>
<p>Tim Hazledine, Emeritus Professor of Economics at the University of Auckland, said he would support the supermarkets being broken up.</p>
<p>But he said Foodstuffs should be split into New World on one side and Pak’n Save and Four Square on the other so they were competing against each other in every market from the outset.</p>
<p>He agreed that what the Commerce Commission had done so far had not made a difference.</p>
<p>“There may be people who don’t do certain bad things because they’re afraid the Commerce Commission would act, and I hope that’s true, but they haven’t said, right, we really want the minister to give us powers to step in here and break up the duopoly.”</p>
<p>He said the commission had seemed not to want to be given significant powers at all.</p>
<p>‘They said, ‘please don’t, we’re not very brave here, so please don’t send us into battle. We don’t want any weapons. Thank you very much’.”</p>
<p>A spokesperson for Foodstuffs said there was no evidence to suggest breaking up its business would lead to lower grocery prices.</p>
<p>“The Foodstuffs North Island and Foodstuffs South Island co-operatives are made up of more than 500 locally owned and operated supermarkets, each store individually owned by a New Zealand family that is deeply embedded in the communities they serve. Profits are retained locally.</p>
<p>“It is a distinctly New Zealand business model, with members working together, buying together, and collectively owning their supply chain, support functions, and technology systems. This creates the scale needed to deliver the best possible value to their local communities no matter how remote they might be.”</p>
<p>The spokesperson said the model allows it to keep costs down and compete effectively against larger overseas-owned competitors – as well as New Zealand-owned operators.</p>
<p>“We are also a major partner to thousands of suppliers across New Zealand. We place strong emphasis on supporting supplier growth and innovation, and small New Zealand suppliers are among the fastest growing parts of our supplier base.”</p>
<p>The spokesperson said breaking up the co-operatives would reduce efficiencies, require duplication across supply chains and infrastructure and increase costs.</p>
<p>“New Zealand grocery prices are broadly in line with comparable international markets, particularly when factors such as GST on food and the cost of operating in small, geographically remote markets are taken into account.</p>
<p>“We support efforts to improve competition and regulation that deliver better outcomes for customers. In our view, the most effective way to achieve that is by improving efficiency and lowering the cost of doing business, including enabling greater scale across the Foodstuffs co-operatives-owned business model.”</p>

<p>This Government has cut flood protection spending by 41 per cent compared to the last Government, even as climate-change-charged extreme weather events become more frequent and severe.</p>
<p>“Luxon’s Government gets up after each extreme weather event to talk about much they’re spending on flood protection – spending that they’ve almost halved in comparison to the last Government,” says Green Party Co-leader Chlöe Swarbrick.  </p>
<p>Documents OIA’d by the Green Party confirm Budget 2020 committed $217 million, Budget 2023 committed $122.9 million, and $647.5 million for North Island Weather Events Category 2 risk mitigation was confirmed and signed under the previous government.  </p>
<p>This Government’s contribution has been $200 million through the Regional Infrastructure Fund.  </p>
<p>The previous Government committed $340 million over three years to flood resilience, excluding one-off disaster recovery funding. This Government has committed $200 million total across three years, spread across 74 projects nationwide. That is a decrease of $140 million.  </p>
<p>“Every other week we’re experiencing yet another ‘one in one hundred year weather event.’ We need climate resilience now. Luxon’s Government has not only poured fossil fuels on the fire, but cut flood protection funding and last year decided to kick any meaningful decisions on climate adaptation funding til after the next election.” </p>
<p>“Treasury is telling us there’s an 80 per cent chance of another Gabrielle-scale event in the next 50 years, as Luxon’s Government quietly delays and defunds any real work on resilience.”  </p>
<p>“Every dollar we fail to invest in flood protection now is a dollar communities pay back many times over when the next event hits.” </p>
<p>“New Zealanders are sick of being told the Government is investing in keeping them safe when the reality is the opposite. They deserve an honest Government who does the real work to fix the entangled climate and cost-of-living crises; a Government that works for regular people, not the profit of mega corporations,” says Swarbrick. </p>

