Police warn businesses to stay alert

Waitematā Police are reminding businesses to be vigilant, after a spate of attempted fraudulent activity in recent weeks.

Waitematā CIB Detective Sergeant Mark Renfree says Police are aware of four recent incidents where a person or persons have attempted to obtain goods fraudulently.

“In each case, an individual has called a local hardware-type business and placed an order for a large amount of product.

“This person has attempted to charge the product to the account of a company known to the business.”

Once approved, the scammer has sent an Uber driver to pick up the items.

“So not only are they committing fraud, but they are also putting innocent and unaware Uber drivers into the middle of this offending,” Detective Sergeant Renfree says.

An investigation into these incidents is ongoing, however Police want to warn businesses to be aware of this specific type of scam and to take steps to safeguard against it.

“Our message is simple, do not allow anyone to charge items to an account without verifying them and obtaining identification of the caller,” says Detective Sergeant Renfree.

“Anyone purchasing goods should know all the company details they are charging to.”

Businesses should follow these steps:
• Verify all orders placed over the phone, especially if the caller is unknown
• Cross-check contact details with official account records
• Do not dispatch goods until the order is confirmed by a known contact
• Report any suspicious activity to Police

“We are reminding people to be vigilant and cross-check all details,” Detective Sergeant Renfree says.

“And most importantly, do not hand over anything until you are satisfied everything is correct.”

Police are encouraging any suspicious behaviour to be reported online at 105.police.govt.nz or by calling 105.

Information can also be reported anonymously via Crime Stoppers on 0800 555 111.

Government funds more helicopter replacements

The Government is investing in seven more emergency helicopters to replace some of New Zealand’s ageing air ambulance fleet, Associate Health Minister Casey Costello announced today. 

An additional $12.6 million is being invested this financial year, $7.3 million by Health New Zealand and $5.3 million by ACC, to enable the country’s air ambulance helicopter service providers to replace ageing helicopters with newer aircraft. 

“In 2024, New Zealand’s helicopter fleet was the oldest in the developed world and the coalition government has invested to help fix that,” Ms Costello says. 

“Our air ambulance helicopters play a vital role in saving lives around New Zealand. This is particularly true for those living in remote, rural or regional areas. 

“Last year the Government invested $14.7 million to fund nine replacement helicopters. Today’s announcement is additional to that and means that all the oldest helicopters will be replaced with a total of 16 new or near-new helicopters in operation,” Ms Costello says.

“The new helicopters provide improved safety, more reliable service, a better capacity to respond in bad weather conditions, reduced maintenance costs, greater fuel efficiency and better operational performance.

“The additional investment supports the move to a standardised aircraft model. This will improve maintenance and fleet rotation efficiency, enable flexible workforce rostering and reduce pilot training requirements across multiple aircraft.”

The Minister was speaking at an event to mark a new Airbus helicopter joining the Wellington-based Life Flight fleet to provide services to the region. It is the fourth machine in the replacement programme to go into operation since last year’s investment, following the introduction of replacement helicopters in Tauranga in mid-2024, Hamilton in March 2025, and Auckland in May 2025. 

Two more replacement helicopters are in the country and being fitted out ready to go into operation in Auckland and Northland by early 2026. The other helicopters from last year’s investment are expected to operate out of Hawkes Bay, Gisborne, and Taranaki.

Minister Costello said that delivery arrangements are in progress for the extra helicopters announced today and it was hoped most of these would also be in service and operational by mid-next year.

Total fire ban in Canterbury until Monday

Canterbury Police are disappointed with fires being lit despite a total fire ban in place across the region, which extends to Monday.

Police will be investigating any suspicious fires and may prosecute those responsible, with investigations underway of reported fires since the ban was put in place. Arrests are likely.

The fire ban is in place to reduce the risk of wildfires, which can be fanned further and bigger with significant windy conditions forecasted for several days.

Do not light outdoor fires for any reason.

The fire ban also includes fireworks, and Police advise people to avoid lighting any fires or using gas cookers outside.

If you see unlawful behaviour, including fires being lit when they shouldn’t, call 111 immediately.

Further campsites found in Phillips investigation

Police investigating the disappearance of Tom Phillips and his children have located what are believed to be the family’s primary campsites.

