1. Historic APEC Finance Ministers’ Meeting 2026 successfully wraps up in Hong Kong
October 23, 2026
Source: Media Outreach
Yesterday (October 21), the FMM issued the 2026 APEC Finance Ministers’ Joint Statement, reaffirming the commitment to building an open, dynamic, resilient, and peaceful Asia-Pacific community by 2040 for the prosperity of all our people and future generations.
<figure data-width="100%" data-caption="Representatives of the participating APEC member economies and international organisations during the meeting. Representatives of the participating APEC member economies and international organisations during the meeting. Minister of Finance and chair of the 2026 FMM, Lan Fo’an, said that all parties should firmly implement the consensus reached at the APEC Economic Leaders’ Meeting, uphold multilateralism, and deepen practical co-operation in fiscal and financial affairs, with a view to contributing to regional economic and financial stability and long-term sustainable growth. Earlier, John Lee, Chief Executive of the Hong Kong Special Administrative Region (HKSAR) Government, welcomed participants to the FMM. “This is a historic occasion for Hong Kong. The APEC Finance Ministers’ Meeting – part of APEC China 2026 – is taking place in our city for the very first time. We are honoured to support this significant international event, which brings together the member economies of the Asia-Pacific Economic Cooperation, representing some three billion people and accounting for over 60 per cent of global GDP,” Mr Lee said. “Under the unique ‘one country, two systems’ principle, Hong Kong enjoys both the China advantage and the global advantage. We are the only common law jurisdiction in China, our country, and have a legal and regulatory regime similar to most of the world’s top financial hubs.” Speaking during the discussion sessions, Paul Chan, Financial Secretary of the HKSAR, said that amid geopolitical tensions and uncertainties over trade policies, Asia-Pacific economies should strengthen co-operation to maintain the smooth flow of trade and investment, while guarding against financial risks and nurturing long-term growth drivers. He said that Hong Kong would leverage its unique advantages under the “one country, two systems” principle, and make full use of its diverse financing channels and professional services as an international financial centre to serve as a “super connector” and “super value-adder”. “Regionally, we need open channels for trade and investment, not new barriers. Connected markets allow capital to reach productive uses and technologies be adopted across borders,” Mr Chan said during a plenary session on Global and Regional Economic and Financial Outlook (October 20). “Our collective task is to safeguard stability while strengthening the foundations for lasting prosperity. Hong Kong, China stands ready to work with fellow economies to seize opportunities, manage risks and support more resilient, sustainable and inclusive growth across the Asia Pacific.” The Hong Kong Monetary Authority and the APEC Business Advisory Council (ABAC) held two thematic seminars (October 20) on “Fostering a digitalised, inclusive and sustainable supply chain ecosystem through finance” and “Mobilising capital for nature: scaling finance and regional cooperation across APEC” respectively. In his welcoming remarks at the seminars, Christopher Hui, Secretary for Financial Services and the Treasury of the HKSAR, said: “In an era of profound economic transformation and evolving global challenges, prosperity will not be secured by any economy acting alone. It will be built through partnership, innovation and resilience. I am therefore delighted that this seminar brings together regulators, business leaders and experts from across the Asia-Pacific region for meaningful exchanges on how we can unlock new opportunities, strengthen financial resilience, and drive sustainable growth for all.” Following the conclusion of the FMM, Mr Lee and other officials met Mr Lan at Government House to exchange views on economic and financial development of the Chinese Mainland and Hong Kong. Mr Lee expressed his heartfelt gratitude to the country for its trust in and support for Hong Kong, as well as its strong affirmation of Hong Kong’s status as an international financial centre. During the FMM, a diverse range of tours and visits were arranged for members of delegations from participating economies and international organisations to enjoy the city’s cultural heritage and unique charm as an international metropolis. The itineraries included visits to the Peak, Hong Kong Museum of Art, Hong Kong Palace Museum, Xiqu Centre, Chinese Culinary Institute and Ocean Park as well as a boat tour to enjoy the renowned views of Victoria Harbour. https://www.brandhk.gov.hk/ Hashtag: #hongkong #brandhongkong #asiasworldcity #APEC #FMM

October 22, 2026

Representatives of Vincom Retail and QooQoo Franchise Group at the MOU signing ceremony.