<p>Prime Minister Christopher Luxon has <a href="https://www.rnz.co.nz/news/political/592812/live-politicians-react-as-latest-poll-shows-national-unable-to-govern-if-election-held-today" rel="nofollow">blamed leaks about his leadership</a> on a “small handful of dissatisfied MPs” and says he will address the matter with his caucus at a meeting tomorrow.</p>
<p>In a round of interviews with morning media on Monday, Luxon insisted there was “no risk” of him standing down or being rolled from the top job.</p>
<p>“That’s not going to happen,” he told <em>Morning Report.</em> “I have the backing of my caucus.”</p>
<p>Asked whether he would put his MPs’ loyalty to the test and call a confidence vote, Luxon refused to say: “What we do in caucus is up to us, but we’ll have a good conversation.”</p>
<p>He said he did not know which MPs had been leaking to the media.</p>
<p>“In every political party, there’ll be a small handful of people who either are disappointed they weren’t made ministers, or are concerned about being in marginal seats.</p>
<p>“I want every one of my MPs back in Parliament, and to do that, the party needs to do better, and that’s what our focus is going to be between now and the election.”</p>
<p>Over on <em>NewstalkZB,</em> Luxon suggested the caucus discontent was confined to “probably five people that are, you know, moaning and frustrated”.</p>

<p>The comments came after a shocker <em>1News-Verian</em> poll <a href="https://www.rnz.co.nz/news/political/592799/national-luxon-fall-in-latest-poll-coalition-trails-left-bloc" rel="nofollow">published on Sunday</a>, showing National crashing to 30 percent – seven points behind Labour – and without a pathway to power.</p>
<p>Luxon questioned the findings on <em>Morning Report,</em> saying it was “quite different” from other polling which showed the coalition’s re-election.</p>
<p>“Frankly, I just don’t believe that New Zealanders want a Labour-Greens-Te Pāti Māori coalition.”</p>
<p>On his personal popularity, Luxon acknowledged “not everybody… wants to invite me over for a barbecue”, but he said New Zealanders understood the coalition – under his leadership – was the “best custodian of the economy” during tough times.</p>

<p>“We have a great leader,” he told reporters. “As a caucus, we must come together and work as a team, back our leader and deliver for New Zealanders.”</p>
<p>Brown dismissed the findings of “one poll”, saying National was focused on the 7 November election.</p>
<p>“As the leader has said, we all want to do better. We’re very focused on supporting him and making sure we’re focused on the issues that matter to New Zealanders.”</p>
<p>Senior National MP Mark Mitchell said the party would only hurt itself by changing leader by demonstrating a lack of discipline, focus and unity.</p>
<p>He “absolutely” ruled out putting himself forward to take over as prime minister and said he had no idea which MPs were speaking out of school.</p>
<p>“I’m not going to speculate on disgruntled back benches,” he said. “There is no witch-hunt going on.”</p>
<p>Mitchell went on: “Quite simply, there will be a talk, I’m sure, on Tuesday around the importance of unity and discipline.”</p>
<p>He insisted nobody had called him over the weekend about leadership.</p>
<p>“I haven’t had MPs ringing me saying that they’re frustrated or they’re upset, or they’re doing numbers, or there’s a coup, or there’s anything like that happening at all.”</p>

<p>His colleague Paul Goldsmith told reporters he was “absolutely not” one of the MPs moaning about the prime minister and had “no idea” who they were.</p>
<p>“If you’re a caucus of 49, there will always be one or two discontented people, but we’re absolutely rock solid behind the prime minister.”</p>
<p>Asked about the five or so MPs allegedly leaking, newly appointed Cabinet minister Chris Penk said the perfect number would be zero.</p>
<p>“Anything more than that shows that people aren’t focused on what they should be doing, which is, you know, working hard for New Zealand.”</p>
<p>Penk said all National MPs needed to do better in talking about the important issues “as opposed to ourselves”.</p>
<p>“I hope we’ll have a discussion about caucus discipline [on Tuesday], because clearly at least one colleague and maybe a few need to be reminded of that.”</p>

