Waka Kotahi NZ Transport has announced today a $209 million investment in Gisborne’s land transport system through the 2021–24 National Land Transport Programme, which will improve access and resilience of the region’s roads.
This planned investment in Gisborne’s transport system over the next three years is part of a wider $24.3 billion investment in the New Zealand transport system set out in the 2021–24 National Land Transport Programme (NLTP).

The NLTP comprises $15.6 billion from the National Land Transport Fund, generated through fuel excise, road user charges and other revenue sources; $4.8 billion from local government, generated through rates; and $3.8 million in other Crown investments.
“Improving safety for everyone who uses our roads is a top priority for Waka Kotahi. More than $4 million will be invested in projects across the Gisborne region that will save lives,” Director of Regional Relationships Linda Stewart says.
“This includes line markings and traffic calming measures outside schools across the region, and a range of intersection improvements, rumble strip installations, signage improvements and shoulder widening to support cycling.
“Resilient, reliable roads are essential for Gisborne, with a growing number of primary industry producers seeking to get goods to market. Our investment in the region is focused on strengthening the resilience of SH35 and SH2 which are critical freight routes for the region.
“We’re strengthening six bridges to support more freight being carried on fewer vehicles and strengthening the network to better withstand adverse weather events resulting from climate change.”
Supporting more environmentally-friendly and healthier travel options is also a focus of this NLTP. In the Gisborne region, this includes investing $3 million in safe walking and cycling facilities and $3 million to maintain and develop Gisborne city’s public transport network.
