Cabinet Paper GOV-20-SUB-0017: Ending the Temporary Suspension of Regulatory Impact Analysis (RIA) Requirements, and Introducing New RIA Provisions for Future Emergencies

Office of the Minister of Finance

Proposal

1.I seek Cabinet’s agreement to:

1.1end the temporary suspension of the Regulatory Impact Analysis (RIA) for regulatory proposals that respond directly to the COVID-19 pandemic,

1.2introduce a more enduring and targeted set of RIA exemption provisions for emergency situations, and

1.3allow, in certain circumstances, a post-implementation assessment or review as an alternative to a mandatory Supplementary Analysis Report when RIA is required but is missing or inadequate.