Two large, established and heavily concealed structures were discovered in recent weeks in dense bush surrounding Marokopa.

Detective Superintendent Ross McKay says enquiries to date indicate the Phillips family moved regularly between these sites, the makeshift camps near Te Anga Road and other locations around Marokopa.

“For the last few weeks, Police have been piecing together information and building a picture of Phillips’ movements.

“What is now clear is that Phillips moved regularly from coast to farm to bush in a complex manner that meant he was unlikely to be stumbled across.

“Local Search and Rescue staff located the new sites — one to the north of Marokopa, the other to the east — which included partially buried, semi-permanent structures concealed by large amounts of vegetation.

“Approaching Phillips in such circumstances would have been extremely dangerous.

“As we’ve said previously, we knew he had firearms and was motivated to use them.”

Investigators have removed a significant number of items from the camps, all of which will now be forensically examined.

“This is a protracted and labour-intensive exercise that forms part of our ongoing enquiries to identify anyone who may have assisted Phillips.

“We continue to make good progress and believe he was assisted by a small number of people at different stages over the last four years.”

All campsites have been cleared, and Police will not be releasing their specific whereabouts.

In mid-December 2021 Phillips and his three children disappeared for the second time in three months.

The Police operation to locate them, which would later become known as Op Curly, came to an end in the early hours of Monday 8 September 2025 when Phillips shot and critically injured an officer before he himself was shot and killed by Police.

The injured officer is making a slow but steady recovery.

Police will not be releasing any information regarding the children.

Fatal crash, Cavendish

One person has died after a single-vehicle crash in Cavendish, Ashburton, overnight.

Police were called to the scene on Anama Valetta Road about 10.45pm.

One person died at the scene. Another was transported to hospital with serious injuries.

The Serious Crash Unit has examined the scene, and enquiries into the circumstances of the crash are ongoing.

ASB economists: Fonterra’s proposed capital return could unlock $4.5bn in spending

ASB economists say the proposed sale of Fonterra’s Anchor and Mainland brands could unlock around $4.5 billion in additional spending as any sales proceeds flow through the New Zealand economy, with nearly half ($2.2 billion) going to three key sectors: manufacturing, retail/accommodation, and real estate.

Fonterra’s proposed sale of its Anchor and Mainland brands to Lactalis is expected to deliver a tax-free capital return of approximately $3.2 billion to around 8,000 shareholding farms. If the sale goes ahead, following a vote by shareholders this month, it will come into effect in early 2026, subject to regulatory approval.

Commenting on an Economic Note by Wes Tanuvasa released today, ASB Chief Economist Nick Tuffley says Fonterra’s capital return would represent a meaningful financial uplift for dairy farmers. “The average return would be around $392,000 if the sale goes ahead, and we estimate around 60% of shareholding farms could receive at least $200,000.”

“This capital injection is expected to energise key sectors – particularly manufacturing, retail, accommodation, and real estate – supporting local businesses and communities.

“While many farmers are likely to save or pay down debt to some extent, their investment in cost-saving upgrades and equipment is expected to indirectly lift demand in these sectors. For example, investment in new equipment or infrastructure can stimulate manufacturing, while increased financial confidence may support local retail and property markets.”

Nick adds: “This capital return would be a welcome tailwind for farmers, offering a timely boost to confidence and investment. While it may not single-handedly drive a broader economic recovery, it strengthens the foundation for growth in key sectors.”

The proposed capital return comes at a time when dairy incomes remain robust. Strong global demand and resilient commodity prices are expected to keep dairy farm profitability high in the year ahead, with rural areas generally outperforming urban centres.

The note also highlights that Fonterra’s strategic shift back to a commodity focus brings both opportunities and risks, including greater vulnerability to global trade shifts and changing consumer preferences, particularly in developed markets.

HONG KONG SAR – Media OutReach Newswire – 23 October 2025 – The Hong Kong Productivity Council (HKPC) today released the results of the “AI Readiness in Workplace Survey 2025”, which delves into the overall readiness, actual needs, challenges and future development opportunities of local enterprises in the application of artificial intelligence (AI). Building on these insights, HKPC set out eight strategic recommendations to drive broad and deep integration of AI across industries and to accelerate enterprise digital transformation.