<p>ACT leader and deputy prime minister David Seymour told reporters he was not worried about National’s polling.</p>
<p>“There’s been four polls this week, and one of them is bad, and three of them are good. So I guess we’ll just keep working, huh?<strong>“</strong></p>
<p>Asked whether the coalition could collapse if Luxon was ousted as prime minister, Seymour said that was just “mindless media speculation”.</p>

<p>A Northland iwi leader says some form of ongoing support is needed in order for marae to continue responding effectively to severe weather events.</p>
<p>The Government says it won’t set up another dedicated fund to reimburse marae for their work leading up to Cyclone Vaianu, but is encouraging marae to keep in touch with officials on the ground in case they need support.</p>

<p>In the wake of the deadly weather that struck the North Island in January the <a href="https://www.rnz.co.nz/news/national/585237/marae-welcome-recovery-funding-boost-but-say-more-could-be-done" rel="nofollow">government announced</a> that a $1 million fund, administered by Te Puni Kōkiri, would go to marae who supported communities in need.</p>
<p>Ngātiwai Trust Board Chairman Aperahama Kerepeti-Edwards told Morning Report seeing those efforts recognised was heartening.</p>
<p>“It wasn’t so much the fund primarily it was the fact that there was recognition of the important role our marae play, recognition of the responsiveness of our communities, our hapū, especially in some of our remote rural areas who naturally and consistently respond in these times of crisis.”</p>
<p>There’s a sense of duty and obligation that runs deep which leads marae to swing into action time and time again, he said.</p>
<p>“As these events become more and more consistent I suppose the toll of that comes to the fore but, you know, you never hear grumbles, you never hear moans, our whānau just do what they do.”</p>

<p>As of April 10 $951,565 of the Marae Emergency Response Fund has been has been distributed to marae across Te Tai Tokerau, Tāmaki Makaurau, Waikato-Waiariki, Ikaroa-Rāwhiti, Te Tai Hauāuru and Te Waipounamu, to help reimburse costs incurred, according to Te Puni Kōkiri.</p>
<p>In a statement Te Puni Kōkiri said in areas such as Te Tai Tokerau and Ikaroa-Rāwhiti – where geographic isolation and weather-damaged infrastructure significantly constrained access – marae became central hubs for wider community response efforts.</p>
<p>“Many provided support not only for their own whānau, but for the broader community, including coordination of supplies, hosting displaced families, and supporting kaumātua and vulnerable people in remote locations.</p>
<p>“Funding payments have been made to individual marae and to umbrella organisations that coordinated response efforts across multiple marae. This approach recognises the collective, networked way in which Māori organisations mobilised during the emergency, particularly in regions where access challenges required local leadership and rapid decision-making.”</p>
<p>Kerepeti-Edwards said given there has been recognition of marae efforts there should be some form of ongoing support.</p>
<p>That said, marae will spring into action regardless, but that shouldn’t be taken for granted, he said.</p>
<p>“For a lot of our remote, rural and isolated communities, but even our communities in general the marae are some of the most significant infrastructure that are equipped to be able to look after the masses in times of need, from ablutions, to bedding, to the dining facilities it’s all the there. And the policy at the marae is nobody is left out.”</p>
<p>Every time there is a severe weather event there are costs incurred to marae, but with the contribution of the entire community that’s how they make it work, he said.</p>
<p>“If there was a, you know, a dedicated means of ensuring that the load that’s being carried voluntarily by those communities to support and strengthen the wider community [that] would be reasonable.”</p>
<p>Minister for Māori Development Tama Potaka said the Marae Emergency Response Fund was designed to provide practical, immediate support.</p>
<p>It was a targeted, time-limited fund focused on the January events, and it has delivered support quickly where it was needed, he said.</p>
<p>“We know the pressure doesn’t stop after one event. Communities in parts of the North Island are continuously preparing for further severe weather, and marae continue to play a critical role in those local responses. Officials are actively monitoring impacts on the ground and working alongside Civil Defence and other agencies to ensure communities are connected to the support available.</p>
<p>“Marae can continue to access support through Civil Defence and emergency management channels, as well as working directly with Te Puni Kōkiri and other agencies to identify the right support for their circumstances.”</p>

