Grants from the Regional Infrastructure Fund will support two marae to strengthen their ability to serve as community hubs and offer refuge in times of emergency, Associate Regional Development Minister Mark Patterson and Māori Development Minister Tama Potaka say.

A $4 million grant will go to Mataura Marae in the Southland town of Mataura. A $150,000 grant will also be provided from the Regional Infrastructure Fund (RIF) to Takitimu Marae in Wairoa.

The grant for Mataura Marae will enable the complex to be completed, building on its longstanding service to whānau and the wider community, Mr Patterson says.

“Completing the marae will enhance its role as a focal point for strengthening cultural identity and connection for whānau Māori, while serving and supporting the whole community and extending its contribution to the wider eastern Southland area.”

The project will involve completion of the wharekai (dining hall) and ablution facilities, along with accessibility improvements, structural strengthening, drainage and parking upgrades.

Once completed, it will provide a safe, fit-for-purpose facility that can support and expand its existing role in health services, social programmes, community events and local service delivery. It will also strengthen the resilience of the flood-prone area, acting as a key piece of infrastructure during an emergency.

“This project helps realise the vision of the Mataura and Districts Marae Charitable Trust, with work on the marae project beginning in the 1980s,” Mr Potaka says.

“The grant will bring 40 years of public, philanthropic and community investment and generations of whānau commitment and voluntary effort to fruition.”

The $150,000 grant to the Takitimu Marae Trust in Wairoa will be used to remediate damage caused by Cyclone Gabrielle. Both the wharenui (meeting house) and wharekai at Takitimu Marae were flooded during the cyclone.

“This grant will restore the long-term resilience of the wharenui, protecting significant cultural heritage and taonga tuku iho (treasured historic items), and support the safe, healthy use of the building by whānau and the wider community,” Mr Potaka says.

The Takitimu Marae wharenui is a significant local cultural landmark, having been built as a memorial to Sir James Carroll, one of New Zealand’s most influential Māori political leaders and a son of Wairoa.

“I’m thrilled that the mana of this historic marae building will be restored and whānau can safely enjoy their ancestral houses again.”

2. Pharmac extends limit for cancer medicine to be funded in private hospitals

October 23, 2026

Source: New Zealand Government

Associate Health Minister David Seymour has today welcomed Pharmac’s decision to extend the 12-month transitional access funding limit for Pertuzumab with trastuzumab (Phesgo) for people receiving treatment for certain types of breast cancer in private clinics.

“In the past, when Pharmac funded a new cancer treatment, people already paying for that treatment privately are forced to make a very difficult choice: spend their savings to continue private treatment undisrupted, or transfer to a public hospital. The latter can be detrimental to their recovery,” Mr Seymour says.

Under the Government’s transitional access policy, cancer medicines funded by Pharmac after 1 July 2025 can be administered in private clinics for up to 12 months.

“In December last year pertuzumab with trastuzumab (Phesgo) became the first cancer medicine available in private clinics for patients with metastatic or locally recurrent unresectable breast cancer,” Mr Seymour says.

“Pharmac has received requests from multiple private treatment centres asking that the 12-month limit be extended for people receiving this medicine. Pharmac has listened. This medicine will continue to be publicly funded for these patients in private settings. This will come as a huge relief to around 15 patients expected to exceed the 12 month funding limit in the next 6-12 months.

“Unlike many cancer treatments, which are usually completed within 12 months, Pertuzumab with trastuzumab is commonly used for longer periods. Treatment is normally continued until the cancer gets worse. As a result, many people receiving treatment through private clinics are approaching the 12-month funding limit and will soon be affected by the cap.

“Extending the duration of treatment would allow people eligible for funded access to this medicine to continue receiving treatment in their current care setting without interruption.

“The 12 month time limit will remain in place for all other cancer medicines. In cases where the limit may not give effect to the intention of the policy, it can be revisited. Phesgo appears to be an outlier under the current policy settings because its treatment duration commonly extends beyond the 12-month funding limit.