As AI emerges as the core engine of a new wave of industrial transformation, the HKSAR Government’s latest Policy Address explicitly designates AI as a pillar industry for Hong Kong’s future development. In light of this trajectory, local enterprises face mounting urgency to accelerate AI deployment, embed AI into core operations, and build sustainable, AI-driven competitiveness. To assess the current state of adoption, the HKPC Academy, under HKPC, conducted a survey in September 2025, successfully interviewing around 800 local companies. The major findings are as follows:

AI Applications Enter a New Phase: From Tool Trials to Full Integration

AI technology is moving from initial trials to comprehensive integration and has become an important support for enterprises’ digital transformation and strategic upgrades.

  • Widespread use of AI tools: 88% of employees in surveyed companies have already used AI tools in their day-to-day work, mainly in customer service, data analysis, and marketing.
  • Integrating AI into Formal Workflows: 92% of respondents plan to gradually introduce AI into related workflows in the future, with 24% planning to fully implement it within one year, indicating a strong willingness to drive adoption.
  • Institutional and Governance Framework Development: 45% of the surveyed enterprises already have officially recognised AI platforms for employees to use, and more than half (54%) of them said they do not have a complete or ongoing AI governance framework or policy for the time being.
  • Recognition of application benefits: Respondents believe that AI can help increase productivity, reduce production costs, improve decision-making, and enhance customer experience.

Enterprises Face Five Major Challenges in AI Application: Talent Gap and Data Security as Core Obstacles

Despite the increasing popularity of AI technology applications, enterprises still face multiple challenges in practice:

  1. Lack of AI Expertise and Training: Talent development lags technology, becoming the top hurdle to AI rollout.
  2. Data Privacy and Security Concerns: Enterprises have concerns about data handling, regulatory compliance, and risk management.
  3. Difficulty in Integrating with Existing Systems: Incompatible technical architectures leads to complex and costly deployments.
  4. Employee Resistance or Readiness Gaps: Weak digital culture and limited awareness of transformation contribute to slow implementation.
  5. High Implementation Costs: Cost pressures are particularly significant for SMEs with limited resources, impacting their willingness to adopt.

“Three Directions and Eight Actions” Lead Enterprises to Accelerate the Implementation of AI Applications

To address the above challenges, HKPC has put forward eight recommendations to plan a systematic AI transformation roadmap for enterprises, from human resources, strategic layout to organisational culture:

Establishing AI Foundations:
1. Develop a clear AI development strategy and long-term plan.
2. Strengthen leadership from the top and cross-departmental collaboration to establish a top-down transformation promotion mechanism.
3. Establish a data governance and security compliance framework, along with a trusted AI application foundation
Deepening Operational Integration:
4. Implement AI skills training for all employees and cultivate a digital organisational culture.
5. Promote the integration of AI systems with internal corporate systems to lower technical barriers.
6. Deeply embed AI tools into business processes to improve operational efficiency.
Achieving Sustainable Impact:
7. Implement the “One Enterprise, One AI Coach” Scheme to empower AI professionals to continuously promote AI training and application within the organisation.
8. Establish an AI investment return assessment and optimization mechanism.

To accelerate the adoption of AI technology, HKPC has officially launched the “AI for All” initiative, which comprehensively enhances the AI application capabilities of enterprise employees and the public through training empowerment, technical support and industry collaboration, and assists enterprises in their digital transformation. Internally, HKPC is leading the way in cultivating an AI culture, providing over 6,000 hours of AI training to employees, with an average of 5.5 hours of training per person. Various departments have actively promoted over 100 internal AI application projects and developed the innovative AI tool “HKPC Picasso”, which has effectively improved internal work efficiency and provided a transformation model for the industry.

In terms of enterprise AI skills support, HKPC assists enterprises in establishing AI governance frameworks and compliance guidelines, providing clear standards for data security, privacy protection, and ethics across the industry. On the other hand, the HKPC Academy systematically promotes talent cultivation, provides professional courses, qualification certifications, and capacity improvement programs, and continues to provide AI professionals to the industry to improve the industrial ecosystem.
