Updating the Code
The Tertiary Education Commission (TEC) is updating the Code of Good Practice for New Zealand Apprenticeships (the Code) to make it technically correct from 2023.
The Code sets out the responsibilities and expectations of all parties involved in an apprenticeship: the apprentice, the employer and the tertiary education organisation. 
The Code has been impacted by several changes, notably the Reform of Vocational Education.
Changes to the Code
We are proposing minimal changes to the Code, including the following:
changing legislative references from the Industry Training and Apprenticeship Act 1992 to the Education and Training Act 2020
changing references to industry training organisations to tertiary education organisations
adding information about the Education (Pastoral Care of Tertiary and International Learners) Code of Practice 2021
adding information about the Tertiary Dispute Resolution Service and removing references to the independent mediator appointed by the TEC.
We have tracked changes in the document for ease of reference.

Consultation opens on Monday 7 November 2022 and will close on Friday 2 December 2022.
The Ministry of Education intends to undertake some further policy work on apprenticeships. A more substantial review of the Code may be appropriate once this work is completed.

To provide feedback on the changes to the Code, email your comments to CustomerService@tec.govt.nz with the subject Submission on the consultation of the New Zealand Apprenticeships Code. Please send us your feedback by 2 December 2022.
What happens after this consultation period?
We will consider all feedback as we finalise changes to the Code for the Minister of Education to approve. A summary of the feedback will be published on our website.
We expect the final Code to be published in March or April 2023, although this will depend on the feedback received and timings of Ministerial decisions.