“Access to medicines is important to Kiwis and their families. That’s why this Government has been focussed on giving more people access to the medicines they need, in a location that works for them.

“Patients are reaping the benefits. Since this Government took over we’ve allocated Pharmac its largest ever budget of $6.294 billion over four years, and a $604 million uplift Pharmac. Since 1 December 2023, Pharmac has funded 50 new medicines and widened access to a further 98, with around 1,658,000 New Zealanders benefitting from these decisions in the first year of funding.”

3. Investment in vital bridge to Monowai Valley

October 23, 2026

Source: New Zealand Government

The Regional Infrastructure Fund will invest $6 million towards replacing the Monowai Suspension Bridge in western Southland, Associate Regional Development Minister Mark Patterson and South Island Minister James Meager say.

The funding will support construction of a new bridge on Lake Monowai Road, ensuring continued access to Monowai Valley and Fiordland National Park.

“This bridge is a vital link for the Monowai Valley communities and businesses, and the historic Monowai hydroelectric power station which has contributed to the electricity network for more than 100 years,” Mr Patterson says.

“This is the sole practical road route into the valley but the bridge’s current 28.5-tonne weight restriction forces businesses to split loads, stockpile forestry products or find costly alternatives for moving heavy equipment.

“A modern replacement will remove that bottleneck and provide safer, more resilient access for vehicles of up to 50 tonnes,” Mr Patterson says.

“Replacing Monowai bridge will strengthen the region’s resilience, keep people connected, support agriculture, forestry, tourism and recreation, and provide more reliable maintenance access to the Monowai hydro station,” Mr Meager says.

“The funding recognises the bridge’s importance as a public asset that supports regional economic activity, community access and the reliability of critical infrastructure.”

The $6 million RIF grant will go to Southland District Council, which is co-funding and delivering the project. The total cost of the project remains commercial-in-confidence while it is out to tender. Construction is planned to be completed by December 2027.

4. SH76 Brougham Street upgrade moving to next stage

October 23, 2026

A major upgrade of State Highway 76 Brougham Street in Christchurch is set to move into its second stage of key roading improvements, as a new pedestrian and cycle bridge prepares to open, Transport Minister Chris Bishop says.

“Downer has been appointed to carry out work on Stage Two of the SH76 Brougham Street Upgrade,” Mr Bishop says.

Source: New Zealand Government

A major upgrade of State Highway 76 Brougham Street in Christchurch is set to move into its second stage of key roading improvements, as a new pedestrian and cycle bridge prepares to open, Transport Minister Chris Bishop says.

“Downer has been appointed to carry out work on Stage Two of the SH76 Brougham Street Upgrade,” Mr Bishop says.

“SH76 Brougham Street is one of Christchurch’s busiest streets and serves as the main freight route to the South Island’s largest port at Lyttelton. Congestion and delays have long been an issue, and with several schools and a retirement home close by, there have also been community concerns about safety.

“The new pedestrian and cycle bridge is now in place over SH76 Brougham Street, between Collins and Simeon Streets, and will provide safe access for people over this busy road, reducing interactions between motor vehicles, cyclists and pedestrians, and stoppages on SH76 Brougham Street.

“The bridge is the centrepiece of Stage One of the SH76 Brougham Street Upgrade and NZ Transport Agency (NZTA) expects to have it completed and open to the public in November this year. Some further landscaping and finishing work near the bridge will close out Stage One by early 2027.

“With a contractor now appointed for Stage Two, planning for this phase is underway and work on the ground is expected to begin in the new year. This second and final stage of the SH76 Brougham Street Upgrade will feature various improvements to improve traffic flow, reduce congestion and make the route safer and easier for all users, including freight.

“It will include improved traffic signals and upgraded intersections, T2 lanes (for vehicles with two or more occupants only), new signalised crossings, and improved walking and cycling infrastructure such as a shared path along the south side of SH76 Brougham Street.

“NZTA will be working closely with the Christchurch City Council, which needs to do maintenance work on its underground services beneath SH76 Brougham Street. The organisations will work together to sequence roadworks, avoid digging up the same part of the street unnecessarily, and to minimise the impacts on all road users.

