October 16, 2026
Source: Media Outreach
- ModelSphere simplifies enterprise large-model deployment and operations and boosts peak throughput by up to 285% (nearly 4x the baseline).
- Building a more open, chip-agnostic foundation for AI at scale.
- Free and open source for enterprise users and available on Github now.
BEIJING, CHINA – Media OutReach Newswire – 16 October 2026 – Phancy Group Co., Ltd. (“Phancy” or “the Group”, stock code: 6682.HK), a leading full-stack enterprise-AI cloud services platform, together with RiseUnion Technology Co., Ltd. (“RiseUnion”), today announced the official launch of ModelSphere, a one-stop, production-grade AI deployment platform.
Free and open source for enterprise users, ModelSphere brings computing resource management, model deployment and runtime optimization together in a single platform. It lowers the barriers to deployment and operations, helping enterprises turn computing power more efficiently into secure, stable AI services ready for real-world business use.
As large models move into commercial deployment at scale, enterprises commonly face low resource utilization, a fragmented chip ecosystem, high deployment barriers and difficult tuning in production environments. ModelSphere aims to consolidate computing resource coordination, model deployment and performance optimization into a unified deployment and management workflow, reducing the duplicated effort enterprises spend on low-level system adaptation, resource scheduling and day-to-day operations.
Phancy believes enterprises should be able to put large models to work without extensive in-house expertise in complex areas such as driver compilation and hardware adaptation. ModelSphere is designed to bridge this gap, enabling enterprises to integrate a wide range of open-source large models into core business processes while allowing technical teams to focus on application development and business needs.
Four Core Advantages of ModelSphere
- Simplified deployment and stable model services: ModelSphere provides a graphical console and pre-built deployment capabilities that reduce the environment-configuration code developers need to write, helping them quickly stand up inference services for large models and simplifying deployment across different chip clusters. Built-in enterprise-grade capabilities, including automatic elastic scaling, prefill-decode (PD) disaggregated deployment, three-tier KV caching, high-availability load balancing and automatic stream resumption after service interruptions, keep model services running stably in production.
- Continuous automated tuning for higher efficiency: The platform’s built-in AutoTune intelligent model scheduling strategy, combined with adaptive load-balancing scheduling that leverages hardware acceleration, improves request-handling capacity and time to first token (TTFT) while lowering inference cost per token. Built-in AutoTune boosts peak throughput by around 285% compared with the baseline, increasing overall performance to nearly four times the previous level and making full use of the available computing power.
- Unified management of diverse chips without repeated adaptation: Integrated with the EngineX inference engine, ModelSphere supports and is deeply optimized for a wide range of AI accelerators. It enables unified and mixed scheduling of all computing resources, including Huawei Ascend, Iluvatar CoreX, Moore Threads and Hygon DCU, so users do not need to rewrite low-level code for each chip.
- Continuous optimization for mainstream models and faster deployment: The ModelSphere team closely tracks iterations in the open-source community and has already adapted and optimized the platform for leading models, including DeepSeek-V4/V4-Flash, Qwen, Kimi, MiniMax and GLM. New models can be deployed quickly after release and tuned to production-grade performance, helping enterprises put the latest models to work in real business scenarios.
How ModelSphere Fits into the AI Stack
At the technical level, ModelSphere works alongside inference engines such as vLLM and SGLang. While inference engines improve computing efficiency on individual servers, ModelSphere handles management and optimization at the cluster-architecture level, including load- and cache-aware request routing, a unified KV cache pool, quality-of-service (QoS)-based automatic scaling, automatic stream resumption after service interruptions, automated performance tuning based on live production data, runtime monitoring and service management. Together, these ensure high performance and high availability in production environments.
By going open source, ModelSphere makes Phancy’s engineering capabilities for large-model deployment and optimization available to more enterprises and developers, and brings together industry partners to continuously expand support for different chips and models. This will reduce hardware adaptation barriers and lower the threshold for large-model adoption, helping enterprises make the most of their existing computing resources and efficiently unlock the commercial potential of heterogeneous computing.