Bringing International Dining Concepts to Vietnam
The signing ceremony was attended by Mr. Kim Young-gi, Chairman of QooQoo Franchise Group, and Ms. Pham Thi Thu Hien, Deputy CEO of Sales at Vincom Retail.
Under the agreement, the two companies will explore opportunities to introduce restaurant chains from the QooQoo portfolio to shopping malls and commercial districts managed by Vincom Retail. Hanoi and Ho Chi Minh City will be the primary focus markets during the 2026–2027 period. The partnership will give QooQoo an opportunity to expand into a market of more than 100 million people through Vietnam’s largest retail property network. At the same time, it will allow Vincom Retail to diversify its tenant portfolio with established international dining concepts backed by proven operational capabilities.
Notably, the partnership will also extend to trade promotion between Vietnam and South Korea. Vincom Retail will support QooQoo’s brand promotion efforts in Vietnam, while QooQoo will help introduce Vincom’s shopping mall network to South Korean consumers and businesses. This two-way arrangement is expected to strengthen QooQoo’s brand awareness in Vietnam while creating opportunities for Vincom Retail to build deeper connections with South Korean brands, business partners, and retail investors.
Speaking at the signing ceremony, Mr. Kim Young-gi, Chairman of QooQoo Franchise Group, described the partnership as an important milestone in the company’s strategy to expand into Vietnam. With Vincom Retail’s extensive shopping mall network and experience working with international brands, QooQoo hopes to bring its distinctive Korean dining concepts closer to Vietnamese consumers, particularly in Hanoi and Ho Chi Minh City. The group also aims to serve as a bridge in promoting Vincom’s retail network in South Korea, helping facilitate trade cooperation and create opportunities for long-term growth for both companies.
The agreement comes as experiential dining continues to gain popularity, with consumers increasingly visiting shopping malls not only to shop but also to discover new experiences and destinations. With its distinctive dining concepts and proven track record in restaurant chain operations in South Korea, QooQoo is expected to bring a fresh dining experience to Vietnam and further enhance the appeal of Vincom’s retail destinations.
More International Dining Experiences Coming to Vincom
Founded in 2011, QooQoo Franchise Group is a leading South Korean company specializing in food services and restaurant franchising. The group is widely known for its sushi buffet concept, which offers a diverse selection of dishes in a single dining venue.
QooQoo currently operates a network of approximately 90 franchised restaurants across South Korea. In 2024, system-wide revenue reached KRW 397.6 billion (approximately VND 7 trillion). The company has also recorded average annual revenue growth of more than 30% since 2022, reflecting the strength of its operations and continued network expansion.
Beyond its QooQoo sushi buffet brand, the group has developed a broader dining portfolio that includes Blue Rail, a conveyor-belt sushi chain, and Always Shabu, a restaurant chain specializing in hot pot. Its business activities also extend to food imports, distribution, and e-commerce. By developing an integrated supply chain and franchise support system, QooQoo has strengthened its ability to manage ingredient sourcing, maintain quality standards, and oversee restaurant operations.
In South Korea, QooQoo Premium Buffet has earned numerous industry accolades, including six consecutive wins at the Brand of the Year Awards in the sushi buffet category. The brand has also appeared multiple times on Maeil Business Newspaper’s list of 100 leading franchise brands and received ministerial-level awards in 2024 and 2025.
For Vincom Retail, the addition of QooQoo would do more than bring another major international F&B brand into its portfolio. It would also create opportunities to introduce new restaurant concepts to the Vietnamese market. Leveraging its extensive retail property network, customer reach, and experience working with international brands, Vincom Retail supports its partners in identifying suitable locations, expanding their market presence, and building brand awareness.
