New Zealand Food Safety is proposing changes to the Operational Code: Cold and Dry Stores (Code) and RMP Template for Cold and Dry Stores (RMP Template).
The consultation opens on 27 October 2020 and closes on 18 December 2020.

Note: The RMP Reference Attachment for Cold and Dry Stores allows operators to update the legal references when required to ensure their RMP Template remains current, without having to do major changes to their RMP Template itself.

What’s being proposed?
We have reviewed the Code and updated the RMP Template to:
- align with current legislation (for example, Animal Products Notice: Specifications for Products Intended for Human Consumption 2016 (amended 2020))
- use a plain English approach to the style
- combine the existing 3 Parts of the Code of Practice into one Operational Code document
- include relevant information from the Red Meat Industry Standard 9 Storage and Transport (IS9)
- align its format with MPI’s new standardised templates for documents as a Code
- re-issue the RMP Template as a separate document.
Note: An Operational Code (previously named Code of Practice) is guidance unless it is incorporated by reference into a requirements document (for example, in an RMP).
We have included some additional content into the Code and RMP Template. This includes:
- new product categories:
- storing non-animal product foods (for example, horticultural produce) within the RMP
- storing industrial use (for example, trophies) within the RMP
- guidance for:
- controlled atmosphere storage of non-animal product foods and
- palletisation procedures.
Making your submission
Email your feedback on the draft documents by 5pm on 18 December 2020.
Make sure you tell us in your submission:
- the title of the consultation document
- your name and title
- your organisation’s name (if you are submitting on behalf of an organisation, and whether your submission represents the whole organisation or a section of it)
- your contact details (such as phone number, address, and email).
Let us know:
- whether the level of detail is appropriate
- whether there are areas that need more guidance
- any additional feedback.

Note, that any submission you make becomes public information. People can ask for copies of submissions under the Official Information Act 1982 (OIA). The OIA says we have to make submissions available unless we have a good reason for withholding it. That is explained in sections 6 and 9 of the OIA.
Tell us if you think there are grounds to withhold specific information in your submission. Reasons might include that it’s commercially sensitive or it’s personal information. However, any decision MPI makes to withhold information can be reviewed by the Ombudsman, who may tell us to release it.
