The Government is reforming a long-standing issue for regional airports by creating more flexible, cost-effective options to improve runway safety, Associate Transport Minister James Meager has announced.
Mr Meager says smaller airports will be freed from blanket industry regulations and unnecessary compliance costs through the creation of a new civil aviation rule.
“The new regulations introduce shorter runway end safety area (RESA) lengths for smaller airports. These dictate the amount of emergency stopping space required at the end of a runway for it to be deemed safe for aircraft,” Mr Meager says.
“Until now, New Zealand’s rules have enforced a one-size-fits-all requirement, no matter the size of the airport or aircraft using it. This has halted the growth of some of our smaller operators, who cannot afford the same costs as our largest airports.
The new rule will streamline the approvals process for proposed RESA lengths, saving regional airports time and money. It will also introduce arresting systems, which slow and stop aircraft when overrunning a runway and, in some cases, could be lower cost than a runway end safety area.
“This provides operators with a practical and safe alternative to adding extra length, which is costly and not economically viable for all,” Mr Meager says.
“The benefits are clear: this rule strengthens our global safety reputation by aligning with international standards, while helping regional aviation and tourism grow by enabling a greater variety of aircraft to land safely in our provinces.
“It will open the door for greater regional airport development, directly accelerating national economic growth by unlocking isolated markets, boosting high-value tourism, and building resilient supply chains.
“This reform stems from the Government’s ambitious programme to fix the basics and modernise New Zealand’s civil aviation rules. It is the exact sort of work from the Civil Aviation Authority that I’m proud to oversee: practical, common-sense changes with long-term benefits.”