In turn, QooQoo’s experience in restaurant chain management, supply chain capabilities, and diverse brand portfolio are expected to further enrich the dining options available at Vincom shopping malls, making them more attractive to families and consumers eager to explore international cuisines.

4. SIM Academy Explores How Mid-Career Professionals Can Build More Resilient Skills Portfolios
October 22, 2026
Source: Media Outreach
Mid-career learning is becoming more strategic
As Singapore’s workforce landscape continues to evolve under the influence of automation, artificial intelligence (AI), sustainability priorities, and changing business models, mid-career learners are looking for courses that build both technical capability and workplace adaptability.
When the professionals reach their 40s, they typically have built valuable experience, industry knowledge and networks that younger workers may still be developing. Upskilling can add in-demand capabilities such as data skills, digital literacy and leadership, strengthening their value to employers.
Rather than viewing the 40s as a career plateau, this stage can be seen as a second launchpad for deeper expertise, adjacent roles or a planned career switch. A recent Singapore-focused resource notes that nearly 12% of professionals aged 40 to 44 and about 6% of employees aged 45 to 49 make a mid-career change.
Courses that support career relevance
Courses in digital literacy, data analysis, leadership, project management, cybersecurity, and sustainability are among the most relevant options for adults in their 40s. Learners can explore cybersecurity courses for mid-career professionals in Singapore offered by training providers such as SIM Academy.
Mid-career learners may benefit most from courses in digital and data skills, cybersecurity, technology, leadership, people management and communication. These areas reflect the demand for skills that can be applied immediately at work while also supporting longer-term career mobility in the AI age.
Eligible Singapore Citizens can draw on SkillsFuture support schemes, including the SkillsFuture Credit (Mid-Career) top-up and the SkillsFuture Mid-Career Training Allowance for selected long-form programmes. These schemes are intended to help working adults pursue substantial upskilling without bearing the full financial burden on their own.
Building on AI readiness
The latest Singapore Digital Economy report also showed continued demand for AI-related talent in sectors such as finance and insurance, manufacturing and professional services.
According to a separate pulse survey by IMDA of individuals, Singapore workers have adopted AI widely, with about 3 in 4 workers surveyed (73.8%) using AI tools at work (i.e. AI users), most of whom used such tools several times a week or daily.
Different business functions leverage AI in distinct ways to meet their specific needs. For example, the Finance & Accounting and Human Resources functions focused heavily on data exploration & analytics, using AI for predictive forecasting and automated data visualisation.
According to a recent IMDA pulse survey of enterprises, AI-using firms in Singapore are demonstrating varying levels of AI maturity. In tandem with the rise in AI adoption by firms in Singapore, the number of tech job postings requiring AI skills has grown steadily over time.
Building a resilient career path
To make the most of time and SkillsFuture credit, it is useful to begin with a clear career goal: This may mean strengthening an existing career path, moving into a related field, or preparing for a more significant career change.
Reviewing job listings for target roles can also reveal which skills and certifications are most frequently sought by employers. A phased approach, starting with a short course before progressing to a more intensive pathway, can make the transition more manageable.

5. Nexconn Launches Free Chat Plan for Up to 10,000 MAU With Full Pro Features and Additional Cloud Discounts
October 22, 2026
Source: Media Outreach
Production-grade in-app messaging with no credit card required to start, plus an optional Cloud Bonus offering your choice of either 15% off AWS or 30% off Alibaba Cloud
SINGAPORE – Media OutReach Newswire – 22 October 2026 – Nexconn, a global cloud communications platform, announced the launch of its production-ready Free Chat Plan. Under the new initiative, developers and startups can deploy enterprise-grade chat infrastructure for up to 10,000 monthly active users (MAU) completely free—with full Chat Pro features enabled and no credit card required.
