New study finds pay equity settlement prior to Government changes boosted worker earnings and outcomes, reduced benefits.

A new study has found that the 2023 pay equity settlement for community and iwi social workers led to higher earnings, reduced reliance on government support, and stronger attachment to employment – providing some of the strongest evidence to date that pay equity can strengthen essential workforces and improve outcomes for workers.

The findings come amid ongoing scrutiny of New Zealand’s pay equity system following amendments to the Equal Pay Act passed under urgency in 2025. The amendments have made it significantly more difficult for workers in historically undervalued, female-dominated occupations to secure fair pay equity outcomes.

This study provides rare empirical evidence on what pay equity settlements – designed to ensure equal pay for work of equal value – can achieve in practice, including effects beyond wages.

Researchers from the New Zealand Human Rights Commission and the New Zealand Policy Research Institute at Auckland University of Technology analysed linked Census and administrative data.

Among the key findings:

  • Annual earnings increased by approximately $10,100 per worker (around 17%) in the year following the settlement.
  • Workers’ total income increased by about $6000, after accounting for reductions in other sources, such as government income support.
  • Workers were more likely to remain in employment one year later – attachment increased by 1.8 percentage points
  • Evidence of some positive effects on mental health outcomes.

9. Earn as You Learn programme expands

More young New Zealanders will be paid to train for manufacturing careers, with the successful Earn as You Learn programme expanding into the Hutt Valley, Bay of Plenty, Christchurch and Auckland, Small Business and Manufacturing Minister Cameron Brewer says.

“Manufacturing employs more than 220,000 people and is helping drive our economic recovery. To keep that momentum, manufacturers need a pipeline of skilled workers, and this programme delivers exactly that,” Mr Brewer says.

“What makes Earn as You Learn unique is its rotational model. Students experience different manufacturing environments and career pathways, combining paid workplace learning with formal training and industry mentoring while they decide on their future.

The programme, developed by manufacturers and driven by Advancing Manufacturing Aotearoa, builds on the Waikato pilot, where students combined classroom-based learning with paid workplace experience while completing a Level 3 New Zealand Certificate in Manufacturing.

“As I discovered on a recent visit, the Waikato pilot has been a huge success, with the majority of those Wintec students now placed in full-time work. That is what collaboration between industry and local education providers looks like, and credit belongs to the Government-backed Advancing Manufacturing Aotearoa, led by Catherine Lye,” Mr Brewer says.

New cohorts of around 20 students will be established in each of the four regions in 2027, with further expansion planned.

“On factory floors across the country, workforce availability comes up as one of the sector’s biggest challenges. Earn as You Learn is a practical, industry-led answer, and it sits alongside a serious Government commitment to vocational pathways: 10,000 more trades academy places by 2030 and an additional 1,000 Youth Guarantee places.

“Modern manufacturing runs on technology, automation and innovation. These are highly skilled, rewarding careers, but they are not always on the radar of young people weighing up their options. As we prepare for the 2027 intake, I encourage interested students, schools and manufacturers to get involved.

“This is manufacturers, educators and Government working together to fix the basics and build the future, growing the skilled workforce New Zealand’s manufacturing success depends on,” Mr Brewer says.