<h3>Scott O’Donnell would have been paid tens of thousands of dollars to be on KiwiRail’s board. But he missed large chunks of its meetings and quit after only eight months.</h3>
<p>When Scott O’Donnell was appointed to KiwiRail’s board in July last year, a substantial conflict of interest plan was required.</p>
<p>Some of the 10 companies O’Donnell is involved with supply services to KiwiRail.</p>
<p>Board chair Suzanne Tindal expressed concern about O’Donnell’s numerous business interests before his appointment.</p>
<p>The three-year appointment, by Rail Minister Winston Peters, went ahead regardless. But O’Donnell’s conflicts would see him excluded from 15 agenda items over six board meetings. He was absent for a further 19 items for other reasons, such as travel, bringing the total number of agenda items he was not present for to 34.</p>
<p>In March, O’Donnell resigned to spend more time on a new business venture in Australia.</p>
<p>In a brief resignation note, he told Tindal he was sad to leave but would be happy to assist KiwiRail from outside the board – “just call”.</p>
<p>It marked the abrupt end of an appointment dogged by speculation about his ability to perform his board duties while managing so many conflicts of interest.</p>
<h3>‘Frankly unmanageable’ conflicts of interest</h3>
<p>Victoria University of Wellington senior research fellow Max Rashbrooke said O’Donnell’s appointment was the most egregious example of someone with significant conflicts of interest being appointed to a public board he was aware of.</p>
<p>“It seems very wasteful to go through all the administrative hassle of appointing someone and then the even more enormous hassle of trying to deal with their frankly unmanageable conflicts of interest, only for them to step down in very short order.”</p>
<p>Rashbrooke said considering how extensive O’Donnell’s conflicts were, it was debatable he was able to perform his duties in a manner the public would expect.</p>
<p>O’Donnell is one of the four directors of Dynes Transport Tapanui, which donated $20,000 to NZ First in July 2024.</p>
<p>At the time he was appointed to KiwiRail’s board, Peters said O’Donnell would be effective in his role and that the donation played no part in the appointment.</p>

<p>While KiwiRail confirmed the number of agenda items O’Donnell missed during his tenure, they could not immediately say how many he was present for. This would need to be addressed as an Official Information Act (OIA) request, it said, which can take up to 20 working days for a response.</p>
<p>It also could not immediately say what O’Donnell was paid. KiwiRail’s most recent annual report shows board members received between $57,000 and $62,000 for a full year’s tenure. However, <a href="https://newsroom.co.nz/2024/11/08/crown-companies-directors-fees-hiked-up-to-104/" rel="nofollow">Newsroom reported</a> board member fees were set to increase to more than $86,000 for 2026.</p>

