Summary

The Specialist Opioid Substitution Treatment (OST) Service Audit and Review Tool (the Tool) sets out the audit requirements to determine compliance with legislative requirements and that specialist OST services are consistent with current best practice in OST and to clarify service providers’ responsibilities in providing OST.

The Tool is designed primarily to support an external audit / review process undertaken by an expert team. The Tool does not provide all the necessary details of what is required when planning the audit questions and focus points. Some discretion is required on the part of the lead auditor on a range of audit aspects, such as to determine who should be asked certain questions covered within the Tool, and which questions might need to be added or not required. The lead auditor and audit team may need to design some flexible approaches based on having read the service documentation and other factors that may change in the lead-up to the site visit.

What the Audit Tool includes

The audit team and audit process 

This section is more prescriptive than previous audit tools and is to ensure consistency across audit teams and approaches. It also provides increased guidance for the role of each of the auditors and for services to know what is expected in preparing and supporting an audit.

Part A: Audit report template 

This template enables the audit team to provide a structured report on service performance against each section of the OST Guidelines.

For ease of reference, the audit report template is divided into sections that correspond directly with the sections in the OST Guidelines.

Part B: Audit set-up and data-gathering tools 

These are a series of tools provided to help the audit instigator set up the audit and the audit team gathers information for the report. Auditors may wish to tailor these tools to their specific audit context.