The launch tackles a persistent industry pain point: typical free tiers across the category cap at 100 to 1,000 MAU and restrict apps to sandbox environments—thresholds far too low to validate user retention or viral growth.
“A free tier should empower teams to validate their business model, not just verify that an SDK compiles,” said Will Song, Head of Global Business at Nexconn.
To further extend startup runway, Nexconn also introduced an additional Cloud Bonus: teams that link a payment method can choose between 15% off AWS or 30% off Alibaba Cloud to offset their backend cloud costs.
The offer is open to teams that simply send their first in-app message by December 31, 2026, 11:59 p.m. Singapore Time (SGT, UTC+8), locking in up to 10,000 MAU of Pro chat (valued at $860/month). Developers can claim the plan and view full details at https://www.nexconn.ai/free-chat-api?utm_source=pr.
What the Free Chat Plan Includes
The plan provides comprehensive capabilities across the entire application lifecycle:
Rich Messaging Architecture: Unlimited messages across direct (1-on-1), group, community, and open channels.
Modern Social Interactions: Read receipts, typing indicators, user mentions, unread badges, and cross-platform multi-device synchronization.
Native Push: Built-in multi-channel mobile push gateway included with no add-on fees.
High-Capacity Resource Quotas: Supports up to 500 peak concurrent connections, 10 GB of cloud storage, and 180 days of searchable message history.
No-charge Migration Support: End-to-end data migration support for teams transitioning from Sendbird, Stream, CometChat, PubNub, Agora, or Twilio.
Developer Acceleration: An open-source AI Integration Skill allows developers to generate client SDK code and backend token endpoints via simple text prompts.
The Cloud Bonus: The 10,000 MAU Chat plan remains free and does not require a credit card. Teams may optionally link a payment method to activate the Cloud Bonus—15% off AWS services or 30% off Alibaba Cloud services.
How to Get Started
Sign Up: Create an account in the Nexconn Console.
Build: Integrate the SDK manually or with the open-source AI Skill.
Activate Your Free Plan: Complete enrollment by simply sending at least one message before December 31, 2026, 11:59 p.m. Singapore Time (SGT, UTC+8).
(Optional) Cloud Discounts: Link a payment method to activate your choice of 15% off AWS services or 30% off Alibaba Cloud services.

6. APAC CEOs face the same AI and geopolitical pressures as their global peers but are more confident in navigating complexities
October 22, 2026
Source: Media Outreach
The region differs from its global peers in its response. CEOs in APAC expect more geopolitical disruption over the coming year than CEOs elsewhere, yet report their highest level of preparedness in the past three years, at a point when confidence in the rest of the world has begun to ease.
Key Findings for APAC:
- AI is the top critical challenge for chief executives worldwide:
- 94% in Asia-Pacific rate it critical or existentially critical, compared with 91% globally. Only 6% in the region consider it less critical, the lowest proportion recorded for any challenge. Geopolitical instability follows at 89% in both APAC and globally. Economic uncertainty is level with it globally at 89%, and slightly behind in the region at 85%.
- The share of APAC CEOs who say their organisations are prepared has risen two and a half times since 2024:
- 78% rate their organisation’s readiness to adapt at 7 or above on a 10-point scale, where 10 is well prepared, up from 31% in 2024. Globally, the same measure fell this year, from 64% to 58%.
- The APAC region expects more turbulence, not less:
- 73% expect geopolitical disruption to increase over the next twelve months vs. 62% globally, and 85% rate economic uncertainty as critical or existentially critical.
- APAC CEOs frame AI within a broader innovation agenda:
- Asked what major changes they are implementing, APAC CEOs cite innovation most often, at 54% against 48% globally, and investing in AI at 43% against 50%. Globally, the order is reversed. Both rank at the top in each group and complement each other, as AI is also part of the innovation agenda.
- APAC leaders lean far more heavily on business relationships:
- Informal CEO networks are named among the most important alliances by 72% in the region, against 47% globally, about one and a half times the global rate. Public-private partnerships are also valued more highly at 41% against 32%, and 56% say business alliances have grown more important over the past year, against 45% globally.