“The SH76 Brougham Street Upgrade project is expected to be complete by mid-2029.”

Notes to Editor:

Cabinet confirmed funding for the SH76 Brougham Street upgrades to be drawn down from a tagged contingency set aside in Budget 2024 to enable NZTA to bring forward priority projects that would otherwise be phased to begin from 2027 onwards.
The SH76 Brougham Street Upgrade is designated as one of the Government’s Roads of Regional Significance.

The Chief of Defence Force, Air Marshal Tony Davies MNZM is resigning, Defence Minister Paul Goldsmith says.

“Air Marshal Tony Davies has informed me that he’ll be resigning from his position as Chief of Defence Force, effective immediately.

“The reasons regarding his decision relate to integrity matters, that he did not previously disclose. We both agree his position is no longer tenable.

“I will be recommending to the Governor-General that she accepts Mr Davies’ resignation.

“I acknowledge his 42 years of service and his contribution to the New Zealand Defence Force, but note the circumstances of his resignation will be a great disappointment to the men and women of the Defence Force.

“The Chief of Army, Major General Rose King, will act as Chief of Defence Force until Sunday. Then Vice Chief of Defence Force, Rear Admiral Mat Williams, will act as Chief of Defence Force.

“Since this matter has now been referred to the Inspector General of Defence, I have nothing further to add.”

6. Greens’ fiscal plan takes working people’s priorities seriously NZCTU

October 23, 2026

Source: NZCTU

The New Zealand Council of Trade Unions Te Kauae Kaimahi (NZCTU) welcomes the Green Party’s fiscal plan, which tackles the issues working people most want fixed: the cost of living, job growth, broken infrastructure, and the public services we all rely on.

“Working people are asking for bold reform, and this plan treats their concerns with the seriousness they deserve,” says Sandra Grey, NZCTU President.

“For decades New Zealand has underinvested in its infrastructure. Working Kiwis are sick of broken water systems, substandard public transport, and ageing hospitals and schools.

“Public services are under more pressure than ever, and health alone faces a funding gap estimated at $6 billion a year. The Greens’ focus on lifting infrastructure investment and closing that health funding gap is particularly welcome.”

Grey says Luxon’s Government has repeatedly used arbitrary debt and spending targets to justify cuts to public services.

“Government funding should be set by what people need, not by arbitrary fiscal targets. We know there are big shortfalls right across public services, and the Greens’ commitment to reverse the planned baseline funding cuts for public services will mean working Kiwis can get the care and support they need.”

NZCTU has long called for tax reform to tackle growing inequality and make sure government can sustain public services over the long term.

“We need to structurally lift government revenue, and that means properly taxing capital and wealth. Inland Revenue’s own research found the country’s 311 wealthiest families pay an effective tax rate of less than half that paid by middle-income New Zealanders, because income from capital isn’t adequately taxed. That is unfair, and it holds our whole economy back.

“Fiscal policy is one of the most powerful tools we have for building a stronger economy, making us more resilient, and creating good jobs. The Greens have shown how that tool can be used to improve the lives of working Kiwis.

“NZCTU will always back plans that put working people, strong public services, and communities first, and this is a real step in that direction,” says Grey.

This new initiative aligns with the priorities set out in Hong Kong’s first Five-Year Plan, and responds to the Chief Executive’s 2026 Policy Address, which recognises Central’s role as a major engine of the city’s development. As the heart of Hong Kong’s financial district, Central is key to Hong Kong’s position as a leading international financial centre.

Central has been home to Hongkong Land since 1889 and the Group has continually supported the district’s development. Today, the Group’s ambition is to

combine long-term investment, place innovation and exceptional hospitality to strengthen Hong Kong’s defining district for finance, luxury retail, art, culture and heritage, seven days a week.

This ambition has been brought to life through the Tomorrow’s CENTRAL programme, which is delivering more than US$1 billion of investment by Hongkong Land and its tenants to transform LANDMARK. The programme is Hongkong Land’s largest investment in Hong Kong for the last two decades and a clear statement of its confidence in the city’s future.