3. Nobel Peace Prize Laureate ICAN urges Norway to reject nuclear weapons investment proposal
October 16, 2026
Source: International Campaign to Abolish Nuclear Weapons
Geneva 15 October 2026
The International Campaign to Abolish Nuclear Weapons (ICAN) urges Norway to maintain its exclusion of nuclear weapons producers from the Government Pension Fund Global, following a government-appointed committee’s recommendation to open the fund to companies involved in the nuclear weapons industry.
The proposal would allow companies based in the United States, France and the United Kingdom – previously excluded for their involvement in nuclear weapons production – to become eligible for investment.
“Nuclear weapons are weapons of mass destruction, there is nothing ethical about them. The Norwegian oil fund is responsible for protecting the future for Norwegians. Investing in the companies manufacturing nuclear weapons, at a time of a nuclear arms race, makes it more likely that they will be used again. Norway would make itself complicit, knowingly, when nuclear weapons are used again.” said Melissa Parke, ICAN’s executive director.
The committee, chaired by former central bank governor Svein Gjedrem, presented its report to Finance Minister Jens Stoltenberg on 15 October. Presenting the recommendations, Gjerdrem argued that protecting Norway’s security provided an ethical justification for nuclear weapons production.
“We therefore believe it is ethical to produce nuclear weapons, as long as it is within the Non Proliferation Treaty,” he said. Stoltenberg also questioned the exclusion of companies involved in NATO’s nuclear deterrence. “Norway is part of this strategy, but the pension fund can not invest in the companies that make the strategy credible,” he said.
For ICAN, these arguments are not rooted in evidence. The Non Proliferation Treaty obliges five of the nuclear armed countries to negotiate the elimination of their arsenals, not maintain them indefinitely. Nuclear deterrence policies, as a global majority of governments have stated, increase security risks, not decrease them.
The committee is suggesting that Norway profit from the production of weapons of mass destruction, in disregard for humanitarian principles. The exclusion is based on the unacceptable humanitarian consequences of nuclear weapons which do not change according to which country produces them.
As there are not many companies involved in the production of nuclear weapons, nuclear weapon exclusion policies have not had a significant impact on investor returns. Making an exception, would undermine a standard Norway has helped establish for responsible investment.
The proposal comes after France’s push to expand nuclear weapons cooperation across Europe. Though few details about the scope of this cooperation have been made public. Senior leaders in some French companies in particular have openly advocated for increased nuclear weapons development.
ICAN studies have shown that the companies involved in nuclear weapon production are spending millions lobbying politicians.
Parliament rejected a similar initiative just last year on 4 June 2025: A proposal from the Progress Party (Frp) to allow the fund to invest in weapons manufacturers producing components for nuclear weapons – was defeated by 90 to 12. No other party supported the proposal.
ICAN urges the government and parliament to uphold the nuclear weapons exclusion criteria and ensure that a fund intended to safeguard future generations does not invest in weapons that threaten their survival.
About ICAN
The International Campaign to Abolish Nuclear Weapons (ICAN) is a coalition of non-governmental organizations in one hundred countries promoting adherence to and implementation of the United Nations nuclear weapon ban treaty. This landmark global agreement was adopted in New York on 7 July 2017. The campaign was awarded the Nobel Peace Prize 2017, for its “groundbreaking efforts to achieve a treaty-based prohibition” of nuclear weapons. 4. From British-Era Waterway to Eco-Tourism Attraction: Karnival Ban Canal 2026 Returns in November
October 16, 2026
Source: Media Outreach
32,000+ visitors, RM100,000 in local business revenue and international sporting participation put Sabak Bernam’s unique heritage landscape on the tourism map
SABAK BERNAM, MALAYSIA – Media OutReach Newswire – 16 October 2026 – From a 30-kilometre British-era waterway built to sustain Selangor’s paddy fields to a destination for sport, culture, tourism and community enterprise, Ban Canal is entering a new chapter — and Karnival Ban Canal 2026 is set to take it further.
Returning for its fourth edition from 6 to 8 November 2026 at Ban Canal Parit 14, Simpang Lima, Sabak Bernam, the award-winning Karnival Ban Canal (KBC 2026) is building a distinctive rural tourism platform around the theme Alam * Budaya * Lestari (Nature * Culture * Sustainability).