- APAC leaders see inner leadership capabilities and outer skills and knowledge capabilities as inseparable for success:
- 96% in APAC say their success will depend on strengthening both their inner capabilities, such as self-awareness, resilience, curiosity, learning agility and emotional range, and their outer capabilities, such as business acumen, enterprise judgement and functional expertise. Globally, the figure is 85%. Within that, 62% in the region say the two must be fully integrated, against 47% globally, and only 3% point to outer capability alone, against 9% globally.
AI sits at the top of the agenda of CEOs universally
AI is now the challenge chief executives consider most critical to their organisations, worldwide and in Asia-Pacific alike, having edged ahead of geopolitical instability globally and economic uncertainty in the region. The consensus in the region is close to universal, with only 6% rating it less critical, the smallest proportion recorded for any challenge.
“CEOs can invest in AI much faster than they can change how an organization works,” said Francesco Buquicchio, Global CEO of Egon Zehnder. “That gap matters. Leaders need to be clear about where the technology will make a difference, who has the skills to put it to use and what they must keep investing in for the long term.”
“The organisations creating the Chief AI roles in Singapore are the data-driven ones, the companies already furthest along,” said Ang Wan May, Singapore Managing Partner of Egon Zehnder. “Where boards once asked for a technology leader to deliver a platform, they now want someone who will lead the AI strategy and deployment across the business. We would expect these roles to evolve as AI becomes embedded, much as the digital transformation roles of a decade ago were eventually absorbed into the business.”
Asia-Pacific preparedness is at a three-year high, against the global trend
The proportion of APAC chief executives rating their organisation’s readiness to adapt at the speed required at 7 or above on a 10-point scale, where 10 is well prepared, has risen from 31% in 2024 to 62% in 2025 and 78% this year. Close to half, 47%, now rate themselves at 8 or above, compared with 26% globally. In contrast, the global measure eased from 64% in 2025 to 58% in 2026.
“Expecting more disruption and feeling ready for it are not contradictory here,” said Ms Ang. “Leaders in this region have spent the past three years working through supply chain shocks, conflict and a shifting trade map, and have continued to grow through it. The mental preparedness for disruptions and increased responsiveness of leaders and organisations to it is what the data is likely to be picking up. Preparedness in APAC has risen in each of the last three years.”
How APAC leaders are facing the turbulence
Asked what major changes they are making, APAC leaders cite innovation most often, with AI investment close behind, while globally AI investment comes first. They also rank new strategic alliances and partnerships third, at 37% against 30% globally. The ordering reflects emphasis rather than choice, suggesting a region that frames AI within a broader innovation agenda rather than as a separate programme to be funded on its own.
They also lean much more heavily on relationships. Informal CEO networks are named among the most important alliances by close to three in four leaders in the region, against fewer than half globally. Public-private partnerships are valued more highly here as well, at 41% vs. 32% globally, and more than half say business alliances have grown more important over the past year.
“The hard part isn’t recognizing that the world is changing. It’s making decisions when the trade-offs are real and the answers aren’t obvious,” said German Herrera, Chair of Egon Zehnder. “CEOs have to protect what matters today while preparing their organizations for what comes next, without pretending they can predict it. That takes judgment, curiosity and people around them who are willing to challenge their thinking.”
About the study
The CEO Response examines how chief executives are responding to an increasingly complex global environment and preparing themselves and their organisations for the future. The findings are being presented at the Berlin Global Dialogue, which brings together leaders from business, policy, and academia to address pressing global economic and geopolitical challenges.
The 2026 study surveyed 843 chief executives worldwide, of whom 70 are based in Asia-Pacific. Over half (57%) of the region’s respondents are or have been a Group CEO. They lead organisations across financial services (23%), industry (21%), consumer (20%) and technology and communications (14%), among other sectors. Almost two-thirds (64%) head publicly listed companies, with reported revenues ranging from under US$1 billion to more than US$50 billion. Year-on-year comparisons for the region are directional, as sample sizes differ between editions.

