The Council of Financial Regulators (CoFR) held its quarterly meeting on 27 July 2026.
The meeting was co-chaired by Financial Markets Authority Chief Executive Samantha Barrass and Reserve Bank of New Zealand Governor Anna Breman.
Heads discussed the current economic and regulatory environment, including ongoing global uncertainty, developments in financial markets, consumer outcomes, and the resilience of New Zealand’s financial system. Agencies shared updates on emerging risks and priorities across their respective mandates.
CoFR also discussed work underway to support the Government’s broader economic agenda, including initiatives relating to capital markets development, payments, and the future of financial services in New Zealand. Heads noted the importance of ensuring New Zealand’s regulatory settings can support innovation while maintaining confidence.
Heads considered a range of longer-term developments, including technological change and innovation in financial services, and discussed opportunities for continued collaboration across agencies on these issues.
Heads also reviewed progress across CoFR’s existing work programme and discussed opportunities to strengthen engagement with industry and other stakeholders as this work progresses.