The festival attracted more than 32,190 visitors in 2025 and generated over RM100,000 in local business revenue. KBC 2026 aims to build on that momentum, attracting visitors from across Malaysia and internationally while creating greater economic opportunities for local communities.
Where heritage meets adventure
KBC 2026 brings together experiences rarely found in a single festival — from the Larian Bendang and fishing competitions to Kanu Slalom featuring international participants from countries including Japan and China, wall climbing and a flying fox spanning the historic Ban Canal.
The festival will also showcase Sabak Bernam’s multicultural heritage through traditional performances, Bual Bicara Malam Jumaat, local food and produce, Platform Selangor (PLATS) entrepreneur showcases, Jualan Eko Tani and nightly entertainment featuring leading Malaysian artists.
The result is more than a weekend festival. It is a platform connecting tourism, local enterprise, culture, sport and community participation, bringing visitors directly into the rural economy.
A growing platform for brands and partners
As visitor numbers and local economic activity grow, KBC 2026 is also emerging as an attractive platform for corporate partners looking to connect with audiences through experiential, community-driven and sustainability-led engagement.
Corporate partners can gain visibility across the festival ecosystem through digital and social media exposure, main-stage LED presence, on-ground branding and opportunities for direct audience engagement.
Sponsorship opportunities are available across Gold, Silver and Bronze partnerships, with scope for brands to develop activations aligned with their marketing, sustainability and community-impact objectives.
For brands looking beyond conventional advertising, KBC offers something different: the opportunity to be part of a growing destination story while putting the brand directly into the experiences of the people who visit it.
From historic waterway to living tourism destination
Ban Canal sits within the transition and buffer zones of the proposed Anjung Utara Selangor Biosphere Reserve (AUSBR) — Selangor’s 297,661-hectare “ridge-to-sea” living-economy nomination under UNESCO.
Originally constructed to channel water to the state’s interior paddy fields, the historic waterway is being reimagined as a platform for eco-tourism, rural enterprise and community development.
Karnival Ban Canal is a tangible expression of that transformation, demonstrating how natural and cultural assets can generate tourism activity, support local businesses and create new economic opportunities while preserving the character of the landscape.
Driven by the Selangor State Government, MBI Selangor, SABDA and the Sabak Bernam District Council (MDSB), KBC 2026 brings together government, communities, businesses, athletes, artists and visitors around a common proposition: that sustainable tourism can be both commercially vibrant and locally meaningful.
As Ban Canal continues its transformation, KBC 2026 offers visitors a reason to discover Sabak Bernam, businesses a platform to engage new audiences, and sponsors an opportunity to become part of a destination with a story that is still being written.

5. National standards will pave the way for growth – Federated Farmers
October 16, 2026
Source: Federated Farmers
National’s pledge to introduce 19 new national standards shows the party is serious about getting Wellington out of farming, Federated Farmers says.
“Introducing new national standards to make everyday farming activities a permitted activity will unlock farming’s potential,” Federated Farmers president Colin Hurst says.
“It will cut unnecessary cost and complexity, give farmers the confidence we need to get on with the business of farming, and help grow New Zealand’s export-led economy.
“That’s why this policy sat at the top of our priority list for the incoming Government. We think it has the most potential to help transform our primary sector.”
Federated Farmers released Backing Kiwi Farmers, a five-point plan to double farm productivity, cut costs and improve the environment, in June this year.
“We asked for 10 national standards but National have gone even further, announcing 19 new national standards for farming to help grow our economy,” Hurst says.
“This is going to be transformational for our primary sector, but it will also help everyday Kiwi families who are struggling with the cost of living.
“Farm production barriers and costs ultimately flow through to the cost of food on our supermarket shelves – especially fresh fruits and vegetables.
“This isn’t just a plan for farming; it’s a plan to grow the economy, grow our exports, and help New Zealanders get ahead.”
Permitted activity standards aren’t simply a licence to do whatever a farmer wants. They set a clear benchmark farmers must meet to ensure protection for the environment.
“If those standards are met and you’re farming within the guardrails, you can just get on with the job,” Hurst says.