<p>RNZ’s request to KiwiRail for an interview with Tindal was declined.</p>
<p>Tindal has, however, previously expressed concern about the impact of O’Donnell’s conflicts.</p>
<p>During Parliament’s ‘scrutiny week’ in December last year, where MPs publicly examine public agency performance, <a href="https://www.rnz.co.nz/news/political/580889/kiwirail-director-s-conflicts-of-interest-management-affecting-efficiency-board-chair-says" rel="nofollow">she said O’Donnell’s conflicts of interest affected the board’s capability and efficiency</a>.</p>
<p>Tindal said “importantly” that directors needed to consider whether they could discharge their duties as required in accordance with the Companies Act.</p>
<p>She reminded the MPs present that she wasn’t responsible for selecting board members.</p>
<p>“Just for clarity, as you all know, I do not appoint directors.”</p>
<p>Documents released under the OIA to RNZ show Tindal went as far as checking publicly available information on the Companies Office register and hand-drawing what she described as an “interests diagram”.</p>
<p>The conflict of interest management plan set up for O’Donnell by the Treasury included seven mitigations.</p>
<p>ACT MP Simon Court, who raised questions about the impact of O’Donnell’s conflicts during scrutiny week, said Tindal’s response had shown O’Donnell’s appointment was unworkable.</p>
<p>“While I was surprised at her answer, I think, based on what Radio New Zealand has since uncovered, that it’s quite clear that the board was struggling.”</p>
<p>Due to the small talent pool of experienced people in New Zealand, conflicts can arise, Court said, but it was obvious the board had made every effort to work around them.</p>
<p>“In the end, it’s up to the minister proposing an appointment to be satisfied. I understand the minister was satisfied at the time, but, as things have worked out, it’s proven to be unworkable.”</p>
<p>A spokesperson for Peters said despite the high number of agenda items O’Donnell was absent for, he was effective in his role.</p>
<p>“We remind you that Mr O’Donnell would still be a KiwiRail director if he did not need to allocate more time to an Australian venture.”</p>
<p>Rashbrooke said an overhaul of the rules around appointments was needed with a focus on avoiding conflicts of interest by selecting different candidates rather than managing conflicts.</p>
<p>“Sometimes the talent pools will be shallow, that is absolutely true, but they’re not so shallow that they contain only one person.”</p>
<p>Scott O’Donnell was approached for comment.</p>

<p>Relief teachers will get an increase to their transport allowances, as part of the government’s response to the fuel crisis.</p>
<p>It follows a similar move to increase mileage rates for home and community support workers, announced earlier this month.</p>
<p>Transport allowance mileage rates for relief teachers will be increased for 12 months, or until fuel prices ease below $3 a litre for 4 consecutive weeks.</p>
<p>The reimbursement rate for cars will increase from 37 cents per kilometre to 83 cents, and motorbike rates increase from 15 cents to 31 cents.</p>
<p>Rural schools with under 100 students will get a one-time cash grant of $2500 to help them pay for the expected increase to the reimbursement rates.</p>
<p>The conveyance allowance will be increased by 30 percent to help with the costs of getting children from eligible families to the nearest bus route.</p>
<p>“These measures are carefully targeted to where fuel costs are having the greatest impact,” education minister Erica Stanford said.</p>
<p>The government will also accelerate work to replace diesel boilers in schools.</p>
<p>It will put $37 million towards replacing boilers in 65 state schools and five state-integrated schools.</p>
<p>Stanford said it was expected to save around 600,000 litres of diesel a year.</p>
<p>She expected diesel boilers would be replaced in 20 schools by the end of the year. Bigger schools had “slightly trickier” infrastructure situations which would take until next year, while the largest schools would take until 2028.</p>

<p>A <a href="https://www.rnz.co.nz/news/political/592799/poll-result-national-falls-in-favour-coalition-count-lower-than-left-bloc" rel="nofollow">new poll showing National sitting on just 30 percent</a>, and the coalition unable to govern, has set the stage for a crucial week in Christopher Luxon’s primeministership.</p>
<p>This result is National’s worst in the<em>1News-Verian</em> poll since Luxon became leader in November 2021.</p>
<p>Labour is up five points on 37 percent, while National’s 30 is down four points since February.</p>
<p>For the other parties in the coalition, New Zealand First is steady on 10 percent, while Act has dropped two points to nine.</p>
<p>On the other side of the house the Greens and Te Pati Maori are on 11 and two, respectively.</p>
<p>It gives the centre-left bloc of Labour, the Greens and Te Pati Maori the seats needed to govern with 66 compared to the coalition’s 58, if an election was held today.</p>

<p>A Northland iwi leader says some form of ongoing support is needed in order for marae to continue responding effectively to severe weather events.</p>
<p>The Government says it won’t set up another dedicated fund to reimburse marae for their work leading up to Cyclone Vaianu, but is encouraging marae to keep in touch with officials on the ground in case they need support.</p>