We believe that bringing together the expertise and strengths of both brands will open a new dimension for Thai tea, allowing the distinctive character of each tea variety to be further developed through food, desserts and drinks while clearly retaining the identity of the tea. From original Thai tea and rose tea to green tea, this will offer consumers even more interesting experiences and open up a new way for them to experience ChaTraMue in the context of hospitality and travel.

9. Solcis launches open compliance layer for AI agents on NVIDIA OpenShell
October 21, 2026
Source: Media Outreach
Solcis extends open security guardrails such as NVIDIA OpenShell and Microsoft’s AGT with the controls compliance professionals need, in a platform built to be self-hosted.
SINGAPORE – Media OutReach Newswire – 21 October 2026 – Solcis, a spin-out of 6clicks, today released Solcis Compliance Studio and the Solcis Policy Engine. Together they let organisations turn their policies and compliance obligations into enforceable rules for AI, check each action an AI agent takes against those rules as it happens, and keep a tamper-evident record for auditors and regulators. Solcis integrates with open runtime enforcement engines such as NVIDIA OpenShell and Microsoft’s Agent Governance Toolkit (AGT).
As organisations put AI agents to work, they must show that every automated action meets the same obligations as the rest of the business. Today, that is hard to prove. Solcis closes that gap across cybersecurity, privacy, financial crime, conduct and prudential regulation.
Solcis Compliance Studio
Solcis Compliance Studio is where compliance teams define, run and prove compliance for their AI agents. Studio has six core capabilities:
- Policy lifecycle and authoring: turns obligations into enforcement policies and manages them through deployment and updates.
- Universal evidence ledger: brings results from every enforcement point into one tamper-evident record.
- Compliance model management: recommends the best small language model (SLM) for each policy, benchmarked for compliance.
- Learning and drift detection: improves policies over time from observed decisions and human judgement, and detects control and agent drift.
- Compliance coverage and analytics: audit-ready reporting on compliance posture, including agent discovery.
- Integrations: connects to GRC, SIEM and ticketing systems, including 6clicks, ServiceNow IRM and Archer.
Solcis Policy Engine
Organisations can enforce Studio policies through NVIDIA OpenShell, Microsoft’s AGT, or the Solcis Policy Engine, Solcis’s own open enforcement engine for general compliance and business rules. The Policy Engine reaches decisions in under 200 milliseconds by combining two types of check:
- Deterministic checks apply fixed rules that return the same result for the same input every time, giving regulators and auditors repeatable, evidence-backed answers.
- Inference-based checks use AI to judge context and ambiguous cases that fixed rules cannot capture. Checks are routed to the best-suited AI small language model (SLM).
Every agent action in its path receives an Allow, Deny or Escalate decision with a severity rating, inline and without slowing it down. Decisions are enforced through the Solcis SDK in an AI system’s action path, or the Solcis Gateway on model, tool and MCP endpoints.
“Most organisations know what the regulation says and what their systems do, but not how the two connect,” said Anthony Stevens, CEO and co-founder of Solcis. “The Solcis platform joins them up, from obligation to policy to enforcement to evidence. And for the organisations that need it most, keeping that chain on their own infrastructure isn’t a preference, it’s non-negotiable.”
Sovereign by design, available now
Solcis is built only to be self-hosted, so organisations keep full control of their AI compliance workloads, models and data: nothing Solcis processes, from policies to decision logs, ever leaves their environment.
Both products are available now, directly from Solcis and through partners, and from November 2026 on the Microsoft, AWS, Google Cloud, Oracle, NVIDIA and Red Hat marketplaces.
Compliance Studio is sold on a subscription or perpetual licence, with no usage metering. The Policy Engine is released under the Functional Source License, so its code is open to audit.