“It means you don’t have all the unnecessary cost, complexity, uncertainty and delays that come with jumping through bureaucratic resource consenting hoops.”
National’s 19 national standards build on work already done to reform New Zealand’s resource management system.
“This is going to be what paves the way for farmers to double the value of agricultural exports to $106 billion by 2034,” Hurst says.
“We’ve sent the Government a consistent message that if they want to grow the economy, they just need to get out of the way and let farmers get on with it.
“They need to let us do what we do best: innovating, investing and increasing the production to really drive export growth and lift New Zealand’s standard of living.”
Federated Farmers’ proposed national standards included Farm Plans, vegetable growing, on-farm water storage, gravel extraction, drain maintenance, effluent management, fertiliser application, farm quarries, wetland restoration, and small and medium-scale solar.
The National Party has added micro-hydro, irrigation, energy storage, small-scale seasonal worker accommodation, farm tracks, agricultural aviation, culverts, offal holes and managing contaminated soils.
“This is an incredibly positive announcement that sets a clear vision and ambition for farming and growing in New Zealand,” Hurst says.
“With these standards replacing the need for consents, farmers can spend more time and money on growing their businesses and less on unnecessary bureaucracy.”

6. New construction ACOP to bring health and safety clarity
October 16, 2026
Source: New Zealand Government
Workplace Relations and Safety Minister Brooke van Velden today launched a new Approved Code of Practice (ACOP) that outlines practical steps businesses and workers can take to meet their health and safety responsibilities on residential construction sites.
“This ACOP will provide practical, sector-specific information to help clients, principal contractors, contractors, subcontractors and workers prepare for upcoming changes to health and safety law, and support better outcomes across New Zealand’s residential construction sector,” says Ms van Velden.
The new ACOP, Identifying health and safety roles and responsibilities on a residential construction site will come into effect on 1 April 2027, aligning with HSWA legislative amendments that come into effect from that date.
It was developed with input from the sector, designed to reflect the realities of construction on the ground. New Zealand Certified Builders Association are welcoming the launch of the ACOP.
“This is a pragmatic outcome that supports safer workplaces while recognising the realities of running a small building business. We believe the ACOP strikes an appropriate balance between improving health and safety performance and ensuring compliance requirements remain practical, proportionate and achievable for the thousands of SME builders that make up the backbone of New Zealand’s construction sector,” says Malcolm Fleming, Chief Executive of New Zealand Certified Builders Association.
“When builders and tradespeople, such as roofers and electricians, are working on the same site, the ACOP will help the lead contractor clarify who is responsible for key health and safety activities and coordinate the work so important tasks don’t get overlooked,” says Ms van Velden.
After 1 April 2027, the ACOP may be granted safe harbour status, meaning that taking the actions in the ACOP could provide sufficient evidence that a business or worker has met the relevant legal duty. The Minister for Workplace Relations and Safety would need to reapprove the ACOP following consultation for this to occur.
“This ACOP is not about creating new duties. It is about making existing health and safety duties clearer so businesses understand who needs to do what, where responsibilities overlap, and how serious risks should be managed.
“Construction remains one of New Zealand’s highest-risk industries. Residential construction sites often involve multiple businesses and trades working at the same time, which can create uncertainty about responsibilities if roles are not clearly understood.
“While following an ACOP is not mandatory, an ACOP sets a recognised standard for compliance. I expect this will provide greater clarity and certainty for the residential construction sector, particularly if the ACOP is later confirmed to provide safe harbour following the commencement of this Government’s health and safety legislative changes.
“Clear roles, good communication and effective coordination are critical to managing risks well. This ACOP helps businesses understand how to work together so that risks do not fall through the gaps.”
WorkSafe will work with industry to support businesses to understand and apply the ACOP in their day-to-day work.
Note to Editors:

9. New ward boosts capacity at Hawke’s Bay Hospital
October 13, 2026
Source: New Zealand Government
Hawke’s Bay patients will benefit from faster access to surgical care with the opening of a new 28-bed ward at Hawke’s Bay Hospital, Health Minister Simeon Brown says.