<p>In the wake of the deadly weather that struck the North Island in January the <a href="https://www.rnz.co.nz/news/national/585237/marae-welcome-recovery-funding-boost-but-say-more-could-be-done" rel="nofollow">government announced</a> that a $1 million fund, administered by Te Puni Kōkiri, would go to marae who supported communities in need.</p>
<p>Ngātiwai Trust Board Chairman Aperahama Kerepeti-Edwards told Morning Report seeing those efforts recognised was heartening.</p>
<p>“It wasn’t so much the fund primarily it was the fact that there was recognition of the important role our marae play, recognition of the responsiveness of our communities, our hapū, especially in some of our remote rural areas who naturally and consistently respond in these times of crisis.”</p>
<p>There’s a sense of duty and obligation that runs deep which leads marae to swing into action time and time again, he said.</p>
<p>“As these events become more and more consistent I suppose the toll of that comes to the fore but, you know, you never hear grumbles, you never hear moans, our whānau just do what they do.”</p>

<p>As of April 10 $951,565 of the Marae Emergency Response Fund has been has been distributed to marae across Te Tai Tokerau, Tāmaki Makaurau, Waikato-Waiariki, Ikaroa-Rāwhiti, Te Tai Hauāuru and Te Waipounamu, to help reimburse costs incurred, according to Te Puni Kōkiri.</p>
<p>In a statement Te Puni Kōkiri said in areas such as Te Tai Tokerau and Ikaroa-Rāwhiti – where geographic isolation and weather-damaged infrastructure significantly constrained access – marae became central hubs for wider community response efforts.</p>
<p>“Many provided support not only for their own whānau, but for the broader community, including coordination of supplies, hosting displaced families, and supporting kaumātua and vulnerable people in remote locations.</p>
<p>“Funding payments have been made to individual marae and to umbrella organisations that coordinated response efforts across multiple marae. This approach recognises the collective, networked way in which Māori organisations mobilised during the emergency, particularly in regions where access challenges required local leadership and rapid decision-making.”</p>
<p>Kerepeti-Edwards said given there has been recognition of marae efforts there should be some form of ongoing support.</p>
<p>That said, marae will spring into action regardless, but that shouldn’t be taken for granted, he said.</p>
<p>“For a lot of our remote, rural and isolated communities, but even our communities in general the marae are some of the most significant infrastructure that are equipped to be able to look after the masses in times of need, from ablutions, to bedding, to the dining facilities it’s all the there. And the policy at the marae is nobody is left out.”</p>
<p>Every time there is a severe weather event there are costs incurred to marae, but with the contribution of the entire community that’s how they make it work, he said.</p>
<p>“If there was a, you know, a dedicated means of ensuring that the load that’s being carried voluntarily by those communities to support and strengthen the wider community [that] would be reasonable.”</p>
<p>Minister for Māori Development Tama Potaka said the Marae Emergency Response Fund was designed to provide practical, immediate support.</p>
<p>It was a targeted, time-limited fund focused on the January events, and it has delivered support quickly where it was needed, he said.</p>
<p>“We know the pressure doesn’t stop after one event. Communities in parts of the North Island are continuously preparing for further severe weather, and marae continue to play a critical role in those local responses. Officials are actively monitoring impacts on the ground and working alongside Civil Defence and other agencies to ensure communities are connected to the support available.</p>
<p>“Marae can continue to access support through Civil Defence and emergency management channels, as well as working directly with Te Puni Kōkiri and other agencies to identify the right support for their circumstances.”</p>

<p>Armed police were called to the Northland township of Awanui after reports that a person had a gun.</p>
<p>A police spokesperson said police arrived about 1.45pm and local schools and childcare centres were shut down as a precaution.</p>
<p>A firearm was not found and police are speaking to a person, they said.</p>
<p>Awanui Primary School was one the schools locked down.</p>
<p>The school’s board of trustees posted online, asking parents not to come to school.</p>
<p>Te Hiku Community Board chairperson Bill Subritzky, who lives in Awanui, said the incident took place on Southey Street, which was off State Highway 1 next to Awanui School.</p>
<p>He said State Highway 1 had been closed by police at the junction with State Highway 10, with some motorists having to wait an hour to get through.</p>