Over the last year, Hongkong Land has also worked alongside the Government and the Hong Kong Tourism Board on Halloween in Central, Winter Wonderland and now Destination CENTRAL. These initiatives invite people to discover more of the district, support local businesses and strengthen Hong Kong’s appeal as a destination thereby supporting Hong Kong’s mega-event economy and its positioning as the events capital of Asia.

Hongkong Land’s Destination CENTRAL campaign uses a Central Passport to connect the district’s heritage, culture, and dining offerings into a cohesive visitor journey. In partnership with Hong Kong Tramways, Hongkong Land has recreated a first-generation tram and a heritage route tracing Central’s transport history.

Michael T. Smith, Group Chief Executive of Hongkong Land, said: “Hongkong Land has helped shape Central for 137 years and our commitment to this district has never been stronger. We are proud to play our part in strengthening Central as a destination where commerce and culture come together, helping sustain this powerful engine for Hong Kong’s economic growth and international connectivity.”

Graeme Torre, Chief Executive, Hong Kong Central, said: “Central is the ecosystem that underpins Hong Kong as an international financial centre. It is also a district where people shop, dine and spend time, whether they work here, live nearby or are visiting the city. Our Destination CENTRAL campaign is one of the many ways Hongkong Land is continuing to deliver on the renewal of Central.”

HONG KONG SAR – Media OutReach Newswire – 22 October 2026 – Finance leaders and representatives of international organisations attended the APEC (Asia-Pacific Economic Cooperation) Finance Ministers’ Meeting (FMM) 2026, successfully held in Hong Kong for the first time (October 20-21). Participants engaged in in-depth exchanges on issues concerning regional financial and economic development.

Yesterday (October 21), the FMM issued the 2026 APEC Finance Ministers’ Joint Statement, reaffirming the commitment to building an open, dynamic, resilient, and peaceful Asia-Pacific community by 2040 for the prosperity of all our people and future generations.

<figure data-width="100%" data-caption="Representatives of the participating APEC member economies and international organisations during the meeting.
” data-caption-display=”block” data-image-width=”0″ data-image-height=”0″ class=”c8″ readability=”1.5″>

Representatives of the participating APEC member economies and international organisations during the meeting.

Minister of Finance and chair of the 2026 FMM, Lan Fo’an, said that all parties should firmly implement the consensus reached at the APEC Economic Leaders’ Meeting, uphold multilateralism, and deepen practical co-operation in fiscal and financial affairs, with a view to contributing to regional economic and financial stability and long-term sustainable growth.

Earlier, John Lee, Chief Executive of the Hong Kong Special Administrative Region (HKSAR) Government, welcomed participants to the FMM.

“This is a historic occasion for Hong Kong. The APEC Finance Ministers’ Meeting – part of APEC China 2026 – is taking place in our city for the very first time. We are honoured to support this significant international event, which brings together the member economies of the Asia-Pacific Economic Cooperation, representing some three billion people and accounting for over 60 per cent of global GDP,” Mr Lee said.

“Under the unique ‘one country, two systems’ principle, Hong Kong enjoys both the China advantage and the global advantage. We are the only common law jurisdiction in China, our country, and have a legal and regulatory regime similar to most of the world’s top financial hubs.”

Speaking during the discussion sessions, Paul Chan, Financial Secretary of the HKSAR, said that amid geopolitical tensions and uncertainties over trade policies, Asia-Pacific economies should strengthen co-operation to maintain the smooth flow of trade and investment, while guarding against financial risks and nurturing long-term growth drivers.

He said that Hong Kong would leverage its unique advantages under the “one country, two systems” principle, and make full use of its diverse financing channels and professional services as an international financial centre to serve as a “super connector” and “super value-adder”.

“Regionally, we need open channels for trade and investment, not new barriers. Connected markets allow capital to reach productive uses and technologies be adopted across borders,” Mr Chan said during a plenary session on Global and Regional Economic and Financial Outlook (October 20).