“This new ward is a practical solution to meet growing demand, delivering the extra capacity Hawke’s Bay Hospital needs right now and making a real difference for both patients and staff,” Mr Brown says.
“It gives surgical patients dedicated space before and after their procedures, along with space for surgical assessment and planning. That means fewer disruptions to planned surgery, faster patient flow through the hospital, and less pressure on the emergency department and existing wards.
“Off-site construction has allowed it to be delivered in just over nine months, with less disruption for patients and staff, while meeting the same clinical and safety standards as a permanent hospital facility.
“This investment in hospital infrastructure has also delivered for the wider region. Six local trade companies worked on the project, supporting local jobs and keeping more of this investment in the Hawke’s Bay economy.”
Key features of the new ward include:
28 inpatient beds across 14 modules
Around 1,000 square metres of new clinical space
Dedicated space for short-stay surgical care, plus surgical assessment and planning services
A design developed alongside clinicians and built for long-term use
The ward is fully staffed ahead of opening, including 3.8 FTE senior nursing positions, 28 FTE registered nurses and 6.4 FTE healthcare assistants. Among them are 13 nurses joining Hawke’s Bay Hospital for the first time, further strengthening the hospital’s nursing workforce.
“Other major investment is underway across Hawke’s Bay Hospital, including the $44.8 million Cancer Centre now under construction and the $35.8 million radiology expansion and refurbishment, which has already doubled scanning capacity.
“Planning for the hospital’s long-term redevelopment is also well advanced and moving into detailed business cases and design work. In the meantime, the new ward is providing much-needed additional capacity for patients and staff.
“I want to acknowledge local MPs Catherine Wedd for Tukituki and Katie Nimon for Napier, who have been strong advocates for improving health services for their communities and the many people across the region who rely on Hawke’s Bay Hospital.
“We are focused on fixing the basics and building the future of our healthcare system. This ward delivers more capacity for Hawke’s Bay now, while we invest in the infrastructure the region needs for the future,” Mr Brown says.

10. Bosideng Makes Official Paris Fashion Week Debut with 50th Anniversary Show “The Bloom”
October 15, 2026
Source: Media Outreach
At the historic Hôtel Pozzo di Borgo, the Chinese downwear brand reimagines winter dressing through craftsmanship and cultural exchange.
PARIS, FRANCE – Media OutReach Newswire – 15 October 2026 – Bosideng celebrated its 50th anniversary with “The Bloom” at the Hôtel Pozzo di Borgo, Karl Lagerfeld’s former Paris residence. The presentation marked the brand’s first appearance on the official Paris Fashion Week calendar, following previous shows in New York, Milan and London.
Designed by Creative Director Pietro Ferragina, the collection transformed the down jacket from winter essential into a fashion statement. Art Deco geometry met Chinese craftsmanship, including Haipai qipao-inspired tailoring and traditional Song brocade, in silhouettes combining warmth, structure and movement.
Four lines—Extreme Cold, Outdoor, Business and Puff—explored different expressions of modern winterwear. From sculptural evening silhouettes to technical outerwear and refined city dressing, the collection demonstrated the versatility of down. A finale of pink down evening looks offered a softer, unexpected interpretation of the material.
Jet Gao, Group Vice President and General Manager of International Business at Bosideng Group, attended alongside international supermodel Coco Rocha and guests from the worlds of fashion, culture and the arts, including actresses Mao Xiaotong, Michelle Chen and Ouyang Didi, and actor Chen Tianxiang.
For Bosideng founder, Chairman & President Gao Dekang, the Paris presentation reflected five decades of expertise and a commitment to fashion and cultural exchange between China and France.
An accompanying anniversary exhibition traced the brand’s design evolution, highlighting collaborations with Jean Paul Gaultier, Kenzo Takada and MSGM alongside signature downwear innovations. Celebrations continued at the Eiffel Tower with “The Next Great Chapter,” Bosideng’s 50th Anniversary International Gala.
Bosideng has been China’s best-selling down jacket brand for 31 consecutive years. Now sold in 72 countries and worn by more than 200 million people, the brand enters its next chapter seeking to establish downwear as a lasting presence in international fashion.