“Our collective task is to safeguard stability while strengthening the foundations for lasting prosperity. Hong Kong, China stands ready to work with fellow economies to seize opportunities, manage risks and support more resilient, sustainable and inclusive growth across the Asia Pacific.”

The Hong Kong Monetary Authority and the APEC Business Advisory Council (ABAC) held two thematic seminars (October 20) on “Fostering a digitalised, inclusive and sustainable supply chain ecosystem through finance” and “Mobilising capital for nature: scaling finance and regional cooperation across APEC” respectively.

In his welcoming remarks at the seminars, Christopher Hui, Secretary for Financial Services and the Treasury of the HKSAR, said: “In an era of profound economic transformation and evolving global challenges, prosperity will not be secured by any economy acting alone. It will be built through partnership, innovation and resilience. I am therefore delighted that this seminar brings together regulators, business leaders and experts from across the Asia-Pacific region for meaningful exchanges on how we can unlock new opportunities, strengthen financial resilience, and drive sustainable growth for all.”

Following the conclusion of the FMM, Mr Lee and other officials met Mr Lan at Government House to exchange views on economic and financial development of the Chinese Mainland and Hong Kong. Mr Lee expressed his heartfelt gratitude to the country for its trust in and support for Hong Kong, as well as its strong affirmation of Hong Kong’s status as an international financial centre.

During the FMM, a diverse range of tours and visits were arranged for members of delegations from participating economies and international organisations to enjoy the city’s cultural heritage and unique charm as an international metropolis.

The itineraries included visits to the Peak, Hong Kong Museum of Art, Hong Kong Palace Museum, Xiqu Centre, Chinese Culinary Institute and Ocean Park as well as a boat tour to enjoy the renowned views of Victoria Harbour.

CDC shares Malaysia’s AI-driven procurement experience at ADB-organised regional conference, highlighting measurable efficiency gains and responsible technology adoption.

KUALA LUMPUR, MALAYSIA – Media OutReach Newswire – 20 October 2026 – Malaysian technology company Commerce Dot Com Sdn Bhd (CDC), which has more than 25 years of experience in developing government electronic procurement (e-GP) solutions, has shared its experience in applying artificial intelligence (AI) to public procurement with regional counterparts.

Participants and delegates from across the Asia-Pacific region gather in Bhutan for the 11th Conference of the Asia Pacific Public Electronic Procurement Network.

CDC was invited as an industry speaker and panellist at the 11th Asia Pacific Public Electronic Procurement Network (APPeN) Conference in Thimphu, Bhutan, where it shared practical insights into integrating AI into next-generation e-GP platforms.

Held on Oct 5 and 6, the conference, organised by the Asian Development Bank (ADB) in collaboration with the Royal Government of Bhutan, brought together more than 70 participants from 28 countries, including public procurement officials and technology industry representatives.

CDC Executive Director Putri Nurul Ida Yahya said AI could help public institutions interpret complex information, automate routine tasks and generate insights to support procurement decision-making.

“The priority is to select applications that address real challenges and deliver measurable improvements. For example, a three-month conversational AI pilot project in Malaysia’s government procurement system successfully reduced call centre workload by 15 to 18 per cent,” she said in a statement.

Putri Nurul Ida said the successful pilot demonstrated how AI could facilitate users’ access to information, allowing support teams to focus on more complex enquiries.

Beyond operational efficiency, CDC also highlighted that the responsible use of AI required ethical practices, strict protection and confidentiality of government data, appropriate security and access controls, transparency, and continuous human oversight.

During the workshops and networking sessions throughout the conference, delegates engaged with CDC on key topics, including technology implementation strategies, change management, system deployment and approaches to sustaining user adoption.

The discussions provided an opportunity for CDC to share lessons from Malaysia’s e-GP experience with regional institutions exploring the use of AI in public procurement.

The exchange also highlighted how Malaysia’s experience in developing and operating e-GP systems could contribute to regional efforts to adopt AI in public procurement in a practical and responsible manner.
